PUBLIC HEARING ON PROPOSED AMENDMENTS TO APPENDIX B OF THE CIVIL SERVICE RULES Commissioner Bantuvanis made a motion to open the public hearing on the proposals to amend Appendix B by adding the positions of Exam Monitors, Interns and Natural Area Rangers (Seasonal - May through September) to the Non-competitive Class . Seconded by Commissioner Richardson. Motion carried 2-0. No one appeared to speak on any of the proposed amendments . Commissioner Bantuvanis made a motion to close the public hearing. Seconded by Commissioner Richardson. Motion carried 2-0 . APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the April 10, 2000 meeting. Seconded by Commissioner Bantuvanis . Motion carried 2-0. NEW BUSINESS Resolution for Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules Commissioner Richardson made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on May 8, 2000 for the purpose of amending Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules by adding the title of Exam Monitors to the Non-Competitive Class, Civil Service Commission May 8, 2000 Page 2 WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the title of Exam Monitors be added to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules . Seconded by Commissioner Bantuvanis . Motion carried 2-0. Resolution for Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules Commissioner Richardson made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on May 8, 2000 for the purpose of amending Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules by adding the title of Interns to the Non-Competitive Class, WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the title of Interns be added to Appendix B (Non- Competitive Class) of the City of Ithaca Civil Service Rules. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Resolution for Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules Commissioner Richardson made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on May 8, 2000 for the purpose of amending Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules by adding the title of Natural Area Rangers (Seasonal - May through September) to the Non-Competitive Class, WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the title of Natural Area Rangers (Seasonal - May through September) be added to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules . Seconded by Commissioner Bantuvanis . Motion carried 2-0. Civil Service Commission May 8, 2000 Page 3 New Position Duties Statement: City Prosecutor' s Office - Deputy City Prosecutor The Commission reviewed and discussed a New Position Duties Statement from the City Prosecutor' s Office. Commissioner Richardson made a motion to classify the position as Deputy City Prosecutor. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . New Position Duties Statement: Ithaca Police Department - Payroll Clerk The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Police Department. Commissioner Richardson made a motion to classify the position as Payroll Clerk. Seconded by Commissioner Bantuvanis . Motion carried 2-0. Revision of Minimum Qualifications: Police Captain The Commission reviewed and discussed a request from the Police Chief to revise the open-competitive minimum qualifications for Police Captain so that they coincide with the promotional qualifications. The promotional qualifications require two years of experience as a second-line supervisor. The open-competitive qualifications, which were never revised following the implementation of the rank of Lieutenant in the Ithaca Police Department, only require first-line supervisory experience. Commissioner Richardson made a motion to revise the Police Captain qualifications to read as follows : "MINIMUM QUALIFICATIONS: Applicants must have at least five years of law enforcement experience, two of which must have been at the second-line supervisory level or above." Seconded by Commissioner Bantuvanis . Motion carried 2-0. New Position Duties Statement: Ithaca Housing Authority - Head Building Maintenance Mechanic The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Housing Authority. Commissioner Bantuvanis made a motion to classify the position as Head Building Maintenance Mechanic. Seconded by Commissioner Richardson. Motion carried 2-0. Civil Service Commission May 8, 2000 Page 4 Revision of Minimum Qualifications: Head Building Maintenance Mechanic While discussing the new Head Building Maintenance Mechanic position at the Ithaca Housing Authority, Commissioner Richardson questioned whether a high school diploma or GED should be a requirement for this position. Commissioner Richardson noted that the Commission has been requiring high school graduation or its equivalent for the majority of the other skilled trade positions, but does not currently require it for the Head Building Maintenance Mechanic position. The Commission discussed the issue and agreed that they should be consistent among similar positions . Commissioner Richardson made a motion to amend the minimum qualifications for Head Building Maintenance Mechanic by requiring that candidates be high school graduates, or possess a high school equivalency diploma. Seconded by Commissioner Bantuvanis. Motion carried 2-0 . New Position Duties Statement: Ithaca Youth Bureau - Youth Development Program Leader The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Youth Bureau. Commissioner Bantuvanis made a motion to classify the position as Youth Development Program Leader. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: Planning Department - Senior Environmental and Landscape Planner The Commission reviewed and discussed a New Position Duties Statement from the Planning Department and the proposed job description for Senior Environmental and Landscape Planner. Commissioner Richardson made a motion to classify the position as Senior Environmental and Landscape Planner and adopt the job description as proposed. Seconded by Commissioner Bantuvanis . Motion carried 2-0. OLD BUSINESS New Position Duties Statement and Adoption of Job Description: City Attorney' s Office Senior Associate Attorney This item remained tabled pursuant to the Mayor's request. Civil Service Commission May 8, 2000 Page 5 CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into executive session to discuss civil service examination matters . Seconded by Commissioner Richardson. Motion carried 2-0 . During executive session, the Commission took the following actions : Approval of Roster of Candidates for Examination Commissioner Richardson made a motion to approve the Roster of Candidates for the Automotive Mechanic Supervisor Examination #69- 515. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . Establishment of Eligible Lists Commissioner Richardson made a motion to establish the eligible lists listed below for the time period indicated. Seconded by Commissioner Bantuvanis. Motion carried 2-0 . The new expiration date will be June 8, 2002 . Seconded by Commissioner Bantuvanis . Motion carried 2-0.
