COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. September 27, 2017

APPROVAL OF MINUTES:

RESOLVED, That the minutes of the August 23, 2017 Community Police Board
meetings be approved as published.

REPORT FROM THE POLICE DEPARTMENT:
Deputy Chief Monticello presented statistics from the fall 2017 quality of life
details:
2017 Number of incidents: 213 total incidents / 88 incidents resulted in arrest.
2016 Number of incidents: 255 total incidents / 146 incidents resulted in arrest.
2015 Number of incidents: 265 total incidents / 174 incidents resulted in arrest.
The types of incidents included noise violations, traffic/parking offenses, littering,
open container / underage possession, public urination, etc.
Ithaca Police Department 2018 Budget Submission
Deputy Chief Monticello reported that the 2018 IPD budget presentation
materials would be made available to the Board after the release of the Mayor’s
Recommended Budget on October 4, 2017. Chair Kane voiced her
dissatisfaction about the process this year, noting that in years past the
Community Police Board has been able to review the departmental budget prior
to its release by the Mayor so they could ask questions and write letters of
support. Common Council will review the Police Department budget on
Thursday, October 12, 2017 at 6:00 pm.

REPORT FROM THE COMMON COUNCIL LIAISON:
Common Council Liaison Kerslick shared information from the “Reimagining Law
Enforcement in Tompkins County” A Baseline Examination of Law Enforcement
Report prepared by Project Director Paul Bishop MPA.
The summary included the following alternatives:
Status Quo / Minimal Changes to Operations
Expanded Shared Services and Collaboration
Contracting for Services
Tompkins County merge with agencies outside of the city
Single police agency created
Next Steps in the process
Discussion followed regarding the full-time equivalent costs of personnel, annual
incident statistics, and resident satisfaction with the individual departments.
Commissioner Rogers questioned what role the Community Police Board could
fill in this initiative. Common Council Liaison Kerslick recommended that the
Board review the full report and each option more fully and look for opportunities
to participate.
Further discussion followed on the fire service shared services initiative, citizen
oversight of police services within the county, and the possible next steps.
REPORT OF STAFF:
Discussion followed on the floor regarding the process that should be followed
when compliment letters to police officers are received. The Board agreed that
staff should prepare a letter on the Board’s behalf congratulating the officer(s) on
their good work. Those letters are to be shared with the applicable officers with
copies e-mailed to the Board, the Police Chief, and Deputy Police Chiefs.
