Chairperson Manos called the meeting to order at 7:08 pm.
A. Agenda Review, Approval of Minutes &Announcements
Alerperson Hershey made a motion to approve the minutes from the March 27, 2000 meeting. '
Seconded by Alderperson Spielholz. Motioned carried 40. (Alderperson Glasstetter was absent
from vote.)
B. Employee Comments & Response
Marshall Thrailkill, Frank Eggleston, Jackie Merwin, Karen Anderson, Allen Green and Susie Thomas
shared their concerns about the salary inequities and their effects on City employees.
After the employees' comments, the Committee responded. They Committee is working to improve
the morale and the salary inequities among the employees. The employees were encouraged to
participate in the WETF Action Team Sessions scheduled for early May.
C. Chairperson's Report
Chairperson Manos reported that she has visited the worksites and met with staff from GIAC and the
Youth Bureau. Chairperson Manos stated that she plans to visit other worksites of City employees.
Chairperson Manos reported that she has received a request for an appeal from a managerial
employee. The Committee discussed the appeal process of the Management Compensation Plan
and agreed that that such requests should be directed to the Human Resources Department for
consideration under the guidelines of the plan.

E. Executive Session
Alderperson Glasstetter made a motion to go into Executive Session to discuss CSEA Administrative

Unit starting salaries. Seconded by Alderperson Hershey. Motion carried 5-0.
1. CSEA Administrative Unit— Starting Salary Discussion
After Executive Session, Chairperson Manos stated that the Committee discussed starting
salaries for the CSEA Administrative Unit but no action was taken.
F. Personnel Items
1. Youth Bureau (1)
Youth Development Coordinator Allen Green stated that the Youth Bureau would be receiving
a $10,000 Drug Free Communities grant. This grant will enable the Youth Bureau to expand
and enhance the mentoring component of the Paul Schreurs Memorial Program. Mr. Green is
requesting to amend the YB personnel roster by adding a part-time (17 hrs/week) Youth
Development Program Leader. This position will be deleted upon termination of the grant.
After discussion, Alderperson Vaughan made a motion to amend the Youth Bureau personnel
roster by adding one (1) position, Youth Development Program Leader (17 hours per week), to
the Paul Schreurs Memorial Program. Seconded by Alderperson Spielholz. Motioned carried
4-0. (Alderperson Glasstetter was absent from vote.)
2. Chamberlain's Office (2)
City Chamberlain Debra Parsons is requesting to amend the personnel roster by revising the
job description for the position of Customer Service Representative and by adding the position
of Customer Service Representative Trainee. The Civil Service Commission at their February
10, 2000 meeting has approved these requests. After'discussion, Alderperson Vaughan made
a motion to amend the City Chamberlain's Office personnel roster as requested. Seconded by
Alderperson Spielholz. Motioned carried 4-0. (Alderperson Glasstetter was absent from vote.)
G. Work Environment Task Force
Human Resources Director Michell-Nunn reported that information regarding the Action Team
sessions have been sent to all employees. The all-day sessions will be held as follows:

Oppression and Intimidation Issues May 11, 2000
Health and Safety Issues May 16, 2000

1. City Administrator Position (Formation of Sub-Committee to Explore Feasibility)
The Committee discussed creating a Sub-Committee to explore the feasibility of having a City
Administrator. Alderperson Hershey will chair this Sub-Committee. The Mayor requested that
any final recommendation be made by September 2000, so that any financial implications can
be included in the 2001 budget process.
2. Appointment of HR Committee Liaison to the Affirmative Action Adviso Committee
After discussion, Chairperson Manos made a motion to appoint Alderperson Glasstetter as the
Human Resources Committee's liaison to the Affirmative Action Advisory Committee.
Seconded by Alderperson Hershey. Motioned carried 5-0.
3. HR Department—Work Plan
HR Director Michell-Nunn reported that the Human Resources Department is currently working
on all the items listed on the Work Program 2000. The Committee discussed the Work Plan.

With no further business, Alderperson Vaughan made a motion to adjourn the meeting at 9:00 pm.

