Baker Commissioner Bantuvanis called the meeting to order at 11 : 33 am. APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the December 13, 1999 meeting. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . NEW BUSINESS New Position Duties Statement: Building Department - Code Enforcement Officer (temporary) The Commission reviewed and discussed a New Position Duties Statement from the Building Department for a temporary, part-time (20 hour/week) position. The position will exist for three months . Commissioner Richardson made a motion to classify the position as Code Enforcement Officer. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . New Position Duties Statement and Adoption of Job Description: DPW/Water and Sewer - Environmental Analyst The Commission reviewed and discussed a New Position Duties Statement from the Water and Sewer Division of the Department of Public Works and a proposed new job description for Environmental Analyst . Commissioner Richardson made a motion to classify the position as Environmental Analyst and adopt the job description as proposed. Seconded by Commissioner Bantuvanis . Motion carried 2- 0 . Civil Service Commission January 18, 2000 Page 2 Request to Change Title - City Attorney' s Office The Commission reviewed and discussed a request from City Attorney Mariette Geldenhuys to change the title of the Legal Associate position in her office to Associate Attorney" . The Legal Associate title has created confusion, because it is unclear to the legal community whether the position is a paralegal position or an attorney position. The scope of the position, its duties and responsibilities, and its salary will not change . Commissioner Bantuvanis made a motion to change the title of the Legal Associate position to Associate Attorney. The remainder of the job description will remain unchanged. Seconded by Commissioner Richardson. Motion carried 2-0 . Request to Amend Minimum Qualifications for Principal Account Clerk Deputy Human Resources Director Saul presented the Commission with a request to amend the minimum qualifications for Principal Account Clerk by deleting the requirement of prior supervisory experience . This requirement reduces the pool of qualified applicants and, as none of the Principal Account Clerks under the jurisdiction of the Commission currently supervise subordinate staff, the requirement is not necessary for successful performance in the position. The amount of required accountkeeping experience will remain the same. Commissioner Bantuvanis made a motion to amend the minimum qualifications for Principal Account Clerk by deleting the requirement of prior supervisory experience. Seconded by Commissioner Richardson. Motion carried 2-0 . OLD BUSINESS New Position Duties Statement: DPW/Engineering Office - Permit Clerk The Commission reviewed and discussed a New Position Duties Statement from the Engineering Office of the Department of Public Works . Commissioner Richardson made a motion to classify the position as Permit Clerk. Seconded by Commissioner Bantuvanis . Motion carried 2-0 . COMMENTS TO THE COMMISSION William R. Baker addressed the Commission to express his concern about the Commission accepting and acting on items not listed on the published agenda. Mr. Baker stated that he does not think it is appropriate for the Commission to act on such items . When items Civil Service Commission January 18, 2000 Page 3 are not listed on the agenda, the public is not notified of the items and there is no opportunity for interested parties to address the Commission on items of interest or concern to them. As an example, Mr. Baker cited several new position requests from the Department of Public Works that did not appear on the agenda for the December 1999 meeting, but which were acted on at the meeting. Mr. Baker stated that he thinks it is more appropriate for the Commission to hold last minute items over until the following meeting, to afford the public the opportunity to attend the meeting and speak on the items . The Commissioners thanked Mr. Baker for bringing this concern to their attention. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into executive session to discuss civil service examination matters . Seconded by Commissioner Richardson. Motion carried 2-0 . During executive session, the Commission took the following actions : Approval of Rosters of Candidates for Examination Commissioner Richardson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Bantuvanis . Motion carried 2-0 .
