Chair Gilligan reported that Vice Chair Sparks would be leaving the meeting early to
attend, as a representative of the Board, a meeting of the Emergency Medical Services
Task Force. A brief discussion of the purpose of the task force will take place under
“New Business” later in meeting.

Section of the Ithaca City Cemetery.
Even with the cold and snow covered area, the little flowers are poking up thru the
ground. With the nice sun shining on them, they will give us all blossoms.

Mr. Lyman Baker provided the following “Fire/Police Report” on behalf of Mr. David
Cornelius, who was unable to attend the meeting:
Fire Police training was held 3/21/2017. The topic was: the CPR refresher. The
following people participated: Dave Cornelius, Gary Bordoni, Jim Rogers, Rob Longo,
Jack Gould, Lyman Baker, Morgan Howland and Bill Gilligan.
Our April training is scheduled to be OSHA topics.
No calls for Fire Police were made during the last month; however, Lyman Baker and
Jim Rogers responded to a house fire at 804 E. State Street on Monday March 13, 2017
and assisted with traffic control. On Saturday April 8, 2017 there was a 4 car motor
vehicle accident on E. State St. Listening to my radio it sound like the engine company
at the scene was busy with heavy traffic. No request for fire police was dispatched.
After my experience with responding to wires down call and getting yelled at on the
radio, I will not respond unless we are specifically toned out.

Mr. Lyman Baker inquired as to the current status of the “Volunteer Handbook”; a lot of
work and time was put into the project about three to four years ago, but the handbook
still has not been finalized for new volunteers to use as a reference guide.
Chair Gilligan responded that the Board would have a brief discussion on status of the
handbook later in the meeting.

New Business:
Chair Gilligan reported on the establishment of the “Emergency Medical Services Task
Force” committee. The request came to the city of Ithaca from the Tompkins County
administrator and City of Ithaca Chief of Staff, Dan Cogan. They suggested that a
member from the Board of Fire Commissioners also attend the meeting. Previously, the
City had not been involved; there have been a couple meetings of the task force since
November. Their regular meetings are the second Tuesday and fourth Wednesday of
the month at 5 pm; he is not sure how regularly they will be meeting. The creation of a
task force was triggered by some of the closures/shut down of ambulance services in
local municipalities; which leaves Bangs Ambulance as the first response ambulance
instead of the local companies. This is an advantageous time for the task force to be
established as the Board begins work on the strategic plan for the City of Ithaca Fire
Department, which may also involve other municipalities in Tompkins County to
determine what can be work can be done collaboratively to improve EMS in the County.
Vice Chair Sparks stated that he is looking forward to the meeting, and will report back
to the Board at next month’s meeting. He noted that he may not be able to keep this
time commitment so if anyone else is open to attending the meetings, please let him
know. Chair Gilligan wondered if the task force would be amenable to an “alternate”
member. Vice Chair Sparks will check.
Vice Chair Sparks left the meeting at 1642 hours.
Correspondence:
Chair Gilligan stated that an order form had been submitted by Mr. Ray Wheaton for the
purchase of American flags, who is requesting that payment be made by the Board.
This request will be discussed under “New Business” later in the meeting.
Chair Gilligan reported that he spoke briefly at the April 5, 2017 Common Council
meeting regarding the proposed recommendations for consolidation of the city’s
boards/committees. He indicated to Common Council that the comments he made
were his personal opinions; not the opinions of the Board.
Chair Gilligan reported that the bank statement from the Tompkins Trust Company for
the donation fund dated March 31, 2017 had a beginning balance of $2,997.91, and an
ending balance of $2,997.91; reflecting no activity.
Chair Gilligan reported that the bank statement from the Tompkins Trust Company for
the Rescue Squad Donation Fund dated March 31, 2017 had a beginning balance of
$1,847.76, and an ending balance of $1,847.88; reflecting.12 interest

