PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDIX B OF THE CIVIL SERVICE RULES Commissioner Bantuvanis made a motion to open the public hearing on the proposal to amend Appendix B by adding the position of School Bus Mechanic/Bus Drivers to the Non-Competitive Class . Seconded by Commissioner Richardson. Motion carried 2-0 . No one appeared to speak on the proposed amendment. Commissioner Bantuvanis made a motion to close the public hearing. Seconded by Commissioner Richardson. Motion carried 2-0 . APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the November 15, 2000 meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0 . New Position Duties Statement and Adoption of Job Description: Information Technology - User Support Analyst The Commission reviewed and discussed a New Position Duties Statement from the Department of Information Technology and a proposed job description for User Support Analyst. Commissioner Richardson made a motion to classify the position as User Support Analyst and adopt the job description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: Information Technology - Senior Network Administrator The Commission reviewed and discussed a New Position Duties Statement from the Department of Information Technology and a proposed job description for Senior Network Administrator. Commissioner Richardson made a motion to classify the position as Senior Network Administrator and adopt the job description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 2- 0 . New Position Duties Statement: Information Technology - Administrative Secretary The Commission reviewed and discussed a New Position Duties Statement from the Department of Information Technology. Commissioner Richardson made a motion to classify the position as Administrative Secretary. Seconded by Commissioner Bantuvanis . Motion carried 2-0. Request to Amend Minimum Qualifications for Bus Driver TCAT Manager of Operations and Maintenance Nancy Oltz presented a request to amend the minimum qualifications for Bus Driver by eliminating the requirement for high school graduation. Ms. Oltz stated that the high school graduation requirement was originally implemented to ensure that candidates had appropriate reading and writing skills. With the implementation of the written test for Commercial Drivers ' Licenses, as well as the requirements of Section 19-A of the New York State Vehicle and Traffic Law, these skills will have already been demonstrated by the time the Civil Service Commission December 11, 2000 Page 3 candidates receive their Commercial Drivers ' Licenses . As a result, the high school graduation requirement is less critical, and is preventing otherwise qualified candidates from being considered. Qualified Bus Drivers with good safety and operating records are difficult to recruit; TCAT does not want to lose potential candidates due to the high school graduation requirement. After much discussion, Commissioner Richardson made a motion to amend the Bus Driver job description by adding a required "ability to read, write and understand written material" to the Full Performance Knowledges, Skills and Abilities section, and by eliminating the high school graduation/GED requirement as a minimum qualification. The new qualifications will read as follows : "MINIMUM QUALIFICATIONS: A. One (1) year of experience in driving a bus full-time; or B. One (1) year of experience in driving a school bus on a part-time basis. " The Special Requirements will remain the same. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . New Position Duties Statement: TCAT - Bus Drivers (2) The Commission reviewed and discussed a New Position Duties Statement for two new positions from TCAT. Commissioner Richardson made a motion to classify the positions as Bus Drivers . Seconded by Commissioner Bantuvanis. Motion carried 2-0. New Position Duties Statement: Ithaca City School District - Supervisor of Custodians The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Richardson made a motion to classify the position as Supervisor of Custodians . Seconded by Commissioner Bantuvanis . Motion carried 2-0 . Physical Performance Assessment - Report Deputy Director Saul reported to the Commission that grammatical changes and minor clarifications that were suggested by the Ithaca Fire Department were made to the document describing the Physical Performance Assessment that the Commission adopted at their November 15, 2000 meeting. The document changes did not impact the substance of the test . Seconded by Commissioner Richardson. Motion carried 2-0 . Harris of Syracuse, NY and Dr. Robert Seidenberg of Syracuse, NY as medical officers for a Section 72 proceeding that has been initiated. Seconded by Commissioner Bantuvanis . Motion carried 2- 0 .
