Commissioner Richardson called the meeting to order at 9:37 am.
PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDICES OF THE CIVIL
SERVICE RULES
Commissioner Richardson made a motion to open the public hearing on the proposal to amend
the Civil Service Rules by deleting the positions of Arts Program Supervisor, Ithaca
Activities and Cultural Coordinator and Planner IV (PT) from the Non-competitive Class, by
deleting the position of Sanitation Men from the Labor Class, and by deleting the positions of
Fire Commissioners, Members of the Planning Board, Police Commissioner and Public Works
Commissioners from the Unclassified Service. Seconded by Commissioner Thompson. Motion
carried 2-0.
No one appeared to speak on the proposed amendment.
Commissioner Richardson made a motion to close the public hearing. Seconded by
Commissioner Thompson. Motion carried 2-0.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes of the February 7, 2002
meeting. Seconded by Commissioner Richardson. Motion carried 2-0.
NEW BUSINESS
Request for Open-Competitive Police Sergeant Examination - Mayor
Mayor Cohen presented a request to conduct an open-competitive Police Sergeant
examination in June 2002. The Mayor stated that his request was based on the following
reasons:

1. To create a wider, more diverse pool of applicants
2. To allow for the establishment of a City resident list
Mayor Cohen stated that his request was a diversification effort and was not intended as a
slight to current IPD officers.
PBA President Doug Wright stated that the IPD officers oppose the Mayor's request for an
open-competitive Police Sergeant exam. Sergeant Wright stated that their opposition is
based on the following reasons:
1. A large, diverse internal pool of candidates already exists. The pool includes
officers of color and female officers.
2. IPD has spent several years trying to diversify the department and now the
officers that were recruited are being told that they're not good enough to be
promoted.
3. The request is destructive to departmental morale.
4. There is no guarantee that an expanded open-competitive list will create a more
diverse list.
5. An open-competitive list will bring in officers from outside of the community, who
are unfamiliar with the community, and will put them in supervisory roles.
The Commission heard additional comments from other PBA representatives. Commissioner
Thompson made a motion to post the Mayor's request for an open-competitive examination
and allow the police force to submit their comments, in writing or at the next Commission
meeting. Seconded by Commissioner Richardson. Motion carried 2-0.
Adoption of Amendment to Appendices of the City of Ithaca Civil Service Rules
Commissioner Thompson made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public
hearing on March 7, 2002 for the purpose of amending the appendices of the City of Ithaca
Civil Service Rules by deleting titles no longer in use, and
WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed
amendment into consideration, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW,
THEREFORE, BE IT

RESOLVED, that the titles "Arts Program Supervisor", "Ithaca Activities and Cultural
Coordinator" and "Planner IV (PT)" be deleted from Appendix B (Non-Competitive Class) of
the City of Ithaca Civil Service Rules, and be it further
RESOLVED, that the title "Sanitation Men" be deleted from Appendix C (Labor Class) of the
City of Ithaca Civil Service Rules, and be it further
RESOLVED, that the titles "Fire Commissioners", "Members of the Planning Board", "Police
Commissioner" and "Public Works Commissioners" be deleted from Appendix D (Unclassified
Service).
Seconded by Commissioner Richardson. Motion carried 2-0.
New Position Duties Statement: Ithaca City School District - Custodial Workers (2)
The Commission reviewed and discussed a New Position Duties Statement for two positions
at the Ithaca City School District. Commissioner Thompson made a motion to classify the
positions as Custodial Workers. Seconded by Commissioner Richardson. Motion carried 2-0.
CONTINUING BUSINESS
Commissioner Richardson made a motion to go into executive session to discuss civil service
examination matters. Seconded by Commissioner Thompson. Motion carried 2-0. During
executive session, the Commission took the following actions:

Commissioner Thompson made a motion to approve the Rosters of Candidates for Examination
listed below. Seconded by Commissioner Richardson. Motion carried 2-0.

Commissioner Thompson made a motion to add the names listed below to the continuous

Richardson. Motion carried 2-0.
