CALL TO ORDER: 3:34 p.m.
Chair Kane requested that Item #3 “LEAD Presentation” be moved to the top of
the agenda.
LEAD PRESENTATION:
Sergeant Slattery and Officer Osario facilitated a presentation on the Ithaca
Police Department’s LEAD (Law Enforcement Assisted Diversion) Pilot Program.
They noted that Officer VanAuken also works on LEAD but was unable to attend
the meeting.
IPD is ready to launch the pilot program; however, a service provider and funding
sources are still being identified. LEAD is a harm reductions based program that
diverts low level drug offenders away from the criminal justice system and
towards community based services. These services include a case manager,
housing, medical, legal, and job training.
The program team will work collaboratively on a case-by-case basis to determine
the best course of action for a particular client. This program can also help
individuals with other low level offenses to get on a better path by working with
them and directing them to any needed services. The end result of this program
will not only help the client but will also help save resources and funding.

investigate.

Common Council Liaison Kerslick reported that the re-organization of the City’s
committee structure will be considered at the next Common Council Meeting.

Commissioner Kane reported that she sent a letter to the W orking Group and
spoke with the Chair, Alderperson Deborah Mohlenhoff, and was also reassured
that there were not any changes being made to the Community Police Board.
Further discussed followed on how to ensure that the CPB meetings remain
