Within the proposal are a plan of existing conditions and four possible alternatives described briefly below: Alternative 1: 'This alternative looks at the possibility of placing the county-wide transit facility and a consolidated DPW on the existing Streets and Facilities site and the adjoining Seacord parcel. The Seacord parcel in this alternative is used primarily for parking. Alternative 2: This alternative also looks at the possibility of placing the county-wide transit facility and a consolidated DPW on the existing Streets and Facilities site and the adjoining Seacord parcel. The Seacord parcel in this alternative is used as the site of a cold storage facility. Alternative 3: This alternative looks at only a consolidated DPW on the existing Streets and Facilities site and the adjoining Seacord parcel. The Seacord parcel is used in this alternative as a covered storage, stockpiling and expansion area. The county-wide transit facility is assumed sited at another location. Alternative 4: This alternative also looks at only a consolidated DPW on the existing Streets and Facilities site only. In this alternative the Seacord parcel is not assumed to be part of the site. And, again, the county-wide transit facility is assumed sited at another location. Also included is a brief introduction outlining the current DPW situation, the process to date, and our design assumptions. We submit this preliminary proposal for your review, comment, and discussion. Sincerely Yours, Peter Trowbridge July 11, 1990 INTRODUCTION The City of Ithaca Department of Public Works (DPW) currently has elements spread throughout the city. Functions are found at City Hall, the Water and Sewer Department on First and Franklin Streets and the Streets and Facilities Department site on Willow Avenue and Pier Road. This last site is seen by the department as the location of a consolidated Department of Public Works. After examining the various facilities and sites of the DPW, the supervisors provided us with detailed area breakdowns of existing departments with a comment as to their current adequacy. They also provided a more general area requirement list for a consolidated DPW site. These figures are the basis for all calculations included within. Included in Alternatives 1 and 2 is the proposed county-wide transit facility. We have reviewed the technical as well as spatial requirements of this facility and understand its impact. In considering this study for the Department of Public Works and the proposed county-wide transit facility, several assumptions have been made that act as the basis for all four alternatives. In Alternatives_1,2, and 3 we have assumed the purchase of the 2.4 acre Seacord parcel as an extension of the 7.5 acre existing site. We have found this to be a necessity to meet all facility requirements. We have also assumed a 50 foot wide vegetated buffer would be added along the east property boundary to screen the site from NYS Route 13 and maintain a scenic city entry. No facilities were placed to the north of Pier Road so as to maintain all portions of the municipal golf course as is. In conjunction we have placed all public services, offices and visitor entry, and parking along Pier Road to provide a public face that looks out on the golf course. This move and the assumption that a centralized open work court accessed from Willow Avenue should be created at the heart of the site surrounded by the existing building, heated storage, cold storage, and material storage led to the alternatives herein. Various garage and shop additions are placed so as to make them logical extensions of existing facilities, but it has been a general assumption that the existing garage will be renovated to better accommodate the expanded and relocated shop and service functions. The final assumption is that NYSEG would grant us the ability to build under their transmission lines. Buildings shown under the lines are 1 story structures. If such construction is disallowed, various elements would have to be relocated on the site or removed completely to another area. . 1 1 L 1 t I i I Meetings and discussions with the Superintendent of Public Works, Public Works Supervisors, the Mayor, and others have assisted us in more carefully adapting our alternatives with the desires of the supervisors. Some expansion is possible to the south, but at the expense of already t inadequate parking. Outdoor Vehicle Storage An adequate area for outdoor storage of gasoline powered and other non- motorized equipment is provided in close proximity to the heated vehicle storage. Heated Shops Again, on the basis of existing building renovation and the addition of an 11, 000 square foot shop addition all requirements have been met. Expansion is possible to the west, but once again at the-expense of very inadequate parking. A reevaluation of the shop addition may be necessary • if construction is disallowed within'the NYSEG R.O.W. Offices A new office wing of 3,375 square feet has been proposed adjoining the existing office space. While this space will meet necessary needs, some adjustments may be needed to accommodate the NYSEG R.O.W. Parkin Parking as shown is roughly half the required amount. Unfortunately, there is no possible way to accommodate all necessary parking. The deficit 142 spaces would require some 2 acres of additional land. This alternative is not acceptable based on this fact. Cold Covered Equipment Storage This function has provided adequate immediate space with a 22,400 square foot building with access to both sides. Expansion of the structure as shown is impossible however, thus any growth would involve construction of another building. The building shown would also have to be reconsidered if NYSEG disallows construction in its R.O.W. Heated Material Storage Adequate area is shown in the 3,500 square foot portion attached to the cold storage structure. This area possesses no expansion ability and growth would require new construction in another area. Heated Salt Storage A 3,500 square foot storage facility is shown and would meet today's requirements. Once again, expansion is not possible with this building. 