HomeMy WebLinkAboutMN-CPB-2017-06-28CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. June 28, 2017 Present: Chair: Kane Commissioners (5) Rogers, Wright, Onyejuruwa, DaGrossa, Beem-Miller OTHERS PRESENT: Common Council Liaison – Kerslick Acting Deputy Police Chief Young Information Management Specialist – Day Sergeant Slattery Officer Osario ABSENT: Commissioner LaFave CALL TO ORDER: 3:34 p.m. Chair Kane requested that Item #3 “LEAD Presentation” be moved to the top of the agenda. LEAD PRESENTATION: Sergeant Slattery and Officer Osario facilitated a presentation on the Ithaca Police Department’s LEAD (Law Enforcement Assisted Diversion) Pilot Program. They noted that Officer VanAuken also works on LEAD but was unable to attend the meeting. IPD is ready to launch the pilot program; however, a service provider and funding sources are still being identified. LEAD is a harm reductions based program that diverts low level drug offenders away from the criminal justice system and towards community based services. These services include a case manager, housing, medical, legal, and job training. The program team will work collaboratively on a case-by-case basis to determine the best course of action for a particular client. This program can also help individuals with other low level offenses to get on a better path by working with them and directing them to any needed services. The end result of this program will not only help the client but will also help save resources and funding. APPROV AL OF MINUTES OF THE MAY 24, 2017 MEETING: By Commissioner Rogers: Seconded by Commissioner Wright RESOLVED, That the minutes of the May 24, 2017 Community Police Board meeting be approved as published. Carried Unanimously COMMENTS FROM THE PUBLIC: Pastor Michael-Vincent Crea spoke on his experience attending a memoria l service held in an establishment where he was asked to leave because he had a dog with him which he identified as a working dog. He believes that the Ithaca Police Department did not enforce the American with Disability Law. Commissioner Kane responded that in order for the Board to comment on this situation he would have to complete a complaint form and submit it to the City Clerk’s Office where it will delivered to the Community Police Board to investigate. REPORT FROM COMMON COUNCIL: Common Council Liaison Kerslick reported that the re-organization of the City’s committee structure will be considered at the next Common Council Meeting. There are no suggested changes relating to the Community Police Board. Commissioner Kane reported that she sent a letter to the W orking Group and spoke with the Chair, Alderperson Deborah Mohlenhoff, and was also reassured that there were not any changes being made to the Community Police Board. Further discussed followed on how to ensure that the CPB meetings remain useful, informative and engaging to the public. REPORT FROM THE POLICE DEPARTMENT: Acting Deputy Chief Young reported that the Ithaca Police Department has been very busy working on a shooting incident, an overdose, and other cases. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner Rogers: Seconded by Commissioner DaGrossa RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. Carried Unanimously RECONVENE: The Board reconvened into regular session with no formal action taken. ADJOURNMENT: On a motion the meeting adjourned at 4:45 p.m. Respectfully submitted: Cindie L.
