Carried Unanimously By Commissioner Rogers: Seconded by Commissioner Wright RESOLVED, That the minutes of the October 25, 2017 Community Police Board meeting be approved as published. Carried Unanimously REPORT FROM THE COMMON COUNCIL LIAISON: Common Council Liaison Kerslick reported on the following: New Commission Structure The referendum item on the ballot at the General Election regarding the City’s proposed new commission structure was approved by the voters. An on-line application has been developed and is available on the City’s website under “Boards and Committees”. The Commission meetings will all be held on Mondays at 6:00 pm. Each Commission will have two Common Council liaisons, an administrative staff person, and staff content experts assigned to them. There will need to be a level of coordination between the Community Police Board and the Public Safety & Information Commission and that will likely be achieved through Common Council liaison assignments. Community Outreach Worker Program Quarterly Report Alderperson Kerslick presented the report highlights for the period of July 1, 2017 – September 20, 2017: November 29, 2017 2 - The program seems to be achieving most of its goals - Tammy Baker is doing a great job at resolving issues without needing law enforcement support - Program funding has been continued into 2018 - IPD views the program as an asset to the Commons Police Unit. - Coordination between this program and the new LEAD Program Coordinator will be important. The LEAD program is slated to be implemented in 2018. Commissioners had the following questions about the Outreach Worker Program:  What areas are demanding the most services?  Who are service providers?  Why is there a lack of interaction with the police department?  What defines “basic needs”?  Regarding the LEAD program – how will you gauge effectiveness given that you are dealing with addiction? o Acting Deputy Chief Young responded that LEAD will be an ongoing program with regular follow-ups to identify and resolve the needs of the participants. Results most likely will not be seen for a few years. LEAD will only deal with people who are encountering the police, it is not designed to help everyone with addiction issues. o What is the LEAD budget? o There is no budget for the LEAD Program – IPD will be re-directing existing officers to work on the program. Officers are supportive of the initiative and the department expects a higher level of buy-in as the program starts up. There are a lot of logistics that need to be coordinated. This is a collaborative effort that includes many agencies. REPORT OF STAFF: Acting Deputy Chief Young reported on the following: o Officer Benjamin Buck was sworn into office last week. o Officer Colin has been promoted to Sergeant in a ceremony last week. He has successfully come through his 7th brain surgery. o The Police Officer Civil Service test coming up. o The Cortaca Jug game and post-game activities were quiet this year. o There was a house fire on Hudson Street that was determined to be caused by arson. An arrest was made; however, the suspect committed suicide in jail before the case went to trial. o A domestic dispute resulted in a subject barricading themselves in a house on Hudson Street that resulted in a road closure in order to safely resolve the situation. o The Mayor is recommending the appointment of Deputy Chief Peter Tyler as the new Police Chief which will leave a vacant Deputy Chief position. It may be difficult to find an internal candidate to fill the position due to compensation issues. November 29, 2017 3 An invitation was extended for the new Police Chief to introduce himself to the Community Police Board at either the December 27, 2017 or January, 2018 meeting. A request was made for the current IPD seniority list. City Clerk Conley Holcomb reported on the deployment of the City’s Swift911 mass notification system and encouraged everyone to subscribe to receive important alerts from the City. She noted that the system was recently used to notify residents and motorists to avoid Hudson Street during the recent police operation. EXECUTIVE SESSION: By Commissioner DaGrossa: Seconded by Commissioner Rogers RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations and a personnel issue. Carried Unanimously RECONVENE: The Board reconvened into Regular Session. Resolution: 2017-4 By Commissioner Wright: Seconded by Commissioner Rogers RESOLVED, That Complaint 2017-4 be considered complete.
