APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes of the July 7, 2004 meeting. Seconded by Commissioner Richardson. Motion carried 3-0. NEW BUSINESS Authorization to Direct Public Hearing to Amend Civil Service Rules Commissioner Richardson made a motion to direct a public hearing for Wednesday, October 6, 2004 at 10:30 am for the purpose of updating and amending the following sections of the City of Ithaca Civil Service Rules: Purpose and Effect, Rule IV- Non-competitive Class, Rule VII - Recruitment of Personnel, Rule VIII - Applications, Rule IX - Disqualification, Rule XII - Certification for Appointment, Rule XIII - Promotions, Rule XIV- Probationary Term, Rule XXIV - Trainee Appointments, and Appendix B - Non-competitive Class. Seconded by Commissioner Thompson. Motion carried 3-0. Revision of Financial Clerk Job Description The Commission reviewed and discussed a request from Fire Chief Brian Wilbur to amend the minimum qualifications for Financial Clerk to read as follows: "MINIMUM QUALIFICATIONS: Either: A. Graduation from high school or possession of a high school equivalency diploma, including or supplemented by a course in account keeping; or B. Graduation from high school or possession of a high school equivalency diploma and one (1) year of full-time paid clerical experience, or its part-time and/or volunteer equivalent, which shall have involved the maintenance of financial accounts or financial records." Commissioner Thompson made a motion to amend the minimum qualifications and test plan as requested. Seconded by Commissioner Eastman. Motion carried 3-0. OLD BUSINESS Classification Study Appeals The Commission reviewed, discussed and made classification decisions on several appeals submitted in response to the tentative classification recommendations of the CSEA Classification and Compensation Study. The decisions made at the meeting will be reflected in the final classification recommendations that the Commission ultimately adopts. EXECUTIVE SESSION • Commissioner Richardson made a motion to enter into executive session to discuss civil service examination matters and a request from the Ithaca City School District to disqualify a candidate from employment with the District. Seconded by Commissioner Thompson. Motion carried 3-0. During executive session,the Commission took the following actions: Request to Disqualify Candidate The Commission reviewed and discussed a request from the Ithaca City School District to disqualify a candidate from consideration for employment in the Ithaca City School District, and the candidate's response to the District's request. After discussion, Commissioner Thompson made a motion to deny the District's request. Seconded by Commissioner Richardson. Motion carried 3-0. CONTINUING BUSINESS Establishment of Eligible Lists Commissioner Thompson made a motion to establish Housing Inspector Eligible List #76-125 for a one year period. Seconded by Commissioner Eastman. Motion carried 3-0. Addition of Names to Continuous Recruitment Eligibility Lists Commissioner Thompson made a motion to add the names listed below to the continuous recruitment eligible lists indicated for a one year period. Seconded by Commissioner Eastman. Motion carried 3-0.
