CIVIL SERVICE COMMISSION Regular Meeting July 11, 2002 Commissioners Present: Commissioner Richardson, Commissioner Eastman, Commissioner Thompson Staff Present: Valerie Saul (Deputy Director of Human Resources), Schelley Michell- Nunn (Director of Human Resources) Commissioner Richardson called the meeting to order at 9:40 am. APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes of the June 6, 2002 meeting. Seconded by Commissioner Eastman. Motion carried 3-0. NEW BUSINESS Request to Waive Residency Requirement for Police Officer Exam The Commission reviewed a request from the Mayor to waive the contiguous county residency requirement for the upcoming Police Officer examination. The Police Department would like to conduct a targeted recruitment drive to diversify its applicant pool for the exam. The Department needs the flexibility to go outside the contiguous counties to reach targeted applicant pools. After discussion, Commissioner Thompson made a motion to waive the residency requirement for the 2002 Police Officer examination. Seconded by Commissioner Eastman. Motion carried 3-0. Revision of Certification Requirements for Lifeguard, Head Lifeguard, Assistant Recreation Supervisor, and Recreation Supervisor Deputy Director of Human Resources Saul informed the Commission that the American Red Cross no longer issues separate certifications for Community/Standard First Aid and Lifeguard Training. The curriculum for both topics is now incorporated into the Lifeguard Training certification. Both certifications are currently listed as individual requirements for the positions of Lifeguard, Head Lifeguard, Assistant Recreation Supervisor and Recreation Supervisor. Commissioner Eastman made a motion to revise the special requirements for Lifeguard, Head Lifeguard, Assistant Recreation Supervisor and Recreation Supervisor by deleting the requirement for a Community/Standard First Aid certification. The Lifeguard Training certification requirement will remain in place. Seconded by Commissioner Thompson. Motion carried 3-0. Approval of Personnel Transactions Civil Service Commission July 11, 2002 Page 2 New Position Duties Statement and Adoption of Job Description: Ithaca City School District - Director of Information and Instructional Technology The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District and the proposed job description for Director of Information and Instructional Technology. Commissioner Thompson made a motion to classify the position as Director of Information and Instructional Technology and adopt the job description as proposed. Seconded by Commissioner Eastman. Motion carried 3-0. New Position Duties Statement: Ithaca City School District - Groundskeeper The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Thompson made a motion to classify the position as Groundskeeper. Seconded by Commissioner Eastman. Motion carried 3-0. Request to Amend Minimum Qualifications - Affirmative Action Officer The Commission reviewed and discussed a request from the Ithaca City School District to revise the minimum qualifications for the position of Affirmative Action Officer. The District has had difficulty recruiting for the position and is requesting that the qualifications be revised to broaden the applicant pool. The District has also increased the salary range for the position, to attract more qualified applicants. The proposed qualifications for the position are as follows: Minimum Qualifications: A. Graduation from a NYS registered or regionally accredited college or university with a graduate degree in a field functionally related to human resources, recruitment and retention, community outreach, equal opportunity and/or affirmative action, or law AND one (1) year of full-time paid experience, or its part- time paid equivalent, in a position with responsibilities in the fields of human resources, recruitment and retention, community outreach, equal employment opportunity and/or affirmative action; or B. Graduation from a NYS registered or regionally accredited college or university with a Bachelor's Degree AND three (3) years of full-time paid experience, or its part-time paid equivalent, in a position with responsibilities in the fields of human resources, recruitment and retention, community outreach, equal employment opportunity and/or affirmative action; or C. Graduation from a NYS registered or regionally accredited college with an Associate's Degree AND five (5) years of full-time paid experience, or its part-time paid equivalent, in a position with responsibilities in the fields of human resources, Civil Service Commission July 11, 2002 Page 3 recruitment and retention, community outreach, equal employment opportunity and/or affirmative action; or D. An equivalent combination of training and experience as defined by the limits of (A), (B), and (C) above. Commissioner Thompson made a motion to revise the minimum qualifications for Affirmative Action Officer as requested by the Ithaca City School District. Seconded by Commissioner Eastman. Motion carried 3-0. New Position Duties Statement and Adoption of Job Description: Human Resources Department - Education and Training Coordinator The Commission reviewed and discussed a New Position Duties Statement from the Human Resources Department and the proposed job description for Education and Training Coordinator. Commissioner Eastman made a motion to classify the position as Education and Training Coordinator and adopt the job description as proposed. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statement and Adoption of Job Description: City Administrator The Commission reviewed and discussed a New Position Duties Statement and the proposed job description for City Administrator. Director of Human Resources Michell-Nunn updated the Commission on the status of the creation of a City Administrator position. Commissioner Thompson made a motion to classify the position as City Administrator and adopt the job description as proposed. The position will be allocated to a jurisdictional class at the next meeting. Seconded by Commissioner Eastman. Motion carried 3-0. CONTINUING BUSINESS Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During executive session, the Commission took the following actions: Establishment of Eligible List Commissioner Thompson made a motion to establish the Facilities and Project Coordinator Eligible List #66-339 for a two year period. Seconded by Commissioner Eastman. Motion carried 3-0.