Miscellaneous Reports:
A. Town of Ithaca: No Report. Chair Gilligan reported that he attended the April
10th Town of Ithaca Board meeting to inform them of the city’s proposal to consolidate
its boards/committees into four commissions. The proposal includes the elimination of
the Board of Fire Commissioners; however, the contract between the Town and City for
fire protection services requires that there be two town representatives on the Board.
He is not sure how that will be considered as the proposal continues to be reviewed and
discussed. This topic will be discussed by the Board at a special meeting later in the
month related to strategic planning.
B. City of Ithaca: No Report
C. Audit:
The audit was reviewed and approved by Vice Chair Sparks.
Department Reports:
Fire Chief’s Report:
Chief Parsons highlighted the following items from his monthly report (which will be
attached to the minutes) for the Board:
No staff changes
The month of March involved a lot of overtime for staff related to a fire in the City at the
end of the month and the two day blizzard mid-month. Rather than rely on mutual aid
during the snow storm, which would have a longer response time, additional staff were
brought in to provide coverage. As far as the department’s budget goes, he has no
concerns at this point and the other budget lines remain fine.
There is no new information to report on the Emergency Dispatch Center’s CAD
system.
The new air compressor has not arrived
Fire Training Center – Stopen Engineering was contracted with to perform a structural
inspection of the department’s Rope Rescue Tower and the Burn Building at the training
center. The engineer has recommended that the building not be used until some items
identified in their report are repaired. He will need to meet with the City Engineer and
Stopen Engineering to go over their report, and develop a plan for repairing the facility.
He anticipates that the building will be available for training a few weeks after some
mitigation work is performed. He will provide another update on the facility to the Board
at their May meeting. He anticipates that the City of Ithaca Fire Department will need to
build a new training building within the next five years. The original three-story building
was built in the early 1950’s, the blueprints may still be available at Central Fire Station.

Commissioner Guttridge wondered why the training center building was under review.
Chief Parsons responded that regular inspections of the training center are required. As
the result of one conducted in 1980, the top story was removed due to safety and
structural concerns. The department has been making repairs as able to the building in
order to continue to use it. This is an older building that is used heavily on a regular
basis for many different types of training and it is vital that it be maintained in a way that
ensures its continued use until such time as a new training facility could be constructed.
Commissioner Guttridge voiced his support for any work being done in an effort to
maintain the building. Chief Parsons further reported that when a new training
structure is built, that it will not be built in the same location due to its proximity to
Stewart Park and the City of Ithaca Golf Course. Leaders of the City would prefer it be
moved somewhere else. The City is looking at using land in the southwest area of the
City. He noted that the Common Council and city staff have been meeting to inspect
and discuss the condition and possible relocation/consolidation of some facilities to
elsewhere in the City, particularly the southwest area. This is due partly to the poor
condition of some of the facilities and the fact that some of the buildings are located in
prime real estate locations. In reality though, something of this magnitude and
significant change to the status quo will take years to come to fruition.
Discussion followed on the floor regarding an item in the fire/police report from Mr.
Cornelius in which he noted that he was “yelled at on the radio” so will not be
responding unless he or the fire/police unit are specifically toned out. Chief Parsons
stated that there is still confusion over radio communication (which channel or
frequency to use and programming of personal radios) by some members of the
fire/police unit. The change was made in order to improve communication between
municipalities during different incidents that may be occurring simultaneously. He will
request that staff work to label and re-program the radios for the members of the
fire/police unit in an effort to assist in improving their communication during incidents.
He will also reach out to the Director of the Tompkins County Emergency Response
Center to see if there is anything else that could be done to help improve the
communication for the members of the fire/police unit. He will also try to speak with Mr.
Cornelius directly to clarify and hopefully resolve the current communication issues
need.
Old Business:
A. Volunteer Items/Issues – Firemen’s Association State of New York (FASNY)
Event in April:
Chair Gilligan reported the members of Company #9 are planning to host an event
similar to what was done last year. The open house will take place at Central Fire
Station on Saturday, April 29th from 11 am until 2 pm. They would like to have some
publicity about the event to encourage the public to attend. He will speak with Lt.
Basher to discuss the best way to do that. They would also like to have at least one, if
not all, of the new volunteers attend so they can share with visitors what made them join
the department. He also thought that it might be good to have one of the new
volunteers do a radio interview, and then find a radio station to broadcast it prior to the
event. The other suggestion is to have a live demonstration, perhaps fire extinguisher

training, and have a few pieces of apparatus for the public to see. Any assistance that
could be provided from staff on duty that day would be appreciated. He will send
information about the plan for the open house to Chief Parsons and Lt. Basher.
B. Volunteer Handbook:
Chair Gilligan reported that he spoke with Captain Frank Cantone, Company #9, about
the committee, and he relayed that he had requested that Chief Parsons set up a
monthly meeting of the Volunteer Handbook committee, perhaps on a monthly basis.
The committee will need to determine what additions need to be made, and update the
handbook, where appropriate in an effort to finalize it for distribution and use by
volunteers. He would like to participate in the work of the committee on behalf of the
Board; unless there are objections.
Strategic Planning for the Ithaca Fire Department – Discussion:
Chair Gilligan asked if Board members might be willing and interested in a separate
special meeting later this month - either the April 18th or April 25th to discuss the best
approach for the work that needs to begin on developing a strategic plan for the City of
Ithaca Fire Department.
At that meeting, the Board can discuss and identify stakeholders, spend time on what
the strategic planning process will look like, and what resources to request. He stated
that Mayor Myrick has offered to provide city staff time beyond Chief Parsons, which he
assumes would be the City Attorney’s office. He feels that, at this time, the need for
participation in the meetings by the City Attorney’s Office would be just for a limited
amount of time. The first meeting would be an organizational one for the Board to
develop a plan on how to proceed, who to involve, priorities, etc. Board members
agreed that Tuesday, April 25th at 4:00 p.m. at Central Fire Station would work for the
special meeting.
Commissioner Guttridge stated that one of the things the Board should discuss at that
meeting would the possible creation of a fire district with a larger coverage area as
opposed to just the City. He feels that the Board should take a look at what Tompkins
County’s strategic plan looks like, in addition to plans of other fire departments.
Chair Gilligan stated that the special meeting of the Board will be open to the public,
and will require an agenda and minutes.
Role of Board of Fire Commissions - Common Council Working Group on
Boards/Committee:
Chair Gilligan explained that the next opportunity for public input on the proposed
recommendations to consolidate the city’s boards and committees into four
commissions, will be at the April 19th, City Administration Committee meeting which
begins at 6 pm.