RE: Request to add an item to the Human Resources Committee
Agenda
I am writing to request that an item be added to the Human Resources Committee
agenda for this month. Our office has received funding through the federal Violence
Against Women Act(VAWA)to fund a deputy city prosecutor position since the fall of
1998. The original grant was for eighteen months, and we have reapplied for continued
funding through the end of 2000. I anticipate that this funding will be renewed. Since
the grant funds health insurance, I am requesting the creation of a permanent position
contingent on grant funding so that the city can provide the grant-funded health insurance
coverage to the person filling this position.
The creation of a Deputy City Prosecutor Permanent-Contingent position was
approved on May 8, 2000 by the Civil Service Commission. I am requesting approval for
the posting and hiring of someone to fill this permanent position contingent on continued
federal funding.

I have discussed the workload in the department with both of you in addition to discussing it with the
Mayor,the Chair of the Planning &Economic Development Committee, and the Chair of the Budget
and Administration Committee. It is my understanding that Common Council discussed the possibility
of creating new positions in the department at a recent Committee of the Whole meeting. The proposal
that has developed out of these discussions is that two (2)new positions be created for the Department
of Planning&Development. They would both be part time at 20 hours per week. The titles of these
positions would be two existing titles,which have already been established under Civil Service
Regulations. These are the Landscape/Environmental Planner and the Planner II positions.
It is.my understanding that this memorandum can start the process towards creating these new positions
in the department. It is my further understanding that the steps that follow are review by the Human
Resources Committee and action by Common Council. If approval is given by Common Council,the
positions could then be advertised and filled.
Please let me know if there are other steps I have to take to get this process underway or whether there is
further information that I need to supply you or other members of your department.

Although the City requested a period of three years employment in 1999 as part of assisting
Mr. Sharafs obtaining a Visa to work, it seems the time has now come where his status must be
changed from temporary to permanent as that designation concerns City and Civil Service rules
and regulations.
Therefore, I am requesting that Mr. Nematullah Sharaf be permanently appointed as the
Assistant Engineering Systems Manager. As the attached E-mail from Valerie Saul indicates, !
there appears to be some urgency to act on this at your May 22, 2000 meeting so I hope the
matter can be heard despite this late submittal. This position is already funded for 2000.
Mr. Sharaf is a rare expert who has taken on the team challenge of converting an excellent
historical paper file and mapping system to an electronic data and mapping system. The
conversion is virtually complete for the water system and work has begun on the sewer system.
Mr. Sharaf is a uniquely qualified individual whose dedication and persistence to the task is a
study in itself. Mr. Sharaf and his family have had to flee their home Afghanistan to save their
lives. Mr. Sharaf has now achieved a Permanent Resident Card status, one of the steps toward
full citizenship. I am sure once he fully understands the American system, he will be a major
contributor to the GIS and cartographic fields for the City or whomever else is fortunate enough to
employ him. He is a kind, simple, and humble genius. Those of Council, who sat through our
Water and Sewer Division August 1999 program review, have a small glimpse of his vital
expertise in this time of data and mapping conversion.
I look forward to your positive and prompt action. I am available to answer any and all
questions about this important element of City GIS development and Mr. Sharafs vital role
therein.

The City of Ithaca NY is a non-profit inunicipality, established in 1 SSS. The City of Ithaca
employs a total of 439 employees and in 1999 will operate under a cross annual budget of
approximately $36.9 million. For more information concerning the City of Ithaca. please see the
1997 Annual Financial Report attached at E.I:ibit 1.

The City of Ithaca wishes to employ Mr. Sharaf in the position of Assistant EZgh=ing

In the position of Assistant Engineering_ Systems Manager(Cartographer). Mr. Sharaf will
b: responsible for assisting with the design. building, implementation and application of 'a
computerized multidisciplinary geographic information system (GIS), customized to the operational

