in the City of lthaca Cemetery Firemen's Section:

Chair Gilligan called the meeting to order at 1605 hours.
RE: Work Hours & statement
Raymond B. Wheaton and Lyman E. Baker have worked 6 hours each in the lthaca City
Cemetery Firemen's Secflon. The leaves are stafiing to tum color and fall to the
ground; we grind them up with our mowers because they make good mulch for the
grass.

I would like very much to attend the Common Council meeting to leam what is
happening to the lthaca Fire Department Volunteers. However, I had two bilateral total
knee replacements in June of 1996, and when I go thru the secuity at City Hall, I set
the alarm off so ight away my hands have to go up. I am then scanned by secuity, and
given clearance to enter lthaca City Hall. lfind that very embanassing.

Chief Parsons highlighted the following items from his monthly report which will be
attached to the minutes:
The Mayor's Proposed 2018 Budget was released on October 4, 2U7. fhe following
items, which were requested by the Fire Department, are included in the budget: salary
increases related to the union contract, protective gear, apparatus, and parts and
maintenance have been funded.

He also submitted an over-budget request to fund the replacement of the radios,
pagers, and hoses. Any money approved forthe radio portion will be placed in
restricted contingency; he will also apply for grant funding for the radios. The City
needs to malch 20o/o of the possible grant award; that's what the money in restricted
contingency will be used for. lf the department is not awarded the grant, the money in
the restricted contingency won't be spent. The Fire Department budget presentation
with Common Council is on Thursday, October 12th; lthaca Police Department will also
be presenting their budget that evening.
Commissioner Hoard questioned what the point is of funding a deputy chief position for
just 2 months. Chief Parsons responded that it represents good intent on the part of the
City; however, there has to be money budgeted in the future in order to retain someone
in the position. ln the future, if the cost for the position will increase the Fire
Department's budget above what was requested by the Mayor, then the Fire
Department will not ask for the position to be filled.
Chief Parsons further reported that he submitted two capital project requests. One for
the reconstructlon of the East Hill fire station, and the other is for constructing a new fire
station at a different location. He requested $650,000 which will not cover the entire
cost to build a new station.
The purchase of a new aerial fire truck was the second capital project request. Right
now that truck is becoming a maintenance issue that will only cost the department more
and more the longer it remains, and the department does not run the truck much but it is
run. Total replacement cost will be $'1.3 to $1.4 million. Hewill apply for grant funding
through FEMA that would cover a portion of that cost (about $500,000). The Fire
Department has a one in ten chance of being awarded the grant; however the more that
the City can budget for the purchase of the truck, the better the chance of the grant
being awarded. lf he is successful with the FEMA grant application, he will approach

in December; however, that position will not be filled in 2017 related funding other Fire
Department budget lines. The same proposal is included in the Fire Department's 2018
budget.
He reminded the Board that he still has the 4 Firefighters funded by a grant; a
requirement of the grant being awarded to the City was that the City had to commit to
funding those positions in the future; otherwise, the Firefighters would have to be let go.
That is something that he would like to avoid; so he would not fill the deputy chief
position if it meant the four Firefighter positions would not have funding.

Common Council and the Town of lthaca for additional money towards the replacement
cost. The radios should be funded through Tompkins County, a Capital Project, and -
hopefully, some grant funding.
Commissioner Sallinger noted, in light of the issue with Cayuga Heights Fire
Department related to mutual aid, that it will be more important than ever for the City of
Ithaca Fire Department to have a dependable and reliable way to communicate through
radios with off-d uty Firefighters, since Cayuga Heights will no longer be able to respond
to calls from the lthaca Fire Department for mutual aid.
Chief Parsons reported that one of the recent habits of the City of lthaca is when it's not
able to fund departmental requests through the operational fund, they are funded
through Capital Projects. That should not be the case with equipment which typically
won't last more than 10 years. Capital Project funding is meant to fund those items that
have long useful and dependable lives, using Capital Project funding for anything else is
not a good way to go.
Right now, as far as the department's 2017 operating budget is concerned, the
department seems to be meeting all of its objectives because revenue and expenditures
are on target. He is a little concerned about the property maintenance budget line, and
may need to move some money around in order to fund it. This is the result of some
drainage repairs at the South Hill station that are required at an estimated cost of
$4,000 to $5,000. Everything else in the budget is right where it was expected to be at
this point in the year.
The department's call volume in the Town of lthaca continues to increase. Over the
years the Town's percentage of calls has continued to go up each year related to all the
growth and development occurring which has been pretty constant in recent years.
The last item he wanted to report to the Board relates to a new ordinance adopted by
Common Council at the October 4, 2017 meeting, regarding mobile food trucks and
permitting. The change was made in Chapter 181 of the City of lthaca Municipal Code

