I just spoke with Kathy Servoss and she let me know that the next step in moving our Rt 89
sign project forward is getting a recommendation from the Planning and Economic
Development Board to BPW. We already have a recommendation from Parks Commission
and it was found that there is not a requirement for a variance (see thread below). I am
attaching the details of our current proposed sign project.

We have been working on this project for almost two years and had been looking forward to
have the sign in place by April at the latest. While that is no longer possible, we would greatly
appreciate any support of advice that can be provided to expedite our progress.

Hi Erin,
Your sign application has made its way through our office. I'm writing because under Article
Twenty -Four, "Signage," of the lease, it states that any signage shall, "identify the Premises
as being publicly owned and operated by the Ithaca Children's Garden, Inc. as a publication
recreation facility," and shall also, "identify the Premises as being open to the public during
the agreed-upon hours of operation."
Would the Children's Garden have an issue adding such language tote proposed sign?
Please let me know so we can continue the application process.
Thanks!

If you and Gino have determined that no further zoning review is required please submit for the record addressing,
individually, my comments and concerned listed in miA, e-mails below—qkwji,
still required:
Site Plan Revie
Pata —Commission: Presented to the Board on January 12, 2016. "Requested to see the final design before final
approvals are issued."
Board of Public Works: Erin and Harriott should contact Kathy Servoss (607) 274-6527 to get on the agenda.
Board of Zonino Anneals: Unless Phyllis and/or Gino want to make a determination on the'zoning issues I feel that the
proposed sign has enough questions that the BZA should have the final approval.
"I agree with Skip. The sign, because it is three sided, will need BZA approval. This will also give the Planning Board an
opportunity to review it and give a recommendation to the B. without going through formal site plan approval. If no
variance is required, per Gino and Phyllis, I would still like the Planning Board to weigh in."
The proposal for this sign was submitted to me back in December 2016 and the city has been aware of it since at least
January 2016 when it went before the Parks Commission. If I could get an update and direction as to how to proceed
with this submittal it would be greatly appreciated by both myself and the folks at the Childrens Garden.

Here is my take on it:
- The proposed sign is located in the P-1 zoning district. The sign ordinance is based on whether the sign is located
in a residential zone or a commercial zone® Gino/Phyllis: Is a P-1 zone, since it is not residential, considered a
commercial zone? To my knowledge this question has not been answered®
- The sign ordinance is based on the lineal footage of the building/business frontage. I'm not aware of a building
associated with this "business". Any questions outside the scope of the sign ordinance can be addressed through the
Board of Zoning Appeals® This should be part of your Zoning variance request®
- The sign proposal is required to meet the following approvals:
Site Plan Review
Par tg.—Commission., Presented to the Board on January 12, 2016. "Requested to see the final design before final
approvals are issued." Currently on the agenda for the January 10, 2017 meeting.
Board of Public Works: Erin and Harnett should contact Kathy Servoss L6Q71274-6527 to get on the January 23,
2017 and February 13, 2017 agendas.
§QgLd--o—f Zoning Ap2eals. Unless Phyllis and/or Gino want to make a determination on the zoning issues I feel that
the proposed sign has enough questions that the BZA should have the final approval®
Once you have received Board of Zoning approval and Site Plan approval then you can apply to the Board of Public
or to install your proposed sign on city property.
As stated earlier, I can only issue your permit when I get all of the required approvals.
Nothing is ever easy® Let me know your thoughts.

At its January 10,h meeting, the Parks Commission reviewed an updated proposal for a new
freestanding sign for the Ithaca Children's Garden. The Commission reviewed a similar proposal in
January 2016 but requested to see the final design once available. The updated proposal shows the
sign moved further away from Rt. 89 and into te fenced area of the garden. A few design features,
including materials and the turtle at the top, have been revised as well. While a quorum was not
present, all Parks Commissioners in attendance were supportive of the proposed new sign for the
Ithaca Children's Garden.
'Mere -remains a question as to whether the proposed sign is compliant with the City's Sign
Ordinance, and approval by the Board of Zoning Appeals may be required. If you have any