He further reported that he attended the April 5, 2017 Common Council meeting where
he raised issues of concern regarding the proposal related to the Board of Fire
Commissioners. This item was not on their agenda for discussion.
Commissioner Guttridge asked what the feeling of Common Council members is about
the proposal; are they in support of the recommendation?
Chair Gilligan responded that for the most part Common Council members were
supportive of the recommendations. The questions they had centered on how the
number of commissions and the number of members was determined. It appeared to
him that this process seems to be moving pretty quickly; due, in part, to any changes in
the City Charter that might need to go to referendum. That research still needs to be
completed by the City Attorney’s office.
Commissioner Hoard asked how City staff feel about the proposal. Chief Parsons
responded that some staff have expressed their opinion. He noted that the Board of
Public Works will not be affected by the proposed changes. Commissioner Hoard,
stated that was his concern and wondered why the Board of Fire Commissioners can’t
remain as is. Commissioner Guttridge noted that it does seem perplexing how the
merging is being done into the four commissions. There is also enough focused work
for the Board of Fire Commissioners that would seem to preclude disbanding the Board.
Chief Parsons noted that some city staff will need to attend more than one commission
meeting; but from a Council standpoint it cuts down on the number of their liaison
assignments so it is beneficial to them.
Commissioner Guttridge stated that the time involved in understanding the different
roles of each department takes a long time; so the establishment of these four new
commissions will impact the number of volunteers available. This proposal will
decrease the number of volunteers that have the time and can be involved in being
brought up to speed on the details of the various topics and goals of the disbanded
committees and boards and spend their time at what presumably will be lengthy
meetings regularly.
Commissioner Sallinger noted “public safety” as a common denominator for all four
commissions, yet it is only listed the “Public Safety and Information” Commission. Chair
Gilligan stated that he is not sure what the town of Ithaca will do with the proposal; it
doesn’t appear to be a pressing matter to them. His initial thought was that members of
current committees would be brought in to provide input to the Working Group before
the recommendations were presented to Common Council and staff. He will attempt to
draft some language regarding the work of the Board related to oversight of the
volunteer program and recruitment that can be shared with the Working Group as they
gather additional input and feedback before finalizing the recommendations.

911 Memorial Committee:
Chair Gilligan stated that the next meeting of the 911 Memorial Committee will take
place on Thursday, April 13th 2 pm to 3 pm. Chief Parsons will not be available for it;
however Asst. Chief Dorman will attend.

3) County Communications and 911 Programs:
a) No Update: Tompkins County is in the process of installing and testing an
automatic voice dispatch system. The new dispatch system will cause an
automated voice to be transmitted alerting responders of an emergency incident.
The system will reduce the time between when an incident is entered into the
Computer Aided Dispatch System, and a voice alert goes out to the fire stations
and voice pagers.
4) Grants and Donations
a) No Update: A new breathing air compressor was ordered after the Board of Fire
Commissioners awarded the bid to Jerome Fire Equipment in February. The
compressor will be delivered in April. The funding for the compressor is coming
from the 2015 Assistance to Firefighting Grant Program. We are approved to
receive $45,455 towards the replacement of the compressor.

In March, Stopen Engineering was contracted to perform a structural inspection
on our Rope Rescue Tower and the Burn Building at the training center. On April
6th, I received the engineer’s report for the Burn Building. The engineer has
recommended that the building not be used until some items identified in their
report are repaired. I will be scheduling a meeting with the City Engineer and
Stopen Engineering to go over the report, and to develop a plan for repairing the
facility. Based on a phone conversation with the engineer, I anticipate the
building will be available for training in a few weeks after some mitigation work
is performed. I will provide the Board of Fire Commissioners an update at next
month’s meeting.
