Regular Meeting
July 26, 1999
Members Present: Paulette Manos, Pat Vaughan, Tracy Farrell, Sara Shenk, Joan Spielholz

Paulette Manos called the meeting to order at 7:05 pm.
Mayor Cohen made a motion to go into Executive Session to discuss a Personnel matter. Seconded
by Jana Taylor. Motion carried 9-0.
After Executive Session, Paulette Manos stated that the Committee discussed the Human Rights
Commission’s report but no action was taken.
A. Agenda Review and Approval of Minutes
Tracy Farrell made a motion to approve the minutes from the June 28, 1999 Human Resources
Committee meeting. Seconded by Joan Spielholz. Motion carried 5 -0.
B. Employee Comments
1. Salary Increase for the Assistant to the City Prosecutor Position (McCarthy)
Margaret McCarthy is seeking to increase the salary of the Assistant to the City Prosecutor. Ms.
McCarthy stated that the duties and requirements of this position were previously upgraded from a
Senior Typist. The employee formerly in that posit ion was given a salary increase to compensate for
the expanded duties and requirements. The problem is that the current employee did not receive the
benefit of that salary increase.
Ms. McCarthy was unsure which Committee to take her request to since the re is no current procedure
for salary increases for confidential employees.
The Committee discussed the impact on the Prosecutor’s budget. Any additional funds will have to
be approved or included in next year’s budget.
The Committee was unsure how to proceed. They discussed whether this should be combined with
the Managerial Compensation Study. The Committee will look into how to handle this process for
future requests and will get back to Ms. McCarthy.
Ms. Manos thanked Margaret McCarthy for bringing her request to this Committee.

D. Chairperson’s Report. None.
E. Sub-Committee Report
1. Managerial Compensation (Shenk)
Sara Shenk stated that the Managerial Compensation Committee would interview four (4)
consultants. The Committee will submit the names of the selected consultant to the Budget and
Administration Committee. Ms. Shenk would like the approval of the HR Comm ittee to add this item
to the agenda for the Budget and Administration Committee. The time line to complete this study is
3-6 months.
Joan Spielholz made a motion for the Managerial Compensation Sub-Committee to submit their
proposal for Managerial Compensation Study to the Budget and Administration Committee.
Seconded by Tracy Farrell. Motioned carried 5-0.
F. Work Environment Task Force Report
The Task Force is due to meet on Wednesday – July 28th to continue their session with Zelda
Lockhart.
G. Human Resource Director’s Report (S. Michell-Nunn)
Schelley Michell-Nunn mentioned the August 10th Counseling and Discipline Training Workshop
between CSEA representatives and management. The purpose of this workshop is to educate in
progressive discipline in the workplace. There will be training later in the year for those unable to
attend this session.
H. Mayor’s Report. None
I. Old Business
1. 1999 Picnic Update (P. Vaughan)
The Picnic Committee has received returns from the Request for Proposals. Ms. Vaughan m entioned
some of the activities that will take place. The picnic will be Friday – September 17th.
2. HR Department Interns (Josh Fowler & Thyn Zar Oo)
After introductions, Josh Fowler stated that he is currently working on the Performance Management
System that is designed to enhance employee performance through coaching, counseling, and
training and that will seek to utilize opportunities for employees to develop their skills and engage in
more effective behaviors. Josh stated that he has met with some em ployees to get their feedback on
this system. He is in the final stage of this project and hopes to have it completed by the end of
August.

Thyn Zar Oo gave an overview of her assignments since being employed by the City. Currently,
Thyn is working on a training questionnaire. The questionnaire showed the types of training
employees have received and was interested in receiving. Thyn stated that she would also be
working to update the Personnel Manual.
The Committee thanked Josh and Thyn for attending the meeting and sharing with them their
projects.
J. New Business (P. Vaughan)
Ms. Vaughan stated that the Red Cross put a request into State legislator enabling State employees
to be granted paid leave to volunteer for Red Cross disasters. Ms. Vaughan asked if the Committee
would like to incorporate this as a City policy. A number of questions arose. Will the employee take
paid or unpaid leave? If paid leave, how long? Will the employee be allowe d to travel outside
Tompkins County area? What expense will the City pay? Are there other local employers
participating?
The Committee would like to know if any City employees currently volunteer for the Red Cross . If so,
how does the department handle their request for leave? The Committee would like this information
before making a decision.

With no further business, the meeting was adjourned at 9:45 pm.