• 9 -foot sidewalk on west side of roadway
• 12 -foot downhill travel lane
• 12 -foot uphill travel lane
• 5 -foot uphill bike lane
• 4 -foot buffer to rock face on east side of roadway
• Existing utility poles relocated to west side of roadway
University Avenue currently provides approximately 60 undefined parking spaces on the east
side of the uphill lane against the rock wall and approximately 56 on -street spaces along the
downhill lane. Parking is currently free along both sides of University Avenue. The west side of
University Avenue is subject to odd -even parking and the east side is 24-hour limit parking.

that can accommodate any parking removal associated with the three options. Occupancy was
counted over several days in November/December 2016 and February/March 2017 during the
morning, mid-afternoon and evening to capture a variety of conditions.
As shown in Appendix A, occupancy on the uphill and downhill parking lanes along University
Avenue varied between half and full occupancy. The lowest occupancy was noted during the
evening time periods and highest in the mid-aftemoon. Parking occupancy counts were
conducted simultaneously in the University Avenue parking lot, east of University Avenue, and
along the 600 block of Stewart Avenue. Tlie University Avenue lot had between 60-70 open
spaces at any time and Stewart Avenue had between 40-45 open spaces at any time.
The University Avenue Parking Lot is owned by Cornell University; however, anyone with the
Parkmobile app can park there for a rate of 75 cents per hour ($6 per day maximum) plus a 35
cent convenience fee. Per our conversations with Cornell
an annual parking pass for $333.15 and on -campus residents can purchase an annual pass for
$752.86.
Inaplementation of Option I would necessitate removal of all 60 parking spaces along the rock
wall and 15 spaces along the downhill lane for a total of 75 spaces. Alternative 2 would remove
approximately 23 spaces on the east side of University Avenue to protect the existing utility

University Avenue. Based on the parking occupancy counts, the removal of parking associated
with Options 1 and 2 can be accommodated between the University Avenue Lot and Stewart
Avenue with at least 25 unused spaces at any time. However, the loss of parking under Option 3
could not be absorbed by the University Avenue Lot and Stewart Avenue.
The vast majority of those providing feedback indicated a preference for Option 1. Appendix B
provides a summary of the typical comments received at the open house. Option 1 was most

the community that had questions or comments. The following items were discussed:
1. Generally, the attendees seemed to favor alternative 1, as it was a compromise that allowed
parking, and also provided an uphill bicycle lane.
2. Positive comments were received concerning the floating bus stop. To attendees, it seemed like a
safe way to limit the potential bus and bicycle conflicts.
3. Many people talked about the condition oft e road and the need for it to be improved. Currently,
the potholes impact the way people drive and bicycle along the roadway.
4. A few people suggested a parking permit system so residents of the street have preference tat
reduced number of parking spaces.
5. One resident suggested a narrower (5') width sidewalk to eliminate the potential bicycles that
would utilize the wider (7') sidewalk.
6. Some people wanted the design team to look at safe alternatives for the terminations of the bicycle
lanes at the south and north ends of the project. They cautioned against an abrupt end to the
bicycle lane at the intersection, leaving bicyclists to 'fend for themselves'.
7. There was some concern about the parking near the cemetery. Currently, the parking is not sa'
and when larger vehicles park there, the rear end often extends out into the street. In addition,
number of parking spaces near the cemetery entrance will be significantly reduced with Optionif
That may be an issue, as there isn't any parking within the cemetery.
Some attendees cautioned about the potential for bicycle and vehicle conflicts at the sharp curves
between Linn Street and the cemetery. Often, vehicles tend to 'cut the comer' at these curves,
which will wear away the bicycle lane striping. The bicycle lane striping in that location is the
most critical, with all of the sharp turning movements. The suggestion was to include more
durable striping and/or delineation in the form of reflectors or even plastic bollards in the
pavement.

