PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDIX B OF THE CIVIL SERVICE RULES Commissioner Bantuvanis made a motion to open the public hearing on the proposal to amend Appendix B by deleting the positions of Gorge Rangers (Seasonal) and Park Ranger (Seasonal) from the Non- competitive Class. Seconded by Commissioner Richardson. Motion carried 2-0 . No one appeared to speak on the proposed amendment . Commissioner Bantuvanis made a motion to close the public hearing. Seconded by Commissioner Richardson. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the October 11, 2000 meeting. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . NEW BUSINESS Adoption of Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules Commissioner Richardson made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on November 15, 2000 for the purpose of amending Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules by deleting the titles 'Gorge Rangers (Seasonal) " and "Park Ranger (Seasonal) ", and Civil Service Commission November 15, 2000 Page 2 WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed amendment into consideration, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the titles "Gorge Rangers (Seasonal) " and "Park Ranger (Seasonal) " be deleted from Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules. Seconded by Commissioner Bantuvanis . Motion carried 2-0. Revision of Pre-employment Physical Performance Assessment for Firefighters Fire Chief Wilbur and Assistant Fire Chief LaBuff presented a request to revise sections of the pre-employment Physical Performance Assessment (PPA) for firefighter candidates, to make it more similar to the Candidate Physical Ability Test (CPAT) administered by the State Fire Academy. New firefighters are now required to pass the CPAT as part of their state-mandated training. The revisions include modifications to some of the eight stations, and the establishment of an eighteen minute time limit for completion of the PPA. Currently, there is no time limit. The time limit for the NYS CPAT is ten minutes and twenty seconds. Chief Wilbur stated that the revised PPA will also be used to evaluate volunteer and bunker firefighters, to maintain consistency throughout the department . Chief Wilbur, Assistant Chief LaBuff and Volunteer Coordinator Lynch answered questions from the Commission. After further discussion, Commissioner Richardson made a motion to adopt and implement the revised version of the Physical Performance Assessment as proposed by the Ithaca Fire Department. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . Revision of Procedure for Administering Physical Performance Assessment for Firefighters Deputy Director Saul advised the Commission that the current procedure on record for the administration of medical and physical fitness tests to firefighter candidates is as follows : interviews, job offers, medical examination, physical performance assessment. Ms. Saul stated that she and Chief Wilbur have discussed this issue and agree that it would be advantageous to follow the same administrative procedure used for police officer candidates . The new procedure would be as follows : Civil Service Commission November 15, 2000 Page 3 1 . Physical Performance Assessment administered to eligible candidates 2 . Candidates who pass the PPA are interviewed 3 . Job offers are made, contingent upon the candidate meeting the medical standards 4 . Medical examinations are conducted Candidates would be required to provide a physician' s certification verifying that they are medically able to participate in the PPA, prior to the administration of the PPA. After discussion, Commissioner Richardson made a motion to revise the procedure for the administration of the Physical Performance Assessment as proposed. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . New Position Duties Statement and Revision of Job Description: Youth Bureau - Administrative Assistant The Commission reviewed and discussed a New Position Duties Statement from the Youth Bureau and proposed revisions to the Administrative Assistant job description. Commissioner Richardson made a motion to classify the position as Administrative Assistant and revise the job description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 2-0 . New Position Duties Statement and Adoption of Job Description: Youth Bureau - Receptionist The Commission reviewed and discussed a New Position Duties Statement from the Youth Bureau and a proposed job description for Receptionist. Commissioner Richardson made a motion to classify the position as Receptionist and adopt the job description as proposed. Seconded by Commissioner Bantuvanis . Motion carried 2-0. New Position Duties Statement: DPW - Working Supervisor - Sanitation (Temporary) The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works for a temporary position of Working Supervisor (Sanitation) . The permanent employee in this position will be retiring at the end of the year, and the department would like to hire a replacement in advance of the retirement to allow for training by the current incumbent. Commissioner Richardson made a motion to classify and authorize a temporary Working Supervisor - Sanitation position for the period November 15, 2000 through December 31, 2000 . Seconded by Commissioner Bantuvanis . Motion carried 2-0 . Civil Service Commission November 15, 2000 Page 4 New Position Duties Statement: DPW - Custodial Worker The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works . Commissioner Richardson made a motion to classify the position as Custodial Worker. Seconded by Commissioner Bantuvanis . Motion carried 2-0. Revision of Job Description: Facilities and Project Coordinator The Commission reviewed and discussed a request from the Ithaca City School District to revise the Facilities and Project Coordinator job description by updating the title of the immediate supervisor, amending the description of staff that are supervised by the position, and deleting two typical work activities that are not currently performed. After discussion, the Commission decided to leave the typical work activity "coordinates and facilitates school district compliance with applicable building and fire codes" in the job description, to allow the district the flexibility to reassign this work to the position in the future. Commissioner Richardson made a motion to adopt the revisions proposed by the Ithaca City School District, with the exception of the deletion of the typical work activity cited above. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . New Position Duties Statement and Adoption of Job Description: Ithaca City School District - School Bus Mechanic/Bus Driver The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District and the proposed job description for School Bus Mechanic/Bus Driver. Commissioner Richardson made a motion to classify the position as School Bus Mechanic/Bus Driver and adopt the job description as proposed. Seconded by Commissioner Bantuvanis . Motion carried 2-0. Authorization to Direct Public Hearing Commissioner Richardson made a motion to direct a public hearing on December 11, 2000 at 11 : 00 am for the purpose of amending the Civil Service Rules by adding the title of School Bus Mechanic/Bus Drivers to the Non-Competitive Class . Seconded by Commissioner Bantuvanis . Motion carried 2-0 . New Position Duties Statement: Ithaca City School District - Laborer The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Richardson made a motion to classify the position as Laborer. Seconded by Commissioner Bantuvanis . Motion carried 2-0. OLD BUSINESS Reclassification Request and Adoption of Job Description: Youth Bureau - Recreation Facilities Director Commissioner Bantuvanis made a motion to reclassify the Recreation Facilities Manager position to Recreation Facilities Director and to adopt the Recreation Facilities Director job description as proposed. Seconded by Commissioner Richardson. Motion carried 2- 0. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Richardson. Motion carried 2-0 .
