APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the February 15, 2000 meeting. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . NEW BUSINESS New Position Duties Statement: Building Department - Housing Inspector The Commission reviewed and discussed a New Position Duties Statement from the Building Department. Commissioner Richardson made a motion to classify the position as Housing Inspector. Seconded by Commissioner Bantuvanis. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: Youth Bureau - Recreation Specialist The Commission reviewed and discussed a New Position Duties Statement from the Youth Bureau and a proposed new job description for Recreation Specialist. The new job description reflects positions performing general recreation duties. The classification is distinguished from Recreation Specialist (Special Populations) and Recreation Specialist (Group of Classes) in that there is no particular area of specialization within the recreation field. Commissioner Bantuvanis made a motion to classify the position as Recreation Specialist and adopt the job description as proposed. Seconded by Commissioner Richardson. Motion carried 2-0. 1 Civil Service Commission March 13, 2000 Page 2 Civil Service Examination Fees The Commission reviewed and discussed the New York State Department of Civil Service' s increase in examination fees. The increase will become effective for exams held on or after June 1, 2000 . The Commission reviewed the City' s examination history for the past ten years, and the estimated impact of the increased fees . With the exception of the entry-level Police Officer and Firefighter exams, the impact of the increased fees is minimal and should be able to be absorbed within the existing budget. The Police Officer and Firefighter exams are not scheduled to be offered again until 2002, and the fees will not be due until 2003, so the increased cost for these exams will not impact the 2000, 2001 or 2002 budgets . Additionally, the City has been experiencing recruitment difficulties over the past few years due to the low salaries offered for positions in the CSEA Administrative Unit bargaining unit. The implementation of application fees for exams for positions represented by CSEA will create additional recruitment obstacles . The Commission decided not to pursue the implementation of application fees at this time. The Commission may choose to discuss the implementation of application fees at a date closer to the administration of the Police Officer and Firefighter exams . CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into executive session to discuss civil service examination matters . Seconded by Commissioner Richardson. Motion carried 2-0 . During executive session, the Commission took the following actions : Approval of Roster of Candidates for Examination Commissioner Richardson made a motion to approve the Roster of Candidates for the Deputy Police Chief Examination #61-223. Seconded by Commissioner Bantuvanis . Motion carried 2-0. Establishment of Eligible List Commissioner Richardson made a motion to establish the Senior Account Clerk-Typist eligible list #69-875 for one year. Seconded by Commissioner Bantuvanis .
