eral traffic ordinance amendments deemed necessary to correct and bring present ordinances

TRAFFIC ORDINANCE AMENDMENTS: The Superintendent reported that several 90=day experi-
mental regulations with respect to parking and speed limits had proven satisfactory and
recommended amendments to the Traffic Ordinance to make them permanent. They were acted
upon as follows:

STANDARDIZATION - TRAFFIC SIGNALS: By Comm. Downing: seconded by Comm. Golder
WHEREAS, it is the sense of this Board that it is in the best interest of the City of
Ithaca to standardize the Crouse -Hinds traffic signal and controller equipment for use
in the City of Ithaca for reasons of efficiency and economy as follows:
a. The City now has Crouse -Hinds traffic signals and controller equipment in use at
fifty intersections'"throughout the city. ��F, rte,
b. This action will minimize the inventory of repair parts which must be maintained for
servicing traffic signals and controller equipment.
c. The labor costs for servicing a standard type of signal will be less than if required
to service different types.
NOW THEREFORE BE IT RESOLVED, that the Common Council be requested to adopt Crouse -Hinds
as the standard traffic signal and controller equipment to be purchased and used by
the City of Ithaca in the year 1972, except on the existing state arterial system on
Meadow Street, and to authorize the Board of Public Works to advertise for bids and pur-
chase traffic signal and controller equipment of this manufacturer in such quantities
as there are funds appropriated in 1972. Carried.

disability, and requested renewal of this privilege.

MRS. ROSE PERFETTI: The Clerk read a letter received by the Mayor from
MI:so Rose Per etti, 317 S. Cayuga Street, who complained about having to
pay 60c; for use of the Woolworth Parking i g Lot during snow removaloper-
ations. She felt she should not have to pay for parking her car there
since both radio stations had been asking people to move their cars into
parking lots to permit the snow removal. Mayor Conley stated he had
received other•.similar complaints and intended to ask Council to refund

S. TIOGA STREET CLOSING: The Superintendent presented his traffic study
roposed
closing of the 100 block of S. Tioga Street in connection with the Urban Renewalprojectfor development of the hotel block. His conclusions were listed as follows:
1) Dictate that the 300 block of E. State Street be made one-way eastbound.
2) Require sig alization and improvement of the Tuning Fork. 3�1/y�
3) Overload the intorsection of E. Seneca Street and N. Aurora Sftreet. As an alter-
native a new and complete route must be found for traffic now using the 100
block of S. Tioga Street,

MASSIVE TRANSIT STUDY: Alderman Meyer reported that there would be a meeting on the
Massive Transit Study on October 10, 1972. Engineer Schlieder reported that the study
was showing progress and one of the items of expanded bus service was being considered.
Route 13 could be built to the hospital area with a cross-over but Bureau of Outdoor
Recreation would have to ask the city to give up lands for highway purposes in exchange
for other lands. He felt that the request was not.yorded properly. 62-c)P- 11
WOOLWORTH COMPANY TRAILER: Commissioner Leary reported that Woolworth Co. had requested
permission to park a transport trailer in City parking lot "D", adjacent to its store, for
.I a period of six weeks to use as storage while a sales promotion for the disposal of its

DEARBORN PLACE - ONE-WAY: Commissioner Ewanicki called attention to existing conditions
on Dearborn Place where parking is permitted on the north side of the street. He felt
!it should be made a one-way street because the street was not wide enough to carry two
lanes of traffic while cars were parked there.

had requested the installation of a caution signal at the intersection of Giles and

about excessive speed of traffic on Hancock St. in areas adjacent t/

FREE PARKING: Alderman Downing read the following prepared statement:
"Competition with Ithaca's major business district from regional shopping centers,
both in and outside of Tompkins County, has increased substantially in recent years.
Capital investment in our downtown shopping area has been discouraging despite several
exceptions. Investors have been relunctant to risk capital on our vacant downtown
commercial land while at the same time peripheral shopping centers are mushrooming
everywhere.

"It is clear that shoppers and retailers are attracted to the cora ienie it facilities
of the shopping center, the informality and the free parking. Unless urban centers
like our downtown change, the regional shopping areas will undoubtedly continue to grow
and prosper while the urban shopping districts will decline.
"The strength of the downtown shopping area is the wide variety of shops and ser-
vices available as well as the working population of the offices and the residents of
downtown apartments who form a ready market. But for economic survival, the down-
town merchants must attract the drive-in customer. And the drive-in customer wants
free parking.
"If the downtown merchant is to continue to prosper he must provide all the facil-
ities the shoppers want. And if we want to continue riving tax revenues from our
'business district, its needs must be recognized and met."

'RESOLVED, that the Common Council be requested to join with the Board of Public Works
in preparing a plan to provide free parking, under regulations to be established,
in all of Ithaca; to eliminate parking meters, to provide adequate growth of parking
facilities and to establish a commercial tax district to provide revenue to compensate
for loss of meter revenue and to provide funds for increased parking facilities and
other downtown development.

