INTRODUCTION OF NEW COMMISSIONER The Commission and staff welcomed Commissioner Thompson to the Commission. ELECTION OF CHAIRPERSON Commissioner Thompson made a motion to elect Commissioner Richardson as Chairperson of the Commission. Seconded by Commissioner Richardson. Motion carried 2-0 . APPRECIATION OF COMMISSIONER BANTUVANIS' SERVICE Commissioner Richardson asked that the minutes note the Commission' s recognition and appreciation of former Commissioner Ann Bantuvanis ' years of service . and work on the Civil Service Commission. The Commission extends their gratitude and best wishes to Ms. Bantuvanis . MEETING SCHEDULE The Commission established their regular meeting time as the first Thursday of each month, at 9: 30 a.m. The Commission will begin meeting according to this schedule on Thursday, April 5, 2001 . APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes of the January 8, 2001 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. Civil Service Commission February 26, 2001 Page 2 NEW BUSINESS Executive Session Commissioner Richardson made a motion to go into executive session to discuss a personnel matter. Seconded by Commissioner Thompson. Motion carried 2-0 . After executive session, the Commission took the following action: New Position Duties Statement: Building Commissioner The Commission reviewed a New Position Duties Statement submitted by the Mayor. Commissioner Richardson made a motion to classify the position as Building Commissioner. Seconded by Commissioner Thompson. Motion carried 2-0 . Authorization to Direct Public Hearing Commissioner Richardson made a motion to direct a public hearing for Thursday, April 5, 2001 at 9: 30am, for the purpose of amending the Civil Service Rules by adding a second position of Building Commissioner to the Unclassified Service. Seconded by Commissioner Thompson. Motion carried 2-0 . New Position Duties Statement and Adoption of Job Description: Human Resources - Manager of Organizational Development The Commission reviewed and discussed a New Position Duties Statement from the Human Resources Department and a proposed job description for Manager of Organizational Development. Commissioner Richardson made a motion to classify the position as Manager of Organizational Development and adopt the job description as proposed. Seconded by Commissioner Thompson. Motion carried 2- 0. New Position Duties Statement: Planning Department - Planner II The Commission reviewed and discussed a New Position Duties Statement from the Planning Department. The position is a part- time (20 hr/wk) position. Commissioner Richardson made a motion to classify the position as Planner II . Seconded by Commissioner Thompson. Motion carried 2-0. New Position Duties Statement: Planning Department - Environmental and Landscape Planner The Commission reviewed and discussed a New Position Duties Statement from the Planning Department. The position is a part- time (20 hr/wk) position. Commissioner Richardson made a motion to classify the position as Environmental and Landscape Planner. Acari by Commissioner Thompson. Civil Service Commission February 26, 2001 Page 3 New Position Duties Statement and Adoption of Job Description: Controller's Office - Financial Systems Coordinator The Commission reviewed and discussed a New Position Duties Statement from the Controller' s Office and a proposed job description for Financial Systems Coordinator. Commissioner Richardson made a motion to classify the position as Financial Systems Coordinator and adopt the job description as proposed. Seconded by Commissioner Thompson. Motion carried 2-0. New Position Duties Statement: ICSD - Senior Typist The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Richardson made a motion to classify the position as Senior Typist. Seconded by Commissioner Thompson. Motion carried 2-0. Revision of Water Treatment Plant Operator Job Description The Commission reviewed and discussed a request from the Department of Public Works to revise the Water Treatment Plant Operator job description. The main revisions are to the minimum qualifications . DPW is requesting that the qualifications be upgraded to reflect the current New York State licensing requirements . Commissioner Richardson made a motion to revise the Water Treatment Plant Operator job description as requested. Seconded by Commissioner Thompson. Motion carried 2-0 . New Position Duties Statement: DPW - Account Clerk-Typist The Commission reviewed and discussed a New Position Duties Statement from the Streets and Facilities Division of the Department of Public Works . Commissioner Thompson made a motion to classify the position as Account Clerk-Typist. Seconded by Commissioner Richardson. Motion carried 2-0 . Revision of City Environmental Engineer Job Description The Commission reviewed and discussed a request from Superintendent of Public Works Bill Gray to retitle and revise the City Environmental Engineer job description that the Commission adopted at their last meeting. Superintendent Gray requested that the position be retitled as Environmental Engineer and that the scope of the position be reduced. The position will not exercise supervision over the Water and Wastewater Treatment Plants, although it may provide engineering support and guidance for these facilities. Additionally, a professional engineer' s license will not be required for this position. Commissioner Thompson made a motion to adopt the revised job description of Environmental Engineer as proposed. Seconded by Commissioner Richardson. Motion 9-n Civil Service Commission February 26,2001 Page 4 Approval of Annual Report The Commission reviewed and discussed the 2000 Annual Report to the State Civil Service Department. Commissioner Thompson made a motion to approve the annual report for submission to the State. Seconded by Commissioner Richardson. Motion carried 2-0 . OLD BUSINESS Request To Waive Residency Requirement The Commission reviewed and discussed the request from the Department of Public Works to waive the Tompkins County residency requirement for the current Junior Engineer vacancy. The specialized position requirements and tight labor market will make it difficult to fill this position. After discussion, Commissioner Thompson made a motion to waive the Tompkins County residency requirement for the current Junior Engineer vacancy and for the next examination that will be conducted to permanently fill this vacancy. Seconded by Commissioner Richardson. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss an employee medical situation and civil service examination matters . Seconded by Commissioner Thompson. Motion carried 2-0 . During executive session, the Commission took the following actions : Designation of Section 72 medical officer Commissioner Thompson made a motion to designate Dr. Jenifer Rich of Syracuse, NY as medical officer for a Section 72 proceeding that has been initiated. Seconded by Commissioner Richardson. Motion carried 2-0 .