Staff have been working on the bid paperwork for the purchase of the new gear
washers funded by the award of a grant to the City. Staff has to submit paperwork to
FEMA related to environmental issues because of changes to the fire station that are
needed to accommodate the new washers. They are hoping to award the bid for the
purchase of the washers sometime in December.
He has no new information on the Collegetown Fire Station.

entitled "Fire Prevention". That chapter of the code referred to a "Board of Fire
Appeals"; the Fire Department has never had such a board, to his knowledge, and no
one has ever been appointed to the board. However, with the new regulations in place
regarding mobile food trucks, the Board may be needed as a due process for vendors to
appeal enforcement decisions they don't agree with. The code update transfers all
appeals related to enforcement and determinations made by the Fire Chief and the Fire
Marshall to the "Building Code Board of Appeals" who hear similar appeals related to
housing and building code enforcement. The Building Code Board of Appeals has three
members appointed by Common Council with special professional skills required.

Audit: The audit was reviewed and approved by Commissioner Hoard
Old Business:
A. Volunteer ltems/lssues
Chair Gilligan reported that there has been one new volunteer application
submitted from an lthaca College sophomore. He will set up an interview with
the review committee next week, and have them attend a meeting of Company
#9. He anticipates that the Board will need to take action on the application at
the November meeting.
C. Shateqic Planninq for lthaca Fire Department:
No update; however, Chief Parsons has a resolution that will go to the City
Administration Committee meeting in November that authorizes moving forward
with the plan.
Chair Gilligan reported that he and Vice Chair Sparks attended the Tompkins County
Emergency Medical Services (EMS) Task Force meeting in September. At the meeting,
there was discussion on the creation of a battalion in Tompkins County as a means for
providing EMS coverage a particular area. A battalion is in place in Onondaga County
that is similar to what is being discussed here in Tompkins County.

Chief Parsons stated that a lot of the larger counties in New York State are creating
battalions that can respond to fire and medical emergencies. The battalions help to
reduce the amount of calls for EMS by referring them to the ambulances companies
instead. He noted that for certain areas in Onondaga County the battalions work fine,
however, in other counties they aren't so successful. Right now, the northern and
eastern parts of Onondaga have more battalions than other areas of the county. The
battalions are useful and successful in smaller companies because of the joint provision
of manpower to one another when needed.
D. Action on Board of Fire Commissioners Resolution Opposinq Dissolution of
the Board of Fire Commissioners and Eleven Other Citv Boards and Committees and
Distributinq Their Responsibilities to Four New Commissioners

WHEREAS, on July 5, 2017 lhe lthaca Common Council passed a local law effective
January 1 , 2018 dissolving the lthaca Board of Fire Commissioner and 1 1 other City
Boards and Committees; and
WHEREAS, this change to the City Charter and Code must be approved by a public
referendum, on November 7,2017 prior to being enacted; and
WHEREAS, the Board of Fire Commissioners has participated to the extent allowed by
the Common Council in discussions regarding this change which will place some of the
responsibilities of the Board for oversight of Fire department operations under the Public
Safety and lnformation Commission, some under the City Chamberlain, some with the
Common Council, and some with the Board of Public Works, and makes no provision
for issues related to the volunteer component of the department and formation of new
Volunteer Companies or a bunker program; and
WHEREAS, the purpose of the Public Safety and lnformation Commission is to provide
the Common Council, appropriate committees, thereof, the City's quasi-judicial boards,
and City staff with advisory research, public input, and analysis for matters related to the
Ithaca Fire Department, lthaca Police Department, emergency preparedness, public
information and communication, drug abuse, gorge safety, the lthaca Commons, noise,
and special events; and
WHEREAS, the focus of the Board of Fire Commissioners has been on overseeing and
supporting the operation of the lthaca Fire Department since the lncorporation of the
City of lthaca, and the Board has been actively involved in the development and
operation of the lthaca Fire Department as it has grown and transitioned from a
completely volunteer department in "1823 to one that now operates essentially as a

