Commissioner Richardson called the meeting to order at 9:35 am.
APPROVAL OF MINUTES
Commissioner Thompson made a motion to approve the minutes of the December 6, 2001
meeting. Seconded by Commissioner Eastman. Motion carried 3-0.
NEW BUSINESS
New Position Duties Statement and Revision of Job Description: City Chamberlain's
Office - Fiscal Manager
The Commission reviewed and discussed a New Position Duties Statement from the City
Chamberlain's Office and proposed revisions to the Fiscal Manager job description. The
revisions leave the scope and level of responsibility of the position the same, but expand the
job description for use in departments other than just the Department of Public Works.
Commissioner Thompson made a motion to classify the position as Fiscal Manager and adopt
the proposed revisions. Seconded by Commissioner Eastman. Motion carried 3-0.
New Position Duties Statement and Title Change: Human Resources Department -
Human Resources Associate
The Commission reviewed and discussed a New Position Duties Statement from the Human
Resources Department. Commissioner Thompson made a motion to classify the position as
Human Resources Associate and change the title of the former Personnel Associate position
and job description to Human Resources Associate, to reflect the change in the
department's name. Seconded by Commissioner Eastman. Motion carried 3-0.

OLD BUSINESS
Revision of Job Description - Affirmative Action Officer
Director of Human Resources and Labor Relations Michael Cuddy addressed the Commission
to respond to the concerns raised at the December Civil Service Commission meeting. Mr.
Cuddy described the Ithaca City School District's recruitment and selection process for the
Affirmative Action Officer position. The discussion and questions centered around the fact
that the District's request to amend the position's qualifications was prompted by the fact
that the chosen candidate does not meet the current minimum qualifications. The
Commissioners expressed concerns that the proposed revision to the qualifications was being
tailored to a specific individual. The Commission specifically asked whether the District was
willing to reopen the search if the qualifications were revised, to afford other candidates
who did not meet the initial qualifications the same opportunity as the candidate currently
under consideration. Mr. Cuddy responded that the District considered its candidate to be
well-qualified, and did not feel it necessary to reopen the search. After further discussion,
Commissioner Thompson made a motion to deny the District's request to revise the minimum
qualifications to allow a relevant graduate degree to be substituted for two years of the
required work experience. Seconded by Commissioner Eastman. Motion to deny the request
carried 3-0.
New Position Duties Statement: Department of Public Works (Water and Sewer) -
Truck Driver
The Commission reviewed and discussed a New Position Duties Statement from the Water
and Sewer Division of the Department of Public Works. Commissioner Thompson made a
motion to classify the position as Truck Driver. Seconded by Commissioner Eastman. Motion
carried 3-0.
CONTINUING BUSINESS
Commissioner Richardson made a motion to go into executive session to discuss civil service
examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During
executive session, the Commission took the following actions:

Commissioner Eastman made a motion to approve the Rosters of Candidates for Examination
listed below. Seconded by Commissioner Thompson. Motion carried 3-0.