8 ti a s Hazardous Materials Storage An adequate structure of 625 square foot is shown. It is placed under the NYSEG transmission lines and may need to be relocated; but it's small size should make relocation simple. Material Stockpiles This alternative shows totally inadequate areas for stockpiling. The needs of other facilities has reduced this valuable element to a useless total. This alternative is not acceptable based on this fact. Transit Facilitv. The facility itself can be placed on the site with acceptable work areas surrounding it as required. However, staff parking is non-existent as well as some other service operations, such as trash. This site would require an additional-6 acres to meet the immediate needs of all the facilities. Thus this site is not adequate to house both the.transit facility and the Department of Public Works. • Conclusions &'Recommendations This site would require an additional 6 acres to meet the immediate needs of all facilities. Some expansion is possible to the west to create a shaped garage.garage. Outdoor vehicle storage would be forced off site or indoors as no replacement space for that function exists on this site. Outdoor Vehicle Storage An adequate area for outdoor storage of gasoline powered and other non- motorized equipment is provided in close proximity to the heated vehicle storage. Heated Shops With renovation of the existing building and an 11,000 square foot addition, all immediate needs are satisfied. Expansion is limited by the necessary space around the nearby transit facility for bus turning, etc., but could occur toward the west. Any expansion would be extremely small. Offices A new office wing of 3,375 square feet has been proposed adjoining the existing office space. While this space will meet necessary needs, some adjustments may be needed to accommodate the NYSEG R.O.W. Parkin As in Alternative 1, the parking shown is only half the required immediate amount. Again, no possibility exists to meet today's need. Two additional acres are necessary to meet the need for 142 spaces. This alternative is not acceptable. Cold Covered Equipment Storage A 22,500 square foot structure with access to both sides meets the immediate need. It's location is preferable to that in Alternative 1 as it provides an efficient work court with easy access to all storage. But this building has virtually no ability to expand due to the demands of other facilities, namely the bus turning radius required to enter the transit facility. Heated Material Storage Adequate area is shown in the 3,500 square foot portion attached to the cold storage structure. This area possesses no expansion ability and growth would require new construction in some other area. Expansion is possible in a westerly direction, creating a "U"-shaped garage, or over the material storage buildings. In the latter the storage building would have to be rebuilt elsewhere. This site plan allows for that flexibility. Outdoor Vehicle Storage An adequate area for outdoor storage of gasoline powered and other non- motorized equipment is provided in close proximity to the heated vehicle storage. Heated Shops Existing building renovation and an addition of an 11, 000 square feet will accommodate all shop requirements. Westward expansion of up to 75 feet is possible with only slight parking lot modifications required. The • possibility of expansion to the south to form a "U"-shaped building is also possible, but not as efficient. Offices A new office wing of 3,375 square feet has been proposed adjoining the existing office space. While this space will meet necessary needs, some adjustments may be needed to accommodate the NYSEG R.O.W. Parkin The parking shown meets the immediate needs of a consolidated DPW. Increased parking can be accommodated in an area designated for material stockpiling.. Cold Covered Equipment Storage The 22,500 square foot structure shown accommodates all necessary functions. It's location along Willow Avenue encloses the central work area from other traffic and creates a work court, although somewhat extended. Expansion is possible to the north into the proposed parking lot. Again, with sufficient stockpiling areas, parking can be relocated. Heated Material Storage A 3,500 square foot structure is shown and is adequate. This building can be expanded to the south or relocated based on other site expansions. It is placed under the NYSEG transmission lines and may need to be relocated; but it's small size should make relocation simple. Material Stockpiles This alternative possesses 183% of required stockpile area. This abundance allows for future site expansion as well as tremendous flexibility both now and in the future. Transit Facility. The transit facility requirements make it far too large for this site. Based on this conclusion from Alternatives 1 and 2, we sought to determine if, in fact, a consolidated DPW itself would fit on the existing and Seacord parcels. The DPW, however, works well on the site (that includes Seacord) and holds a good amount of room for expansion. The restraints of the existing site and vehicle maneuvering requirement prevent the creation of more space to meet the immediate need. Heated Material Storage Adequate area is shown in the 3,500 square foot portion attached to.the heated vehicle and equipment storage structure.
