EARING ON PROPOSED AMENDMENT TO APPENDIX B OF THE CIVIL SERVICE ROLES Commissioner Richardson made a motion to open the public hearing on the proposal to amend the Civil Service Rules by adding a second position of Assistant City Attorney to the non- competitive class and designating the position as requiring the performance of functions influencing policy. Seconded by Commissioner Eastman. Motion carried 2-0. No one appeared to speak on the proposed amendment. Commissioner Richardson made a motion to close the public hearing. Seconded by Commissioner Eastman. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Eastman made a motion to approve the minutes of the March 27, 2002 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. Reclassification Requests: Ithaca City School District - Clerks (2) to Typists (2) 2. New Position Duties Statement: Building Department - Senior Plan Examiner Continuing Business 1. Approval of Rosters of Candidates for Examinations 2. Establishment of Eligible Lists 3. Addition of Names to Continuous Recruitment Eligibility Lists 4. Approval of Personnel Transactions Civil Service Commission May 2, 2002 Page 2 WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the title of Assistant City Attorney which is currently allocated to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules be amended to read "Assistant City Attorneys (2)" and be it further RESOLVED, that pursuant to Section 42(2)(a) of the New York State Civil Service Law, the title of Assistant City Attorney which is currently designated as a position which requires the performance of functions influencing policy be amended to read "Assistant City Attorneys (2)". Seconded by Commissioner Richardson. Motion carried 2-0. Request to Amend Youth Bureau Director Minimum Qualifications Deputy Director of Human Resources Saul presented a request to update the minimum qualifications for the position of Youth Bureau Director to make them more consistent with the minimum qualifications of other managerial positions. The Youth Bureau Director position is currently vacant. The Human Resources Department is proposing the following minimum qualifications: A. Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Social Work, Psychology, Education, Recreation, or Public Administration or a closely related field with similar course curriculum and three (3)years of full-time paid experience, or its part-time paid and/or volunteer equivalent, working in a human services agency, recreation department or an educational environment, at least two (2)years of which must have involved the supervision of staff engaged in the provision of direct services to clientele; or B. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and five (5) years of full-time paid experience, or its part-time paid and/or volunteer equivalent, working in a human services agency, recreation department or an educational environment, at least two (2) years of which must have involved the supervision of staff engaged in the provision of direct services to clientele; or C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above. Commissioner Richardson made a motion to amend the Youth Bureau Director minimum qualifications as proposed. Seconded by Commissioner Eastman. Motion carried 2-0. Civil Service Commission May 2, 2002 Page 3 Request to Cancel Open-Competitive Police Sergeant Examination - Mayor The Commission reviewed a request from Mayor Cohen to cancel the open-competitive Police Sergeant examination scheduled for June 22, 2002. The Human Resources Department received information from the New York State Civil Service Department indicating that all of the entry-level requirements for a police officer, including the age limit, would apply to all candidates for an open-competitive police sergeant examination. As a result, all candidates aged 35 or older would be ineligible to participate in the examination. Because the Mayor did not intend to exclude any current IPD officers from participating in the exam, the Mayor is requesting that the open-competitive exam be cancelled. Commissioner Richardson made a motion to cancel the open-competitive Police Sergeant examination scheduled for June 2002. Seconded by Commissioner Eastman. Motion carried 2-0. CONTINUING BUSINESS Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Eastman. Motion carried 2-0. During executive session, the Commission took the following actions: Approval of Rosters of Candidates for Examination Commissioner Eastman made a motion to approve the Roster of Candidates for the Facilities and Project Coordinator Examination #66-339. Seconded by Commissioner Richardson. Motion carried 2-0. Establishment of Eligible Lists Commissioner Richardson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Eastman. Motion carried 2-0.