career department with full-time paid fire fighters and officers, with a small contingent of
volunteers serving as lnterior/Exterior Fire fighters and Fire Police assisting the career
core of the department; and
WHEREAS, there are complex and critical issues facing the Department and the City
and Town of lthaca served by the department, including development of a strategic
plan, that will need to address issues including the possible relocation or renovation of
Station 2 in College town, the possible relocation of the department's training facility, the
groMh and development within the city and town placing increased service demands on
the department, the service provided by the Fire Department to the Town of lthaca, the
ongoing oversight of the Volunteer component of the Fire Department, the potential for
shared and consolidation of service with other departments in the county, and providing
regular citizen oversight on the operation of the department by individuals
knowledgeable about the fire service; and
. 1. A website that more clearly identifies volunteer opportunities in the City
including all the Current Boards & Committees and articulates the issues
addressed by the various Boards and Committees.
. 2. An on-line volunteer application (or a modified paper application) that allows
individuals to identify their skill set and areas of interest and their willingness to
serve as volunteer experts on various topics.
. 3. A database to hack volunteer applications including those who wish to serve
on the various Boards and Committees and those who are willing to serve as
expert advisers. Potentially these individuals could be available to assist any of
the approximately 27 Volunteer Boards/Committees (or the 19 if the
reorganization effort moves forward) on an as needed basis
o 4. Provision of templates for meeting agendas,
. 5. Consider more formal periodic reports to one of the Common council
Committees by the Volunteer Boards and Committees.. 6. Semi-annual meetings of one or two representatives from each of the
Volunteer Committees and Boards to discuss with members of the Common
Council issues and concerns and perhaps identify issues that could be given to a
working group of volunteers to address.

WHEREAS, the proposed Public Safety and lnformation Commission has such broad
responsibilities that it will not be able to focus on the complex issues of the Fire
Department, the Board of Fire Commissioners does not feel that it is in the best
interests of the Community served by the lthaca Fire Department, to eliminate the Board
of Fire Commissioners without having a strong and supportive infrastructure in place,
consisting of the following elements:

7. Providing Orientation /leadership kaining for Committee Chairs and for new
Volunteer members of a group.
8. Convene a group, to assist the Mayor in vetting potential volunteer members
of Boards and Committees.
9. Do a broad based survey of city residents to determine what their interest and
availability is to volunteer to provide service with the city as a member of one of
the four commissions.
10. Bring together working group sessions of existing volunteers to discuss and
make recommendations on the above items and address other common issues
facing their respective Boards and Committees
RESOLVED, That the lthaca Board of Fire Commissioners is opposed to the proposed
change to the City Charter and local laws eliminating twelve of the existing Boards and
Committees and urges voters to reject this proposal when they cast their ballot on
November 7 ,2017 .
Chair Gilligan stated that he will provide a copy of the resolution to the media so that it
can be shared with the public prior to the general election. He would also like a copy to
be sent to the Mayor and Common Council.
Vice Chair Sparks left the meeting at 1641 hours in order to attend the Tompkins
County EMS Meeting.