10. One resident spoke about the amount of water that collects along the curb line in the very steep
gutter. Often, this water gets so high it extends down driveways.
11. A concrete pad or shelter was suggested for the bus to at the University Avenue / Lake Street
intersection. There is to a large group of people waiting for the bus when it is cold and rainy.
12. Many people asked about the utility poles and valued moving them to the west side of University
Avenue to allow forte bicycle lane in alternatives I and 3.
13. The wide lanes of option 3 did not appeal to anyone, as they feel vehicles would end up traveling
to as with the wider lanes.
14. There was a suggestion to add sharrows in the downhill lane to encourage vehicles to share the
road with bicyclists.
15. There were a few comments regarding the popularity of the parking along University because it
was free. According to some, the on -street parking is mostly used daily by Cornell students and
faculty, not residents of the road.
Currently, the pavement is superelevated in the wrong direction, making it difficult to traverse.

Re: Proposed Four -Way Stop rrt Aubum/Lewis/Adams Intersection
The Manual on Uniform Traffic Control Devices (MUTCD) provides guidance on the factors to
be considerod when implementing all -way stop control in Section 2B.07, The MUTCD suggests
that an engin emng study consider the, crash histoty, traffic volumes, vehicle conflicts and well as
sight distance.
Areview of theNewYork StateAccident Systan (ALIS) showedno
crashes occurring at this intersection from January 1, 2012 through December 31, 2016.
Intersection traffic counts were, conducted on January 9 mid January 17, 2017 to assess tmffi, c
volumes during traditional moming and aftemoon. higher traffic time periods. The counts show
that no more ffimi 17 vehicles on any approach during a 30 minute. period, Given the low traffic
volumes, no significant delay is anticpated for a four-way stop condition.
If the Board is open to this idea, I will provide a resolution to amerid Schedule V111 of the
Vehicles and Traffic Schedules to add this location to the all -way stop list®

Re: Proposed Traffic Calming ol, Methodology
Program Goals and Objectives:
Produce infiwtructure measums that physically encourage motorists to drive more slowly said
cwefully to improve safety, and perceived safety, in a coordinated way that addresses
residents' concerns. Traffic calming measures are intended to make streets safer and more
comfortable for people to walk, bike, and dnve.
The Institute of Transportation Engineers lists flo,; following goals and objectives fors traffic
cahning program.
Traffic calming objectives include:
achieving slow 56 -, ,pd ts for motor vehicles,

• reducing collision frequency and severity,
• increasing the safety and the perception of safety for non -motorized users of the
street(s),
• reducing the need for police enforcement,
• enhancing the street environment (e.g., streetscaping),
• encouraging water infiltration into the ground,
• increasing access for all modes of transportation, and
• reducing cut - through motor vehicle traffic.'
'Lockwood, Ian. ITE Traffic Calming Definition. ITE Journal, July 1997, pg. 22.
Other key objectives should include:
1. Develop and implement a coordinated and informed process so that various traffic
calming measures are appropriately designed and reinforce each other, rather than
simply shifting traffic problems to nearby streets
2. Evaluate before and after data to determine the effectiveness of the traffic calming
measures
3. Develop a program that uses both data and public input to inform the decision making
process about where traffic calming is built in the City.
A Proposed Traffic Calming Process for the City of Ithaca
Traffic calming request procedure:
A traffic calming request form will be developed for residents seeking such improvements.
The form will explain the process, will as questions about the perceived traffic problems, and
will require signatures from over 50% of the nearby residents (as determined by the Traffic
Engineer). Traffic calming projects can also be initiated by City staff or officials at the
discretion of the Transportation Engineer. A master list of requests will be maintained by the
Transportation Engineer that can be updated annually and re -ranked annually.
Location selection factors:
To determine if a location (which could be an intersection, a block, a neighborhood area, etc.)
warrants the installation of traffic calming measures, a number of data types could be
considered, depending on availability of data, such as:
- Traffic speeds (851h percentile speeds and the percent of traffic traveling over the posted
speed limit)
- Traffic volumes
Presence of schools, parks, bus stops, community services, and other pedestrian and
bicycling generators
The presence of existing pedestrian and/or bicycling facilities such as sidewalks and
bike lanes

Residential Density along roadway
Other factors or public feedback that might be relevant to a particular location
If multiple locations are under review, they may be ranked to determine which ones are the

measures, a design process will be undertaken to determine suitable infrastructure options.
