The building will contain 2,000 SF of community space, 1,160 SF of commercial space and four apartments on the ground floor, 54 apartments and amenity space on the upper floors and underground parking (32 space) bike storage and mechanicals. Project Review Committee Meeting Only 9:10 Project: Apartments- 5 Units Location: 118 College Ave Applicant: Visum Development Group Anticipated Board Action(s) in May: Consideration of Preliminary & Final Approval Project Description: The applicant proposes to construct a 4-story apartment building containing five dwelling units with a total of 28 bedrooms. The project is expected to attract primarily student tenants. Site improvements include walkways landscaping and a retaining wall with and terrace. All above-ground apartments will have a balcony facing College Ave. Site development will require the removal of the exiting house with its associated retaining walls, driveway curbcut, walkways and two mature trees. The project site is in the CR-4 Collegetown Area Form District (CAFD) and has received Design Review. As no parking is proposed for the project, the applicant will submit a Transportation Demand Management Plan (TDMP) for approval by the Planning Board in accordance with district regulations. This is an Unlisted Action under the City of Ithaca Environmental Quality Review Ordinance (“CEQRO”), and the State Environmental Quality Review Act (“SEQRA”), for which the Planning Board, acting as Lead Agency, issued a Negative Declaration of Environmental Significance on April 25, 2017. 9:30 Project: Apartments (60 Units) Location: 232-236 Dryden Road Applicant: Noah Demarest of Stream Collaborative for Visum Development Group Anticipated Board Action(s) in May: Declaration of Lead Agency and Public Hearing Project Description: The applicant is proposing to construct two four-story apartment buildings that will contain 60 dwelling units with 191 bedrooms. Two buildings are proposed in order to allow for each building to have a different grade plane (which will minimize heights near buildings on adjacent properties) and to bring the lowest (basement) floor level of the building facing Dryden Road closer to street level. Site development will require the removal of the existing apartment building, shed, parking areas and walkways. Site improvements will include a pedestrian connection from Dryden Road to Summit Ave, retaining walls, landscaping, walkways and exterior bike racks. Parking for 37 bikes will be provided inside the buildings. The project site is in the CR-4 Collegetown Area Form District (CAFD) and requires Design Review. A summarized description of the additions and changes are included below, and the supplemental documentation is also attached. SITE PLAN REVIEW APPLICATION SUBMISSION The cover for the Site Plan Review Application submitted on March 14, 2017 had an address listed to include 119 West Court Street in addition to 310-314 North Cayuga Street. This was left in from early in the process when Lifelong considered combining their property at 119 West Court Street with Dewitt House. A revised cover is in the attached supplemental documentation. PUBLIC NOTICE The Tompkins County Assessor’s Office was contacted to obtain a list of addresses of all property owners within 200 feet. of the proposed project and a letter and site plan was sent on May 3, 2017. The Letter and list of addresses has been included in the attached supplemental documentation. The Public Notice signs were posted on May 3, 2017 on West Court Street and North Cayuga Street. The date/time stamped photos are included in the attached supplemental documentation. FIRE ACCESS The Ithaca Fire Chief, Tom Parsons was contacted regarding access to the building from West Court Street and North Cayuga Street by the fire department. He has no concerns regarding the proposed project The correspondence from Chief Parsons has been included in the attached supplemental documentation. NYSEG CAPACITY The proposed building has been located to maintain the minimum separation distance from the high-voltage overhead electric lines. NYSEG was unable to confirm capacity in their system for this project, as the electrical loads are not finalized and no load sheets have been submitted. Once the electrical design is finalized, the load sheets will be completed and submitted for NYSEG’s review. 2 of 3 PHASE I ENVIRONMENTAL GeoLogic NY, Inc. has provided a Phase I ESA report. The report is 403 pages total, (1) hard copy has been submitted to Lisa Nicholas and the full report has also been submitted electronically. FURNISHINGS Cut sheets for proposed lighting, benches, bike racks and planters are included in the attached supplemental documentation. SITE PLAN / PLANTING PLAN Site Plan and Planting Plan adjustments were made to comply with Planning Board comments. The (6) trees closest to the face of the building on West Court Street have been changed from eastern redbud to columnar magnolias (Magnolia x ‘Sun Spire’) as shown on the revised landscape plan (L401). MITIGATION OF DUST AND RUNOFF DURING DEMOLITION Several methods will be employed for dust control on the site. External dust control measures will involve stabilized construction entrances and keeping existing sidewalks in place as long as possible to provide stabilized working surfaces. Once sidewalks are removed the stone subbase will remain undisturbed, which will continue to provide a stabilized work surface. Internal dust