Commissioner Sallinger wondered whether it might be helpful for the Board to do a
special media release that would explain to the public that the Board of Fire
Commissioner has passed a resolution urging voters to reject this item on ballot.
lnformation could also be provided that would refer them to the city website where they
could find information on the responsibilities of the Board of Fire Commissioners in
order to provide additional insight on the proposal. lt might also say something like "for
more information, contact.....". He feels that something short and sweet in a press
release, rather than the long resolution, might result in more interest by the public to the
proposal. They might actually take a look at the proposal on the ballot so they can
make an informed decision when they vote on November 7th.
E. Continue Discussion of Transition Plan ltems/lssues to Address as part of
Common Council's plan to eliminate the Board of Fire Commissioners as of Januarv 1.
2018 and Establish a Public Safety and lnformation Commission

Chair Gilligan stated that if the referendum item is approved by the voters, he would
propose that the Board continue to meet over a three month period to assist in whatever
transition period may be needed. lt would be in an unofficial capacity for any potential
issues that might come up during the transition period to the new commission structure.
At that time, the new commission members would be in place so they would be more
locused on transition items. He further stated that Commissioner Guttridge's question
from the September meeting about what is the Board's authority over the various funds
still needs to be answered by either the City Controller or City Attorney. Once that is
known, the Board can make whatever decisions may be needed regarding the funds at
either the November or December meeting.
Chair Gilligan will work on the wording for such a request and have Board members
review via e-mail before sending it on to lhe City Controller and City Attorney.
Hopefully, the Board will receive input from one or both of them about the request by the
December meeting.
Commissioner Hoard asked whether the City had made any request that the Board of
Fire Commissioners continue to meet after the first of the year to help the new
commission during the transition period.
Commissioner Sallinger wondered whether it would be feasible for the Board to
consider the possibility of a second meeting December, specifically related to the
answer about the funds - maybe even a second November meeting. Board members
were supportive of that suggestion.

Chair Gilligan responded that there had been some discussion at committee meetings
and within the Fire Department about that possibility. The City would also like some of
the current board members to serve on the various new commissions; perhaps as the
designated "expert" in order to assist in a smooth transition to the new structure. He will
draft such a proposal for the Board to consider at the November meeting.

There is one firefighter and one lieutenant who are off duty due to injuries. lt
is anticipated that both will be recovered and back to work by October or
November.
2) Budget Report
a) 2017 Budget: Budget Summary - see accompanying report
b) 201 8 Budget: The Mayor has submitted his 201 8 Budget to Common Council.
The following items inthe budget have been increased: l) Salary Accounts due
to salary step increases; 2) Protective Gear; and 3) Apparatus Parts and
Maintenance.
Funding for the following items were eliminated in my proposal in order to meet
the Mayor's l0Z increase: l) Funding for the Deputy Fire Chief Position; 2)
Funding to replace some ofour aging portable radios and pagers; and 3) Funding
for Fire Hose Replacement ofone engine.
Over-target-requests on all three items were submitted to the Mayor, and he is
only putting forward the funding of the Deputy Chief Position in his budget
proposal, but it's only for final two months of20l8.
3)County Communications and 91 1 Programs:
No Update
a)No Update: Earlier this year, I applied for an AFG grant to fund the replacement
of our tumout gear washer. The existing washer is over twenty years old. On
September 7'h, I was notified by FEMA that we are receiving a $22,673 grant to
purchase and install two new gear washers. We will apply $2,267 from this
year's budget to cover the required 10% matching funds.
5) Collegetown Fire Station
a) I have submitted two capital projects for the 2018 budget. The first project is to
renovate the current East Hill Fire Station. The second project, assuming the
first project is not approved, is to build a new fre station at a different location.
The Mayor only included $650,000 for a Capital Project in 2018 to design a new
East Hill Fire Station.
4) Grants and Donations
The City's Planing and Economic Development Committee of Common Council
discussed at their August meeting the options for relocating the current East Hill

Fire Station. The options include, relocating the fire station to property on
Maple Ave that is currently owned by Comell University, which is being used as
a parking lot, or closing the East Hill Fire Station and relocate the its' assets to
an expanded Central Fire Station. No action was taken by the Committee, but
discussion will continue at either the September or October Planning and
Economic Development Committee Meeting.
a)I submitted a capital project request for the 2018 budget to replace our l8 year
old ladder truck. This vehicle is schedule to be replaced in 2019. The Captial
Project was not approved by the Mayor. I will resubmit a capital project request
in 201 8 for the 2019 budget.