PROFESSIONAL QUALIFICATIONS OF NEINIATULLAH SHARAF
Nematullah Sharaf holds two Master's degrees: one from Moscow University, Russia in
Geography received in 1979, and the other from the University of New South «'ales, U.I . in
Remote Sensing (and GIS) received in 1996. Copies of academic degrees and transcripts. Nvitli
credential evaluation certifying that Mr. Sharaf s educational attainment_amounts to at leapt a
Bachelor's degree, are attached at Exhibit 4.
1\1r. Sharaf has extensive and worldwide employment experience in the field of cartography.
In 1984, Mr. Sharaf worked as a Cartographer/Researcher at the Charles Darwin Scientific Station
in the Galapagos Islands, Ecuador, where he produced thematic maps for different conservation
projects on the islands. From 1986 until 1992 A1r. Sharaf worked as a geographic researcher and
lecturer for v aiious educational institutions and conservation organizations, also in Ecuador, wl?e-e
he prepared materials for courses, lectured,and engaged in field work. After conferral of his second
\Taster's degree in 1996. Mr. Sharaf worked in Australia for two different organizations where he
further utilized his c is tographic skills and abilities. In 1993 Mr. Sharaf began working for the Pu is
Works Department of the City of Ithaca NY, pursuant to his J-2 status, where he xvas employed to
work on a project where he created the new map layers of Nvater connection for every property in
Ithaca, as part of the digital system that will replace the existing traditional mapping systems. On
February 1, 1999 Mr. Sharaf assumed H-4 status and ceased to work for the City of Ithaca. In
addition to his impressive work experience, Mr. Sharaf has published a number of articles related

CONCLUSION
For the reasons set forth above, I request that you approve H-1 B classification for X•1r. Sharaf

Since taking over the Traffic Unit, Sergeant John Curatolo compiled an impressive list of
accomplishments. He has standardized the Traffic Unit operating procedure. He re-
established the chain of command for the Community Service Officers and assigned them
additional duties.
He has devised a fleet replacement program that within five years will put the majority of
our fleet under bumper to bumper maintenance contracts, which will greatly reduce our
maintenance costs.
In response to requests from community and neighborhood leaders, John developed a
commercial vehicle enforcement plan. This program has been extremely successful. In
several cases, heavy trucks were taken out of service due to very hazardous equipment
violations, such as defective brakes and broken steering mechanisms. Obviously, with the hills
in this City, a possible tragedy was averted in each of these cases.
He has brought quality training into our department from such prestigious schools as
Northwestern University and the Institute for Police Traffic Management. This has afforded
the opportunity to have our officers trained by the best national instructors at a minimum cost.
It has also brought credit to our department by sponsoring such training and bringing it in to
the local area.
John has also worked very hard to build a relationship between the Traffic Unit and the line
officers. That was not a priority previously, but has served to get the line officers to buy into
the importance of traffic enforcement. This has been a high-priority set by the community and
this has helped to answer those community concerns in the area of traffic safety.
Sergeant Curatolo is currently at the top of the Civil service list for Lieutenant. He would
have been promoted into one of the previously existing line openings, but we would have lost
his expertise in the traffic area. He said that he would wait for a later opportunity that would
fit his area of expertise and would better benefit the department and the City.

What I am proposing is to eliminate the Sergeant position in the Traffic Unit and create a
Lieutenant's position in Operations, which would include the Traffic Unit. At the present
time, Deputy Chief Sharshon is in charge of Operations, which includes Patrol, Community
Policing, Investigations, Traffic and K-9. This Lieutenant's position would assist Deputy
Chief Sharshon in the coordination of personnel resources in these areas, while still keeping
close ties with the Traffic Unit. Coordination of all departmental resources is critical to the
delivery of services to the public.
John's current salary as Sergeant is $53,562 and the salary for Lieutenant is $57,339 which
would be an increase of $3,777 for the entire year, but actually less than that if John was
promoted into that position sometime in June of this year. I would propose that the difference
in this year's budget be offset by some of the money received from the sale of the police
motorcycles. �`� zo
I am asking the Human Resources Committee to approve this proposal and send it on to
Common Council. Common Council would have to approve it pending a change in the
number of roster positions (eliminate one Sergeant's position and add one Lieutenant's
position) at the next meeting of the Civil Service commission.
There should be no opposition from the bargaining unit, as both positions are represented
positions and there would be no negative impact on the Union.
Approval of this request would send a good message to the department that those who work
hard and take the initiative to improve the department will get rewarded. John put the good of
the department before his personal advancement and there are few people that would do that. I
would like to see that type of behavior rewarded.

