Home My WebLink AboutMN-CSC-2001-12-06 CIVIL SERVICE COMMISSION Regular Meeting December 6, 2001 Commissioners Present: Commissioner Richardson, Commissioner Eastman, Commissioner Thompson Staff Present: Valerie Saul (Deputy Director of Human Resources), Phyllis Radke (Building Commissioner), Allen Green (Acting Deputy Youth Bureau Director) Commissioner Richardson called the meeting to order at 9:36 am. APPROVAL OF MINUTES Commissioner Eastman made a motion to approve the minutes of the November 1, 2001 meeting. Seconded by Commissioner Thompson. Motion carried 3-0. NEW BUSINESS Revision of Job Description - Affirmative Action Officer The Commission reviewed and discussed a request from the Ithaca City School District to amend the qualifications for the Affirmative Action Officer position to allow relevant graduate education to be substituted for up to two (2) years of the required experience. The Commission discussed the appropriateness of the proposed qualifications. The Commission expressed concern that the request to amend the qualifications came at the end of the search process, and that the request is in part prompted by the fact that the chosen candidate does not meet the current minimum qualifications. Commissioner Thompson made a motion to table the request until the next meeting and to invite the Ithaca City School District to the next meeting to address the Commission's concerns that the qualifications were being tailored to a specific individual. Seconded by Commissioner Eastman. Motion to table carried 3-0. New Position Duties Statement: Building Department - Typist The Commission reviewed and discussed a New Position Duties Statement from the Building Department. Commissioner Thompson made a motion to classify the position as Typist. Seconded by Commissioner Eastman. Motion carried 3-0. Civil Service Commission December 6, 2001 Page 2 New Position Duties Statement: Department of Public Works (Water and Sewer) - Truck Driver Commission Thompson made a motion to table this item pending the receipt of the New Position Duties Statement. Seconded by Commissioner Eastman. Motion to table carried 3- 0. New Position Duties Statement: Youth Bureau - Youth Development Program Leader (2) The Commission reviewed and discussed a New Position Duties Statement from the Youth Bureau for two new positions. One position will replace a vacant Youth Worker position in the Youth Employment Service. The other position will replace a vacant Volunteer Coordinator position in the Big Brother/Big Sister Program. Commissioner Eastman made a motion to classify the two positions as Youth Development Program Leaders. Seconded by Commissioner Thompson. Motion carried 3-0. Revision of Job Description - Administrative Assistant (Financial Management) The Commission reviewed and discussed a request from GIAC Director Marcia Fort to amend the qualifications for Administrative Assistant (Financial Management) by deleting the requirement for previous supervisory experience. Neither the position at GIAC nor the positions in other City departments have supervisory responsibilities currently assigned to them. The requirement for supervisory responsibility is impeding recruitment efforts, so Ms. Fort asked that it be eliminated. Commissioner Thompson made a motion to revise the Administrative Assistant (Financial Management) job description as requested. Seconded by Commissioner Eastman. Motion carried 3-0. New Position Duties Statement: Ithaca City School District - Senior Typist PT The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District for a new part-time position in the Superintendent's Office. Commissioner Thompson made a motion to classify the position as Senior Typist. Seconded by Commissioner Eastman. Motion carried 3-0. CONTINUING BUSINESS Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During executive session, the Commission took the following actions: r , Civil Service Commission December 6, 2001 Page 3 Establishment of Eligible List Commissioner Thompson made a motion to establish the Permit Clerk Eligible List #71-230 for one year. Seconded by Commissioner Eastman. Motion carried 3-0. Addition of Names to Continuous Recruitment Eligibility Lists Commissioner Thompson made a motion to add the names listed below to the continuous recruitment eligible lists indicated for a one year period. Seconded by Commissioner Richardson. Motion carried 3-0.
