COMMUNITY DEVELOPMENT BLOCK GRANT
ANNUAL PERFORMANCE ASSESSMENT REPORT'S PUBLIC COMMENT PERIOD
The City of Ithaca is required by the U.S. Department of Housing and Urban Development
(HUD) to annually report on its progress in implementing its Community Development
Block Grant (CDBG) Program. The annual report, known as the Performance
Assessment Report (PAR), is available for public comment. The City has prepared a
PAR for its CDBG funded programs of 1995, 1996 (3-year comprehensive grant), 1997
and 1999. These reports outline the activities funded by each grant and measure their
respective performances.
Copies of the PAR are available for review from January 2 to January 5, 2001 in the City's
Community Development Office, Third Floor, City Hall, 108 East Green Street, Ithaca,
New York. Citizens should comment in writing to the address above before 4:30 PM on
January 5, 2001. These comments will be forwarded to HUD.

INTRODUCTION
Total Compensation Services focuses on delivering pay systems that help clients attract,

internal equity and external competitiveness.

implementation of strategic salary structures,job descriptions (compliant with ADA, FLSA, OSHA
& other regulatory agencies) performance appraisal systems, internal equity systems, pay
philosophy, and variable pay plans (i.e., Gainsharing, Incentives, etc.).

In conversation with Ms. Schelley Michell-Nunn, Director of the City of Ithaca's Human Resources
Department, specific compensation needs for the City were outlined. Total Compensation
Services, Inc. is pleased to propose the following compensation services for the Executive

THE PROJECT
TCS wishes to provide the same compensation services to the Executive Association that were
provided to the City in the Evaluation of their Managerial positions FY 2000.
1. performance Appraisal and Competency Evaluation
Total Compensation Services will conduct interview sessions with incumbents to discuss their
positions. Like the Management process, a Performance Appraisal and Competency Evaluation
("PACE")form will be created with performance standards set by the incumbents. Each of the 16
interview sessions will run approximately two hours.
IL Comprehensive Market Analysis
After the interview sessions and PACE drafts are completed, the information will be sufficient to
begin the market analysis. TCS will collect, analyze and present results of comprehensive market
data to include average pay and salary range (minimums, midpoints, maximums) data. All
positions will be reviewed and analyzed against available market benchmark data. TCS will
provide all spreadsheets, analysis, and summaries to the client.

TCS will provide recommendations for the City of Ithaca Salary Structure that assures salary
ranges are market competitive, and will present alternatives and recommendations from the
Human Resources department before completing structure design.
III. Internal Equity Review
All 16 positions will be evaluated through the Professional/Managerial Internal Equity System that
was adopted last year. Recommendations for scoring will be made.
Two management presentations on the results of the market analysis and salary range
recommendations are included in this proposal.
IV. Project Support
Total Compensation Services will provide post project support at no charge. The post project
support is limited to 4 consulting hours and begins with the implementation of the Job
Description/Performance Appraisal form. Any additional work that is unrelated to the project will
be billed at$175/hour.

Total Compensation Services, Inc., focuses on offering the highest quality consulting services
at the most competitive rates. We work with clients using a fixed-fee structure, or one, which they
are most comfortable with.
This is a fixed fee quote. All miscellaneous consulting costs (phone calls, materials, etc.) are
covered in this quote. The client receives equal monthly invoices generated at the proposal
acceptance, each month end and project completion. Fees will not exceed the amounts stated in
fixed fee quotes unless the scope of the project(s) changes significantly.

Mary Hall has over 15 years of Human Resources experience in the management of the
compensation function. Her work for Fortune 500 companies and consulting experience includes

Joan M. Shaw has requested a waiver of penalty on taxes. Her payment dated September 29,2000 was lost
in the mail. She has provided copies of her bank statement,check register,and the stop payment request,
all supporting her contention that the checks within this range were issued in September, and cleared her
bank in a timely manner. Under the circumstances,I recommend that we accept her tax payment without
the additional penalty,as we have in the past when similar evidence has been provided.
WHEREAS,Joan Shaw,the property owner at 206 E.Lewis Street,has provided sufficient documentation
to support her contention that she sent her tax payment to the Chamberlain's Office prior to October 1,
2000;now,therefore,be it
RESOLVED.That the$232.88 tax penalty that accrued October 1,2000 on the 1999-2000 Ithaca City
School District Tax for the property at 206 E.Lewis Street be waived.

Re: Extension of Autocad Support and Training and Environmental Engineer
Consulting Contract For 2001
Date: December 21,2000
I request the following personal services contract extensions for 2001:
1. To extend the contract with Michael Ocello for an hourly consutling rate of$20.70
per hour for 2001 out of funds approved for water and sewer capital projects. Mike
Ocello is an AUTOCAD drafting expert who supports our internal City training and
drafting needs not available at his level of expertise in the general job market. His
role in assuring continuity will temporarily be even more vital in the short term with
the movement of Sue Kittel to Community Development. His contract is for 20 hours
a week and would be extended through December 2001 at a cost not to exceed
$22000. Much of Mr. Ocello's work has supported our internal efforts to design and
construct major water mains key to City infrastructure upgrading and water merger
efforts. At his level of expertise and at the his stage of semi-retirement,this
consulting arrangement makes the most sense to all concerned.
2. To extend the contract with Erik Whitney for an hourly consulting rate of$23.00 per
hour for 2001 for general Civil, Environmental, and Sanitary Engineering and GPS
support at a cost not to $50000. Erik Whitney is the key design person and GPS
expert in the Water and Sewer Division. This position has been funded through and
will continued to be funded through budgeted ongoing capital projects since August
1996. A request to convert this need to a sustained full time position is currently
working its way through Civil Service and HR review. This extension will create a
bridge to keep the work moving along and keep the contactor whole after December
31,2000 without interruption.
