The tree protection zones should be larger. What is the diameter and species of the tree selected for
protection?
If no construction is scheduled for that end of the property the two trees can be enclosed in the same tree
protection enclosure providing them more protected root space.
Brindley Street Bridge:
I have had conversations with the landscape architects for this project and have requested a wider
boarder of unplanted space in the entrance gardens and remove the Rhus aromatica from the plans. The
TC beautification brigade will be maintaining these gardens and they would like ample space to plant
annual flowers that will match there other plantings around town. Also the Rhus aromatica will be spread
too aggressively in the garden so they have requested that species to be removed from the planting plan.

BRINDLEY STREET BRIDGE REPLACEMENT (BIN 2210400) OVER CAYUGA INLET

PROJECT OVERVIEW
Existing Site Conditions
The current Brindley Street Bridge is a single lane structure. The bridge was constructed in 1938 with the last
major rehabilitation occurring in 1952. It has been posted for a 20 ton weight limit since January of 1965 and
has a general recommendation of 4 and a sufficiency rating of 62.5. The bridge is not historically eligible, and
carries gas and water lines as well as vehicular and pedestrian traffic. The motorists, bicyclist and pedestrians
using the structure utilize the same lane. There are no traffic signals, pedestrian crossing signals or stop signs
to aid in the coordination of movement across this bridge. Crossing of the bridge is dependent upon opposing
users indicating to each other when it is safe to cross. This is an unsafe condition and as usage of this road
increases it will create a greater potential for head-on collisions or queuing of traffic into the Brindley
Street/West State Street intersection. Brindley Street and the adjoining Taber Street provide a second “local
street” access to a major shopping center situated approximately 0.6 miles to the south in addition to serving
the businesses located along them.
Additionally, there have been a significant number of accidents in the immediate vicinity of the bridge. The
primary location of the accidents is at the unsignalized intersection of West State Street, West Seneca Street,
West Seneca Street Spur, Brindley Street and the Pete’s Grocery drive, which in essence functions as a non -
conventional six legged intersection. The thru movement and heaviest traffic flow is along West State Street;
traffic along the various side roads is controlled by stop signs. Many of these accidents can be attributed to the
skew at which the side streets intersect with West State Street and the inadequate gaps in traffic on West State
Street which impedes vehicular movement that involve crossing West State Street. These combined factors
create a multitude of traffic conflict points.
The right lane of West Seneca Street is currently designated as a thru/right turn lane. Motorists attem pting to
cross West State Street to reach Brindley Street or the West Seneca Street Spur must contend with heavy traffic
flow on West State Street. Finding a gap in this traffic to complete the crossing movement creates additional
delay during peak traffic flow. Neither Brindley Street nor the West Seneca Street Spur is directly aligned
with the thru movement of West Seneca Street. Field observations found that motorists attempting to cross
West State Street are often forced to turn right into the westbound lane on West State Street and wait for a gap
in the eastbound traffic to turn left onto Brindley Street or the West Seneca Street Spur. Conflict points are
further compounded by the close proximity of the entrance to Pete’s Grocery which, by default, cr eates in-lane
stops and crossing traffic that further impedes eastbound and westbound traffic flows. Brindley Street and the
West Seneca Street Spur share the same entrance point to West State Street.
Proposed Project Improvements - New Roadway and Bridge Construction on Relocated Horizontal
Alignment
The project proposes to relocate the Brindley Street Bridge to align with Taughannock Boulevard, connecting
the bridge to Taber Street at the south end of the project, and to convert the existing Brind ley Street Bridge to
a pedestrian/bicycle path. The Brindley Street access point at East State Street will essentially function as a
driveway to the Sign Works property parking lot, with restricted access south of the driveway and over the
bridge to non-motorized vehicles. This will significantly decrease, nearly eliminating, the northbound traffic
on Brindley Street at the intersection, which is an awkward and confusing intersection that has a crash history.
The project will be constructed on City ROW with exception of two property acquisitions: one from The
Aeroplane Factory, LLC (0.025± acres) and one from Wallace Industries, Inc. (0.029± acre).

