Meeting Minutes
Attendance: Eric Nichols, Talyse LaDora Hampton, William Murphy, George McGonigal,

Meeting called to order at 6:08 p.m. by Eric Nichols
Introductions were made of the Board Members to Kim Olsen, Coordinator of the Outing
Program.
Review and approval of Minutes:
The Minutes from June 10, 2014 and July 22, 2014 were approved. Caitlin Moss made the
motion and Eric Nichols 2nd the motion – all were in favor.
Kimberly Olsen gave a brief overview of the Outing Program for the board. There are two
different programs that she runs a long term year around program and fee based programs. They
focus on team building, outdoor activities, leadership, and problem solving, building confidence
and doing group challenges. She collaborates with LACS and Cornell Outdoor Education
Center. She advised that her funding has been cut for 2015 and therefore she will be the only
staff for the program. She is working on fee based programs and grant writing for funding of the
program. Starting Monday, she will be collaborating with the RSS Program for a 10 week
program with adults with disabilities, and there are 6 participants. She has a great working
relationship with Cornell Outdoor Education and they borrow equipment from each other and
she also uses their facilities.
Talyse asked that the monitoring of the PSMP be tabled for next month’s meeting.
Announcements:
Liz shared a wonderful thank you letter that was received from a parent with children that
attended the Band and Orchestra Program from the Summer.
A copy of the memo that was sent regarding the proposed raising of pavilion rentals fees was
given to the board for their input. There was a brief discussion of the current fees, and when the
last time the fees were raised. Lizzy suggested that maybe we look at renting the pavilions on a
½ day and full day basis. George did mention that this increase would be a 50% increase in the
pavilion rates since 2013. Liz noted that the fees were last raised in 2013 and that there had not
been an increase in fees for over 13 years prior to this. Currently we are awaiting word from
DPW. Bill asked that maybe DPW could pass on their recommendations/decision/comments and
that Dave Warden could pass on the information at the next meeting. Eric has made a motion for
the increase in pavilion rentals – Talyse, Lizzy and Eric were all in favor.
There was no update yet from Jim D’Alterio regarding the Ithaca League of Women Rollers and
the sale of alcohol at their bouts. Liz will follow up with Jim and have an update at the next
meeting.
Staff and Program Updates:
Budget update – Liz met with the Mayor, Steve Thayer and Kevin Sutherland in August and
reviewed the different budget proposals and they would like us to do a little bit more work to
bring the municipal share down a little more. They will be meting again mid-September to
review again. There was an encouraging article in the Ithaca Journal regarding the pension costs
are coming down, the tax dollars coming in from the spending are more in line and seemed like
some good news going forward.
Talyse updated the board regarding the hiring process for the IYB Director, and they will be
meeting at the end of September for interviews. The list of candidates has been thinned down
and the 28th and 29th are the interview dates.
George McGonigal stated that he has no updates from Common Council.
Dave Warden was excused, therefore there was no updates from the Board of Public Works.
Kenneth McLaurin from Southside Community Center was not at the meeting; therefore there
was no report from Southside.
Augusta was not at meeting for an update regarding Friends of the IYB, but Talyse advised that
the biggest thing coming up is the online auction. This auction got a late start this year, as Jen
Handy headed this last year and is a visible loss this year for getting this up and running.
Augusta is in transition, as she has a new position, so there has been a bit of a challenge getting
this up and running. The date for the auction is September 15th and they are still accepting
donations at this time. You can email Talyse or bring them to the IYB for Talyse to pick up.
Lizzy advised that she had a job through the YES Program with RSS at Cass Park Day Camp
with children with developmental disabilities and it was awesome, she was and
