EXECUTIVE SESSION Commissioner Bantuvanis made a motion to go into executive session to discuss the qualifications of a candidate on an eligible list. Seconded by Commissioner Richardson. Motion carried 2-0. While in executive session, the Commission took no action regarding the candidate whose qualifications they discussed. CONTINUING BUSINESS The Commission remained in executive session to discuss civil service examination matters . While in executive session, the Commission took the following actions : Establishment of Eligible Lists Commissioner Richardson made a motion to establish the eligible lists listed below for the time period indicated. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . NEW BUSINESS Revision of Job Description and Change in Title: Gorge Ranger to Natural Area Ranger The Commission reviewed and discussed proposed revisions to the Gorge Ranger job description. The job content remains the same, but the area in which the work is performed is being expanded from the Six Mile Creek Gorge to any City-owned natural area. The job title will be changed from Gorge Ranger to Natural Area Ranger to reflect this change. Commissioner Richardson made a motion to change the title of Gorge Ranger to Natural Area Ranger and adopt the revised job description. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . New Position Duties Statement: Youth Bureau — Principal Account Clerk The Commission reviewed and discussed a New Position Duties Statement from the Youth Bureau. Commissioner Richardson made a motion to classify the position as Principal Account Clerk. Seconded by Commissioner Bantuvanis . Motion carried 2-0. Adoption of Job Description: Exam Monitor The Commission reviewed and discussed a proposed job description for Exam Monitor. Commissioner Richardson made a motion to adopt the job description as proposed. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . Adoption of Job Description: Intern The Commission reviewed and discussed a proposed job description for Intern. Commissioner Richardson made a motion to adopt the job description as proposed. Civil Service Commission April 10, 2000 Page 6 Motion to Direct Public Hearing Commissioner Richardson made a motion to direct a public hearing to amend Appendix B of the Civil Service Rules by adding the positions of Natural Area Rangers (May through September) , Exam Monitors, and Interns to the non-competitive class . The public hearing will be held on Monday, May 8, 2000 at 11 : 00 am. Seconded by Commissioner Bantuvanis . Motion carried 2-0. Revision of Minimum Qualifications: Account Clerk, Account Clerk- Stenographer, Account Clerk-Typist and Payroll Clerk The Commission reviewed and discussed the minimum qualifications for the positions tested for through the Entrance-Level Account- keeping Examination. The positions of Account Clerk, Account Clerk-Stenographer, Account Clerk-Typist and Payroll Clerk all currently require prior experience or specialized education, although they are entry-level jobs . As a result, there is currently no avenue through which an individual can begin a career in the account-keeping field with any of the agencies under the jurisdiction of the Commission. All of these positions require a written examination which tests candidate math skills, and the positions requiring typing and stenography require performance tests in these areas as well. Commissioner Richardson made a motion to amend the minimum qualifications for the positions of Account Clerk, Account Clerk-Stenographer, Account Clerk-Typist and Payroll Clerk by eliminating the current requirements. As a result, there will be no educational or experiential prerequisites for these entry-level positions . The required skills will be tested for through the examination process. Seconded by Commissioner Bantuvanis . Motion carried 2-0. Revision of Minimum Qualifications : Director of Information Technology Deputy Human Resources Director Saul reported that the current recruitment effort for the Director of Information Technology yielded few candidates who met the minimum qualifications for the position. The search did yield a number of candidates that the search committee was interested in interviewing and viewed as having sufficient backgrounds to succeed in the position. Ms . Saul stated that she and Human Resources Director Schelley Michell-Nunn discussed the situation and felt that the existing minimum qualifications should be re-examined. Revised qualifications are proposed as follows : Civil Service Commission April 10, 2000 Page 7 A) Graduation from a regionally accredited or NYS registered college or university with a Bachelor' s degree in Computer Science, Information Systems Management, or a closely related field with similar course curriculum and three (3) years of full-time paid experience, or its part-time paid equivalent, in the management and support of complex heterogeneous, networked microcomputer/workstation computer systems, including IBM-PC compatible systems, Macintosh systems, DOS, Windows and Novell Netware; or B) Graduation from a regionally accredited or NYS registered college or university with a Bachelor' s degree and five (5) years of full-time paid experience, or its part-time paid equivalent, in the management and support of complex heterogeneous, networked microcomputer/workstation computer systems, including IBM-PC compatible systems, Macintosh systems, DOS, Windows and Novell Netware; or C) Graduation from a regionally accredited or NYS registered college or university with an Associate' s degree in Computer Science, Information Systems Management, or a closely related field with similar course curriculum and five (5) years of full-time paid experience, or its part-time paid equivalent, in the management and support of complex heterogeneous, networked microcomputer/workstation computer systems, including IBM-PC compatible systems, Macintosh systems, DOS, Windows and Novell Netware; or D) Graduation from a regionally accredited or NYS registered college or university with an Associate' s degree and seven (7) years of full-time paid experience, or its part-time paid equivalent, in the management and support of complex heterogeneous, networked microcomputer/workstation computer systems, including IBM-PC compatible systems, Macintosh systems, DOS, Windows and Novell Netware; or E) An equivalent combination of training and experience as defined by the limits of (A) , (B) , (C) and (D) . After discussion, Commissioner Richardson made a motion to adopt the proposed new qualifications. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . Civil Service Commission April 10, 2000 Page 8 New Position Duties Statement: City Attorney' s Office - Senior Associate Attorney Commissioner Richardson made a motion to table this item until the next meeting because further information and a draft job description are needed. Seconded by Commissioner Bantuvanis . Motion to table carried 2-0 . With no further business, the meeting was adjourned at 12 : 15 pm.