Relocating the Brindley Street Bridge to a new alignment at the Taughannock Boulevard intersection will
provide a number of traffic and pedestrian related benefits. The intersection is signalized and has the capacity
to handle the volume of traffic from the bridge. The signal will eliminate some safety concerns from the
Brindley/West State/West Seneca/Pete’s driveway intersection, although traffic signals in and of themselves
are not necessarily safety improvements. The signal will provide for better accommodations for pedestrians
and bicyclists trying to cross West State Stre et, compared to Brindley Street.
The new alignment for the bridge is not expected to significantly increase traffic along Brindley, Taber or
Cherry Streets. For motorists headed southbound across the bridge, there will not be any significant reduction
in delay or distance to destinations to the south (Cherry Street, stores in the southwest area, etc.). There is not
a significant reduction in delay, if any reduction at all, for southbound traffic on Taughannock Boulevard,
using the new bridge compared to using the old bridge or to using West State Street and Route 13 southbound
to access the southwest area, due to the circuitous route of Brindley, Taber, and Cherry Streets and Cecil A.
Malone Drive.
The proposed project satisfies the objectives of replacing the existing single lane structu re on Brindley Street
with a two lane structure with accommodations for bicyclists and pedestrians, restoring the crossing to a
condition which provides a minimum 75 year design life, using cost effective techniques to minimize the life
cycle cost of maintenance and repair, and implementing measures that enhance safety and mobility consistent
with improvements proposed in the West Martin Luther King Jr. Boulevard/West State Street corridor project.
The project is also consistent with the City’s “Six Point Traffic Plan” adopted in 2001.
Stormwater Management
During preliminary design, the proposed project resulted in an estimated total area of disturbance of 1.21 acres,
requiring a SPDES General Permit GP-0-15-002 as well as a Storm Water Pollution Prevention Plan (SWPPP).
As design has progressed, a more accurate determination of limits of disturbance has been performed which
has reduced the total area of disturbance to less than 1 acre. Therefore, it is not anticipated that a SPDES permit
or a SWPPP will be required. During construction, stormwater runoff will be managed in accordance with an
erosion and sediment control plan which will be developed during final design.
Transportation System Impacts During Construction
The existing transportation system will be impacted during construction of the project due to the required tie -
in of the new Brindley Street alignment within the existing West State Street and Tabor Street. The existing
bridge will be utilized for traffic during construction of the new crossing; the existing structure would then be
retrofitted for strictly pedestrian and bicyclist use.
Bridge Railing Selection
New Vehicular Bridge
Input provided by the Planning and Development Board during preliminary design indicated a preference for
using Texas Aesthetic Railings for the new structure as this is consistent with other structures in the project
area. However, accommodation for this type of railing system is problematic for this structure. The soils on
which the bridge will be supported are very weak, necessitating weight savings wherever this can be achieved
to reduce the cost of foundation work and the potential for future settlement. Although the adjacent West State
Street structure has the Texas Aesthetic Barrier, this bridge also incorporates a relatively lightweight

Exodermic® (composite slab with unfilled steel grid) deck system to help counterbalance the additional weight
of the concrete railing. In recent discussions with NYDOT Main Office Structures, the use of an Exodermic®
is prohibited for new structures (the West State Street Bridge was a major rehabilitation). Therefore, in the
interest of reducing superstructure weight, an open steel railing system is proposed, identical to that used on
the City’s Lake Street Bridge over Fall Creek. This consists of a NYSDOT standard, crash -tested four rail
system with a supplementary stainless steel top rail. All the exposed railing components, with the exception of
the supplementary top rail, would be painted the same dark green as on the Lake Street structure. The approach
railings on both ends of the bridge would be galvanized (gray) and modified from the NYSDOT standard by
carrying the bottom three rails to the end of the railing transition. To provide visual segregation of the structure
from the approaches and for gateway effect, concrete pilasters with light standards would be provided in similar
fashion to the Lake Street bridge. Plantings are proposed on the north end of the bridge to disguise the approach
railing and enhance the visual entrance appeal. Other advantages of using this open railing include:
• Less obtrusive to views of the water and surrounding terrain for users (motorists, bicyclists and
pedestrians) and on and passing by the bridge
• Gives this structure its own uniqueness relative to the West State Street structure, versus the perception
of a “canned” City bridge
• Much less costly than the Texas Aesthetic Barrier (over $100/ft. less)
• Less maintenance cost
Retrofitted Bike/Ped Bridge
The railing proposed is a standard NYSDOT five-rail steel pedestrian/bicycle railing, modified with the
introduction of external cross bracing to simulate the old truss bridge structure that once existed at this location.
This railing would be painted the same dark green as the new vehicular bridge railing.
Tree Impacts and Mitigation
On November 11, 2017 Trowbridge Wolf Michaels Landscape Architects conducted a field survey of trees
over 8"dbh to be removed as part of the Brindley Street Bridge Relocation Project. The approximate count
stands at 32 trees over 8" dbh. Of those 32 trees, upwards of 50% appear to be invasive species - primarily
Ailanthus altissima. In order to mitigate the loss of those 32 trees, our planting plan currently contains 10 2"-
2.5" caliper Catalpa speciosa street trees and 22 Catalpa speciosa "whips" to be planted throughout the
disturbed area.
Schedule
Pending approvals and a successful bidding process it is anticipated that project construction will begin in the
Spring/Summer of 2018 and be completed in the fall of 2019.

