Commissioner Richardson called the meeting to order at 9:32 am.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes of the March 7, 2002
meeting. Seconded by Commissioner Eastman. Motion carried 3-0.
NEW BUSINESS
New Position Duties Statement: DPW/Water and Sewer - Wastewater Treatment Plant
Operator Trainee
The Commission reviewed and discussed a New Position Duties Statement from the Water
and Sewer Division of the Department of Public Works. Commissioner Thompson made a
motion to classify the position as Wastewater Treatment Plant Operator Trainee. Seconded
by Commissioner Eastman. Motion carried 3-0.
New Position Duties Statement: City Attorney's Office - Assistant City Attorney
The Commission reviewed and discussed a New Position Duties Statement from the City
Attorney's Office. Commissioner Thompson made a motion to classify the position as
Assistant City Attorney. Seconded by Commissioner Eastman. Motion carried 3-0.
Authorization to Direct Public Hearing to Amend Civil Service Rules
Commissioner Thompson made a motion to direct a public hearing for Thursday, May 2, 2002
at 9:30 am for the purpose of amending the Civil Service Rules by adding a second position of
Assistant City Attorney to the non-competitive class and designating the position as policy-
influencing. Seconded by Commissioner Eastman. Motion carried 3-0.

New Position Duties Statement and Adoption of Job Description: Ithaca Housing
Authority - Deputy Executive Director
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
Housing Authority and a proposed job description for Deputy Executive Director - Ithaca
Housing Authority. Commissioner Richardson made a motion to classify the position as
Deputy Executive Director - Ithaca Housing Authority and adopt the job description as
proposed. Seconded by Commissioner Thompson. Motion carried 3-0.
New Position Duties Statement and Adoption of Job Description: Ithaca Housing
Authority - Director of Facilities and Maintenance
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca
Housing Authority and a proposed job description for Director of Facilities and Maintenance.
Commissioner Richardson made a motion to classify the position as Director of Facilities and
Maintenance and adopt the job description as proposed. Seconded by Commissioner
Thompson. Motion carried 3-0.
Request to Waive Residency Requirement for Firefighter Exam
Fire Chief Brian Wilbur presented a request to waive the Tompkins County residency
requirement for the upcoming Firefighter examination. Fire Chief Wilbur stated that the
Ithaca Fire Department has undertaken several initiatives to diversify the department, but
has not been successful in doing so. Chief Wilbur stated that IFD would like to try a new
approach and specifically target students in college Fire Science programs in an effort to
diversify the department. There are no such college programs locally, so Chief Wilbur is
requesting that residency requirements be waived for the exam to allow recruitment at
appropriate campuses. After discussion, Commissioner Eastman made a motion to waive the
residency requirement for the 2002 Firefighter examination. Seconded by Commissioner
Thompson. Motion carried 3-0.
Old Business
Request for Open-Competitive Police Sergeant Examination - Mayor
The Commission reviewed Mayor Cohen's request to conduct an open-competitive Police
Sergeant examination in June 2002 and took comment on the subject.

In addition, the Commission received nineteen (19) letters in opposition to the request and no
letters in favor of the request.
Extensive discussion occurred on the request. Commissioner Thompson made a motion to
conduct an open-competitive Police Sergeant examination, with no residency requirements, in
June 2002. Seconded by Commissioner Eastman. Motion carried 3-0.
CONTINUING BUSINESS
Commissioner Richardson made a motion to go into executive session to discuss civil service
examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During
executive session, the Commission took the following actions:
Approval of Rosters of Candidates for Examination
Commissioner Thompson made a motion to approve the Roster of Candidates for Examination
for the Maintenance Supervisor (Recreational Facilities) Examination No. 70-079. Seconded
by Commissioner Richardson. Motion carried 3-0.
Addition of Names to Continuous Recruitment Eligibility Lists
Commissioner Thompson made a motion to add the names listed below to the continuous
recruitment eligible lists indicated for a one year period. Seconded by Commissioner
Richardson. Motion carried 3-0.