RESOLVED, that the Board hereby affirms the action of the Superintendent directing that
no fees be charged for parking in City parking lots or on City streets on Saturday,
July 22, 1972; and his action directing that no fares be charged on buses on Saturday
July 22, 1972 as requested by the Mayor. CARRIED.

PARKING LOT11G" - URBAN RENEWAL BLOCK 203: Commissioner Downing reported that Urban
Renewal Block 203 (Savings & Loan block) was leased by the City from the Urban Renewal
Agency for $1.00 per year. The City has developed the lot for parking, including the
installation of drainage, and leases it to Mr. Hillick for $125 per month. Urban Renewal
' Director Brown has now requested that their agreement with the City be altered to allow
three parking spaces for Urban Renewal employees on this lot without charge.

RESOLVED, that the City Attorney be requested to negotiate an alteif tonin the lease
of Block 203 with Mr. Hillick to provide for three parking spaces for Urban Renewal
employees without charge; and that the City Attorney be directed further to negotiate
a change in the lease agreement with the Urban Renewal Agency and the City to accomplish
the same purpose. CARRIED.

PARKING LOT RATES: Commissioner / reported that parking meters in the West State
Street parking lot, the 200 block of College Avenue and the 300 block of Dryden Rd.,
now give ten hours of parking for 25 cents. This rate has never changed because of
411 difficulty and expense of changing the meters. Meters will be up for replacement in
1973. It would be advantageous to change these rates to be more consistent with parking
rates throughout the rest of the City. He proposed that the rate for parking in the
West State Street lot (Central Fire Station), the 200 block of College Avenue and the
300 block of Dryden Road, be changed to 5 cents her hour, that the meters be equipped
to accept 25 cents for five hours with a ten hour limit.

MEADOW STREET SPEED LIMIT: The Superintendent reported that on November 4, 1971,
acting at the request of the Board, he suggested to the Regional Traffic Engineer for
the Department of Transportation that the speed limit on Meadow Street between Six
•Mile Creek bridge and Elmira Road be reduced to 30 mph so that it would be compatible
with the rest of Route 13 within the City south of Cascadilla Street. Regional Tr f-_
fic Engineer Ames has now replied to this request and stated that the 85g a\ y4.

portion of Meadow Street is above 40 mph, and that the marginal2c
' development of the area is below the adequate level to justify a lower limit, and that
therefore, 40 mph seems realistic and proper. Mr. Ames stated that he could not recom-
mend a change in the speed limit at this time.

were blanket permits as he had complaints of them tying up South Aurora Street now that

ELM STREET PARKING: Alderman Barber reported that the parking situation attthe

entrance of West Village was hazardous as you could not see cars coming up
you were out in the road, due to a crest in the road. Engineer Schlieder reported that
they were in the process of limiting parking on Chestnut Street and would look into the
parking on Elm Street. z
PARKING - ELM STREET: Superintendent Dingman renorted that they were going to implement
a 90 -day experiment for parking on Elm Street. There would not be any parking from
Floral Avenue to the City Line on Chestnut Street on either side. One side now was No
Parking and this would make the East side No Parking. After mush discussion on where the
cars could go to park, Comm. Clynes presented the following:

of employment is at City Hall requests that the Mayor and the Board of Public Works jointly

EMPLOYEE PARKING: The Clerk read a letter from Jonathan Meigs, the Planning Director,
stating that the Planning Board at its December 19, 1972, meeting had passed the following
resolution, "that the Common Council and the Board of Public Works be asked to work out a
method to alleviate the employee parking problem." It was reported that City Hall employees
were not able to find parking which is either accessible or cheap enough to be acceptable
within the neighborhood of City Hall. (�

this area two hour parking should be implemented on North Fulton Street East Side from
Seneca Street to Buffalo Street. Superintendent Dingman asked the Board to give the

PARKING ON LAKE STREET: Comm. Downing reported that the Superintendent had received a
letter rom o erta Axelrod stating that there was insufficient parking spaces for
tenants in the apartment parking lot on Lake Street. City ordinances prohibit parking
on Lake Street between 8:00 p.m. and 4:00 p.m. which discriminates against the tenants
of the apartment. The nearest parking available for night parking is three blocks away
and she does not feel safe walking in the area alone after 11:00 p.m. She requests that

SANTA CLAUS : Mr. Walter Wagoner appeared before the Board and asked for permission to
park his car each morning and on Friday nights and all day Saturdays starting with November
19, 1972, to December 24, 1972.. He was working as Santa Claus for Rothschilds and was
having problems in getting a place to park during his working hours. He had been working
as Santa Claus for four years and this problem has existed all this time.

DOWNTOWN BUSINESSMEN'S ASSOCIATION: Stuart Lewis appeared before the Board and submitted
a plan where the downtonn businessmen' would have courtesy cards made up to be inserted
on the windshield of those cars that were in violation of meter parking. He asked that
the Board of Public Works approve this plan. The tickets would be printed up by the
merchants, when a meter maid found a car in violation at a meter she would put one of these
cards on the windshield which could give the violator an extra half hour of parking. On
the next time around, if this ticket wasstill there, then she would replace it with a
regular violation ticket. The downtown businessmen would reimburse the city five cents