In May of last year, when the two additional Deputy Chief positions were added to the
IPD, Council struggled with the starting salary for those positions. We felt that the starting
salary should be $65,000 per year.
Several issues came into play at that time. First and foremost was the existing salary range
for Deputy Chief. Unfortunately that range had not been updated in several years and was in
fact lower than subordinate ranks.
Additionally, we talked about the contract benefits available to Captains, that the Deputy
Chiefs had to give up, even though they were accepting greater responsibility. Those contract
benefits brought the salary for Captain, without any overtime, to $66,368, as of 1/1/99. S117
Due to the constraints of the then existing salary range, the salary was set at $62,000 per
year, with the caveat that when the management study was completed, the salary for the
position would be increased, within the newly established range, retroactive to July 1, 1999.
The salary range for Deputy Chief set by the study is $56,158 to $80,812, with a mid-
range of $68,485. This would allow us to start a Deputy Chief anywhere in that range. I
would suggest that effective 7/1/99, the salary for Deputy Chiefs Sharshon and Signer be set at
the very least, $65,000 per year.
Since starting in their positions, Glenn and Lauren have far exceeded my expectations.
They have both accomplished so much in such a short time it is truly amazing. They did
indeed "hit the ground running!" Along with Deputy Chief Barnes, we now have a solid
management team of four members, who will make this department part of the community it
serves.
Hopefully, Council will see fit to increase their salaries to a level that fits their skills and
abilities and recognizes their value to the department and to the City of Ithaca.

When Rick Eckstrom was suspended last year, I never anticipated that I would have to
lead the Building Department for months without knowing whether Rick would come
back as Commissioner or not. Last summer I agreed to perform the duties as Acting
Building Commissioner until such time that the Court and Common Council made a
decision on the charges against Rick. Of course, I received a pay adjustment for
performing the duties of Acting Commissioner and the increase was made retroactive
to the day Rick left the department.
The Human Resource Committee and Council recognized that I would have to perform
si my duties as both Deputy and Building Commissioner during Rick's absence. Since
Rick's salary was substantially more than what I made as Deputy, but I was being
asked to perform more than Rick, Council decided that my salary should be increased
20%. This was fine for me. But as this whole affair has dragged on for month after
month, I have been remiss on not asking for out-of-title pay for my Senior Plan
Examiner, Michael Niechwiadowicz.

Over the last ten months, I have relied heavily on Mike to help manage the Building
Department. With so few staff, I capitalized on the fact that Mike can perform
managerial duties that are reserved for Deputies and Commissioners. Deputies and
Commissioner are paid to take on these responsibilities. Mike has not been offered so
much. While he can receive over time money for the additional hours he puts in week
after week, I have never asked that he be reclassified and receive the compensation he
is due.
I do not need to explain that the Building Department is at a very critical juncture.
Mike has been given a job offer at Cornell that pays him more money and cuts his
responsibilities in half. The City would minimally have to do a State search if not a
National search to replace Mike with someone having a similar level of expertise. I
believe the salary we would have to offer someone else would probably be $60,000 to
$70,000.

If Mike decides to work for Cornell, the Building Department could not continue to
provide Cornell with building inspection services. Currently Cornell has paid the City
thousands of dollars for building permits. While most of the plan review has been
completed for these projects, construction has only started. This means, per our own
ordinance, that the City would have to return approximately half the permit fees to
Cornell. These are huge projects with large permit fees that the City has counted on as
revenue. On average, the work that Mike does in plan review and inspection for
Cornell brings in at least$100,000 per year to the City coffers, and this is only one job
that Mike performs. For example, who did the City turn to when Doc Kinney left and
the City needed a computer administrator?
I would like to ask that the City compensate Mike as fairly as they have compensated
me for my work as Acting Commissioner. The fact that the Building Department has
held together through this most difficult time is as equally Mike's doing as it is mine.
_ Before Rick left the difference in my pay and Mike's was approximately $3,000. This is
a fair gap. The City kindly raised my salary 20%. 1 am now asking that the same
consideration be given to Michael Niechwiadowicz..Please reclassify Mike to Acting
Deputy Building Commissioner. His salary should be adjusted to $54,000, retroactive
to the day of Rick Eckstrom's suspension.
Please put this_request on the Human Resource Committee meeting agenda for May
29, 2000. I would like to have this decision ratified at the June Common Council
Meeting.
