PUBLIC LIBRARY — CITY OF ITHACA Since this special meeting
Was called to discuss a letter received from the Chamber of
Commerce, in regard to improved library service, Chairman
Hosmer presented the letter to the Board.
Considerable interest was shown by the Commissioners, and
Mr. A.W. Gibbs submitted preliminary sketches Which had been
prepared two years ago for a proposed County Library Building.
After considerable discussion it was agreed that the matter j
was too important to decide hastily, and that further con-
sideration be given it at a meeting to be held early in
November, and the Clerk was instructed to write Mr. Smith of
the Chamber of Commerce to that effect.

MINUTES ;- Minutes of the preceding meeting were duly approved.
ZONING ORDINANCE Chairman Roemer reported for Attorney Powers that
Eta report is not yet ready to be presented to the Planning Commission.
POLIO LIBRARY CITY .OF ITHACA :- At this point the Chairman declared
the meeting in Executive Session to discuss the proposed new
City Library. Chairman Hosmer reported on a luncheon meeting which
was called by the Chamber of Commerce last Monday at which, available - 1
sites, and probable costs were discussed. A statement of estimated cost
of financing and maintaining the proposed new Library Building
was read. Mr. Gibbs stated that his tentative estimate of the
total cost was approximately $l50sOOO.00 which includes the
following items:
Building ® . 55 per die foot $111,000.00
Planting,grading & Contingent 2,000.00
Architect's commission 7,000.-00
Building lot 30,000.00
which the Committee at the luncheon meeting felt should be financed
by a Bond issue floated by the City of Ithaca. They also felt that
the proceeds of the sale of the present Library site should be
placed in a sinking fund for running expenses of the new building.
Mr. Smith of the Chamber of Commerce asked to have a permanent new
Library Committee set up, consisting of three. or more members
from each of the following bodies:
Common Council
Cornell Library Board
Chamber of Commerce and the
Planning Commission
such Committee to have power to act in the matter.
By Commissioner Treman : seconded by Commissioner Perry:
RESOLVED, that Commissioners Hosmer,Montillon and Merrill be and they
are hereby appointed to the New Library Committee, .
BE IT FURTHER RESOLVED, that the Secretary inform Mr. Smith of
these appointments. Carried.
The Planning Commission was also requested to make recommendations as
� to a possible site for the new building.
During discussion Commissioner Montillon drew attention to that block
bounded by 'Linn,Court,Aurora Streets and Cascadilla Creek but study
disclosed the fact that this location would not be adequate,but it
was felt that this site should not be overlooked in future developments.
After due consideration of various sites it was regularly moved, seoonded
and unanimously carried that the North Cayuga Street site now occupied
by the Potter,Speno and Halsey properties be recommended,and that the .
property in the rear, now owned by Fred H. Atwater,and the property
on. Court Street now occupied by a barn and owned by Adah Smith be
included in the site.

FLOOD CONTROL Commissioner Perry Balled attention to
a lecture on Flood Control to be held in Sibley Nov. 11th
at which the Public will be welcome.
MINUTES :- The Secretary was instructed not to mail copies
of the Prooesdings of this meeting to the Commissioners.

PUBLIC LIB AXI Chairman Roomer reported that a committee of four
had been appointed Brom the large committee to investigate the matter
of a suitable site.

Mr. -H*ydeoker,, Director of State Planning, calling attention to a
meeting to be be1A in Syracuse, December 14, 1937 and Chairman Roemer
urged attendance of as many as possible.
It was regularly moved, seconded and carried that as many members of
the Commission as possible should attend this meeting.

Resolved, that next meeting date be left to the call of the Chairman.
Carried.
1939 In considering the Budget for 1938, the commissioners
expressed he hope that their request for a considerable sum would
receive favorable action by the Council as a very comprehensive pro-
gram has been outlined for the coming year. -
By Commissioner Miscall, seconded by Commissioner Treman
Resolved, that the tentative Budget for 1938 amounting to $5650.00
be and the same hereby is approved and a requisition ordered filed
with the Common Council. Carried.
On motion the meeting adjourned.