control measures will primarily involve demolition of concrete. Concrete dust is known to contain silicone particles, which are harmful when breathed in. The use of misted water eliminates this potential health hazard. If water that has come in contact with concrete dust escapes the building the standard erosion control measures, such as inlet filters and silt fence, will be sufficient to protect adjacent storm drains. DEMOLTION Construction activities for the Dewitt House are expected to take 16-18 months. The project will consist of two phases, deconstruction and new construction. The deconstruction/demolition phase will generally consist of the following sequence of events and last approximately four month’s total: 1. Abatement of interior hazardous materials will last approximately two months consisting of identification of areas to be abated, set up of negative air and air monitoring equipment and on- site (in building) collection and abatement of all areas. 2. While the abatement is being finished on an area by area basis, sections will be released to the construction teams for selective demolition. In order, they will be: a. Removal of interior finishes b. Removal of building systems c. Removal of mechanical and other equipment d. Interior walls and framing 3. Following completion of the abatement, and as the interior selective demolition progresses, the exterior removal will begin and will take about two months. This will include: 3 of 3 a. Removal of the exterior building skin, precast and brick. The precast will be cut away and lowered by crane onto trailer trucks to be taken off site for recycling. b. Removal of the brick will be accomplished by selectively removing sections of brick wall with assistance from either scaffolding or man lifts. This material will be collected by small rubber tire machines and moved to a location on the site, to then be loaded out into 10 wheel dump trucks and taken to an off-site location to be crushed for recycling. c. The final stage will be to remove the steel frame structure and floor systems via crane. This will be accomplished by engineered cutting, crane removal, loading onto trailer trucks and taken off site to be recycled. 4. The logistics of crane location, on-site collection area and staging and exit routes off site, are shown on the attached logistics plan During the construction phase the existing trees will be fenced and protected from removal or damage. No roadways will be closed but during the project it is expected that the contractor will request closure of the eight foot roadway parking lane along both Cayuga and Court Streets to perform the work and to provide a safety buffer between the project and traffic. The contractor believes the crane will be on site beginning with the demolition phase and ending once the new structure and exterior is in place. In addition to the crane, there will be two to three of the contractors vehicles parked on site during the construction period. These will be for the site superintendent and van(s) to transport workers. All workers will be required to park off site at a pre- determined location and will be brought to and from the site in a 15 passenger van owned by the contractor. The total number of worker on site workers is expected to be between 50-75 people. The entire site will be fenced with a six foot high security fence with a screening cover. Additionally, flagman will be on-site full time to control truck traffic leaving the site and mitigate mud in the streets. During the demolition and pile driving phase, noise producing work will be performed during limited hours, 8:00 to 4:30, five days a week, to reduce noise disturbance to the neighbors. The contractor will provide communication to outreach to the neighborhood before construction begins and during major steps in the process to keep neighbors informed of construction activities and provide their access to site superintendents. LIFELONG INCREASE IN CLASSES – IMPACT ON TRAFFIC SRF Associates have provided supplementary information to address the comments submitted by the City of Ithaca Traffic Engineer regarding any anticipated additional trip generation by Lifelong. The report has been included in the attached supplemental documentation. On behalf of those involved, we look forward to reviewing the project with you and members of the Planning and Development Board at the May 23rd Planning Board meeting. Luminaire consists of upper housing element and cylindrical lens bonded to the bollard shaft. Cylindrical lens is clear acrylic with thickness of 0.16". Optical and electrical unit with machined aluminum cap installs into the luminaire from the top. The removable assembly is secured with a single stainless steel thumbscrew concealed within the bollard shaft and accessed via the hand hole. Single piece silicone gasket provides weather-tight seal when installed. Electrical quick disconnect facilitates ease of maintenance when removing or replacing the assembly. Flush mounted hand hole cover is plasma cut with kerf not to exceed 1/8" and includes triangular tamper-resistant locking device. Machined aluminum flange plate is 1/2" thick and welded to the shaft. There are currently nine social groups meeting weekly or monthly, and daily health and wellness classes meeting at varying times (http://www.tclifelong.org/activities/). It is reasonable to assume one to two additional activities in the new Community Room during the same