HomeMy WebLinkAboutMN-CABLE-2017-02-06 1 City of Ithaca Cable Access Oversight Committee Meeting Minutes MONDAY, February 6, 2017 at 4:30 PM (as approved March 6, 2017) Meeting Room, PEGASYS Access Center, 519 West Green Street, Ithaca, NY Present: Vice-chair Wies van Leuken, AOC members Sue Perlgut, Wayles Browne, later Common Council liaison Ducson Nguyen; studio manager Lauren Stefanelli. Absent: Chair Rich DePaolo. 01. Call to Order by Van Leuken at 4:40 pm. 02. Agenda Additions and/or Deletions: none. 03. Public Comments: none. 04. The minutes of the Dec. 5, 2016 meeting were approved without change, 3 to 0. 05. Access Studio Coordinator Report: submitted in writing (attached). a. TWC's Maintenance and Repair Report: no repairs needed since last meeting b. Usage Fees Report for 2016 showing receipts, uses & final balance: no report (see attached). For next meeting. c. Subscriber Fee Report for 2016 ($0.15/subscriber/month revenues): shows a balance of $55,040 for equipment, most of which will be used for the studio upgrade (see last line of attached table and item 5d below). d. Studio Upgrade - update: this project has still not gone forward, but Director of Government Relations Chris Mueller will soon sign its purchase voucher. e. Quality of PEG Channels after transition to All-Digital - update: no response. For next meeting. 06. Member Reports a. Election of Chairperson, Vice Chairperson and Secretary. Chair Rich DePaolo, Vice-chair Wies van Leuken, and Secretary Wayles Browne were re-elected unanimously, 3 to 0. b. Adoption of Meeting Schedule. Agreed to meet first Monday of the month, but at 5 pm instead of 4:30 pm. Adopted unanimously, 3 to 0. c. Term Expirations - report. Browne and Perlgut have both been re-appointed to terms ending December 31, 2019 and have been sworn in. d. Notice of Funding to educational institutions and review of their use of equipment and program production. In recent years schools have not shown much interest in using the studio's equipment, nor in telecasting programs they make. It was agreed to skip the annual notice to educational institutions, but instead invite teachers to the open house to be held once the new HD (high-definition) studio is in operation. 2 e. Report Publicity and Outreach Ad-Hoc Committee (P&O): - The AOC approved adding producer Tony Ingraham to the P&O. - Perlgut presented a draft plan for outreach and publicity. She and Ingraham have set up a publicly viewable Facebook page for producers; it already has several posts about programs being telecast: https://www.facebook.com/pegasysTV/. P&O will next meet Feb. 22 at 1 pm. f. Third Quarter Franchise Fee Report from Village: for next meeting. g. Communications RE quality of PEG cablecasts, faulty entrance door and release of 2016/2017 Budget funds: tabled till next meeting. 07. Old Business a. Franchise Agreement: for next meeting. b. Spectrum - update: for next meeting. c. PEGASYS' Access Rules – report City Attorney: for next meeting. 08. New Business. Browne wrote a Letter to the Editor informing viewers that some difficulties in viewing PEG channels 13, 15 and 16 can easily be fixed by asking the cable company to install a new piece of cable between the street and one's house. The letter was published in the Jan. 20, 2017 Ithaca Journal and the Jan. 18-24 Ithaca Times. 09. Next meeting: Monday, March 6, 5:00 pm. 10. Adjournment at 5:50. The franchise manager, Chris Mueller, will authorize each expenditure against this fund. The fund itself was located and a report of collections through year-end 2016 is attached. We have a balance of $55,000 through year end 2016. Chris has authorized our project to go forward. Our vendor is still prepared to go ahead at the same price, giving us a newer version of the Broadcast Pix video switcher [the model was updated since our original quote].  Usage Fees We have a slight problem accounting for our usage fees at present. I can no longer deposit collections at the Ithaca office. Charter is just familiarizing themselves with our franchise requirements, and their finance manager is studying our usage fee collection system to see how to continue it under their accounting system.  2016 Facility and Channel Usage Reports Attached. Usage of our main studio is up significantly compared to last year [220 uses compared to 179 in 2015], despite the temporary nature of our studio wiring. Usage of field cameras is way up this year as well [199 sign-outs compared to 152 in 2015]. Editing is down somewhat [155 sign-outs compared to 182 in 2015], however the number of producers who are using other editing resources [their own computers or Cornell] has increased proportionately.  2017 PEGASYS Awards Our 2017 PEGASYS Awards is in progress. I still need a judge, so all AOC members who are not submitting programs are cordially invited to act as a contest judge. The judging period is 2/27-3/10.  Intern We have an Ithaca College intern for the semester. Michaela Abbott is a senior, majoring in documentary videography.