LIST OF PROJECT FUNCTIONAL AND AESTHETIC IMPROVEMENTS
BRINDLEY STREET BRIDGE REPLACEMENT (BIN 2210400) OVER CAYUGA INLET
The following improvements are proposed on this project:
Existing Re-purposed Bridge and Pedestrian/Bicycle Path
Bridge
• Cleaning and painting the existing structural steel. Finish color will be coordinated with the Planning
and Development Board.
• Removal of existing railings and curbs, deck patching and installation of NYSDOT standard five -rail
steel pedestrian/bicycle railing and modified with the introduction of external cross bracing. Railing
will be painted with dark green finish coat, Munsell Color Hue 10G, Value Chroma 2/2 (same as used
on City’s Lake Street bridge over Fall Creek). This type of railing and end treatment is similar to the
multi-rail used on a prior (truss) version of the bridge, as indicated in the following historic photo
(compliments of Ryan Wright):

Path
• A 10’ min. wide paved asphalt path will be provided within the existing Brindley Street corridor from
Taber Street to the tie-in to the MLK Boulevard improvement project north of the bridge. The path will
be designed to meet current ADA standards.
• Along the western edge of the future bike/ped shared-use pathway on the repurposed Brindley Street,
a series of staggered 6'x8' cedar fence panels is proposed to demarcate the edge of the Aeroplane
factory. The panels will be placed in a regular, stepped array along the approximately 100' of land at
the eastern terminus of the existing Aeroplane factory parking lot. The panels will all be placed within
the exiting ROW, thus ensuring that no parking will be lost for the tenant. For enhanced aesthetic
effect, the fence panels can be paired with low plantings and repurposed boulders, already at the site.
• This section of shared-use path will also be illuminated with pedestrian -scale, solar-powered
luminaires which can be found in a number of projects throughout Ithaca, including the Cayuga
Waterfront Trail, and the Ithaca High School.
• Areas outside of the paved path will be regraded and planted with no-mow/meadow mix and catalpa
“whips” on the east side.
• Bollards will be installed at both ends of the path to restrict the use to bicyclists and pedestrians. The
clear width between the bollards will be 5’-0”.
• Because this path will be segregated from vehicular traffic and there are separate bicycle and pedestrian
accommodations on the relocated roadway and bridge, no pavement markings on this path are
proposed.
• Signage will be installed at the ends of the path to warn motorists that vehicular use of the path is
prohibited.
Relocated Brindley Street Bridge and Approaches
• Provisions for motorists, bicyclists and pedestrians are being provided as detailed on the drawings
provided.
• A NYSDOT standard four-rail steel bridge railing with supplementary stainless steel top rail is
proposed. Except for the stainless steel top rail, the railing will be painted with dark green finish coat,
Munsell Color Hue 10G, Value Chroma 2/2 (same as used on City’s Lake Street bridge over Fall
Creek).
• Standard NYSDOT galvanized approach railings will be installed and modified to carry the bottom
three rails to the end of the transition.
• Concrete pilasters with street lights (Sternberg Main Street A luminaires) mount ed on top are
proposed on the new structure.
• New cantilever type traffic signal poles are proposed in the southwest and southeast intersection
quadrants.
• Standard pavement markings (edge lines, centerline, crosswalks, stop bars and symbols, including
bicycle lane symbols, meeting the current requirements of the National MUTCD and NYS
Supplement are proposed.
• The sidewalk on the east side will be adjacent to the curb; the sidewalk on the west side will taper
away from the curb on the south approach to provide room for snow storage and plantings.
• Trees are proposed along the south approach. These will need to have a high canopy to minimize
disruption to sight lines for all users.
• Gateway plantings are proposed at the north bridge approach.