time frame and evening community activities several times a week. The estimated trip generation and parking demand was assumed to be a conservative, worst case scenario. Each class was assumed to be attended by its maximum capacity per building code (50 attendees). On average, class sizes will be less. It is known, as stated in the Updated TDM Study, that class attendees are likely to travel via alternative modes of transportation (walking, bicycling, transit). Additionally, attendees may likely travel with one another, thus not count as a single-occupant vehicle (SOV); this Study assumed all attendees arriving via SOV. It was shown in the Study that during peak conservative operations, the existing parking supply within the study area can accommodate the projected demand. Lifelong attendees are directed to park further than the 400-foot survey area the Study observed, likely increasing the available parking supply. Many changes are non- substantive. Some site changes are of more significance, and are often the result of meeting various code requirements or project limitations. Some of these changes overlap with the changes asked for as part of the Conditions for Final Approval. The site changes include (starting at NW corner and moving clockwise): 1. Repositioning of bollards. 2. Shrinking of café areas along East State Street to create better access to doorways and to enable smoother pedestrian flow around street trees and lamps. Some of this was achieved by slight repositioning the doorways, some by reducing seating area. 3. Change in quantity of street lamps. Photometric studies for the site lighting, the on- building lighting, combined with the lighting across the street, showed that only 3 street lamps were necessary on East State Street, 2 new lamps necessary along East Green Street, and two lamps total on South Aurora Street. 4. The repositioning of streetlamps precipitated a repositioning of street trees to meet City of Ithaca tree spacing requirements. 5. 3 street-level intake vents have been added next to the building – two on East State Street and one on South Aurora Street. All have been designed with 6” curbs to mimic the foundation plantings. 6. Bike racks have been added along East State Street 7. Positions of foundation plantings along East State Street and South Aurora Street have shifted in response to columns shifting due to architectural changes. None of the shifts are more than 6” 8. The pedestrian connection from East Green Street to the far east side of the green roof has been altered to serve as an accessible egress per fire code. An additional egress stairway has been added to the far west of the green roof area, connecting the green roof to East Green Street. Grading has been adjusted accordingly. 9. The retaining wall dividing the garage entrance from the planted slop has been integrated with the egress stair. It, and the retaining wall on the other side of the garage entrance, have been moved 2’ from the driveway to allow for snow removal. 10. The required building generator has been moved from its position within the parking garage to a position on the southwest corner of the green roof area. This was necessary due to ventilation requirements. He generator will be placed behind a masonry and louver screening wall which has been designed to appear as an extension of the architecture while providing the necessary air flow. 11. The placement of the generator has led to a change in the planted area of the green roof and a relocation of bike racks. 12. The 4’ tall fence dividing the green roof area and the planted slope has been repositioned as a straight fence atop the foundation wall. 13. The switch gear box has been resized and repositioned, minimizing the size of the pad and creating a new position for the retaining wall. 14. Due to fire code limitations, occupiable space on roof terrace has been minimized through an increase in plantings. Ground Level, East State Street – Positioning of doors has been altered to match interior needs (entrance to residences, to commercial space, to fire control room). 2. Ground Level, East State Street – Louvers have been added. 3. Ground Level, East State Street and East Aurora Street – Awnings have been repositioned and on-building lighting has been moved down. 4. Ground Level, Aurora Street – Panel and door to right of stair tower has been eliminated. The panel has been replaced with an opening that contains doorways to both the stir tower and the utility room. This was done to comply with required door swing distance while staying within property line. 5. Garage entrance – Garage entrance has been designed with a split entrance/egress, with Nichiha panel extending down on the column separating the two sides. Ventilation has been cut into the area above the garage entrance lane. 6. Throughout – Windows have been altered. All windows follow the same dimensions along any given column of windows, but some columns have been widened, others narrowed. There are no substantive changes to the window to wall ratio of the building. 7. Rooftop – Mechanicals and PV panels have been arranged. Screening has been added where necessary. Perspective drawings have been produced to explore the views of the rooftop from various positions. 8. Rounded “nose” of building – a lighter panel color has been selected to clad the 7th floor as per recommendation. Nichiha panel color mix B has been specified for the back wall of the patios.
