RE: Update on the pilot project to minimize people and geese conflicts in Stewart Park
The purpose of this memo is to provide an update on the activities that have been undertaken as part of a
pilot program to address some of the complaints about increasing amounts of Canada Goose feces in City
parks. We are currently in Year Two of a 3-5 year long pilot program to address this issue.
The primary goal of the pilot program is to deter the geese from staying on City lands, in this case Stewart
Park, by making it unappealing for them and forcing them to go elsewhere. Ithaca cannot address the
increasing geese population as a whole across the US, or even NYS, so our long-term goal is to simply
keep them off City lands where they are causing the most human -wildlife conflict.
The proposed program consists of a three -prong approach that includes egg oiling, hazing and
implementing a no -feeding ordinance, as these are the three main components of any successful, non-
lethal management program. Last year, with BPW's support, the City passed the No Feeding Ordinance in
May 2016. In 2017, we hope to oil a small numbers of nests in and around Stewart Park (see below),
implement some minor deterrent methods (also see below), install signs about the feeding ban, and
conduct public outreach on the issue (news, web, social).
This past summer, we were very fortunate to work with NY DEC, and Paul Curtis and Heidi Henrichs at
the Department of Natural resources at Cornell, to get some baseline data on population estimates and
test some deterrent methods. DEC collared and banded more than 400 Geese last summer and were able
to track their movements around the City. The initial population estimates put the goose population at
Stewart Park around 450 geese at the highest point, and they estimated about 10-12 nests based on the
number of goslings last year. In addition, the most successful deterrent methods identified were using a
remote controlled truck and firecrackers. Their report is included with this memo.
Due to these results, this year, we hope to oil the eggs in the 10+ nests in and around Stewart Park and
the golf course in Feb/March, and then implement the aforementioned deterrent methods again in late
May and early June. We are working now to identify an intern for the deterrent project. Friends of Stewart
Park is willing to help fund it through a work study position.
This year, Jeanne Grace's staff will also be installing no feeding signs before April (gosling season) in a few
locations in Stewart park and other areas of the City. The City will also issue a press release on the topic
(reminder about no feeding, and an update/explanation on the oiling and deterrent efforts), add an

informational page to our website, and we hope to get some more press as a way to remind people of the
new efforts underway.
Background:
This project has been developed over the years since the summer of 2015, when a small working group
was convened, as a subcommittee of the City of Ithaca Parks Commission, to come up with a set of
recommendations for how to address the issue of Canada Geese on City lands. Membership of the group
included Josephine Martell, Common Council and Chair; Rick Manning, Executive Director of Friends of
Stewart Park; Jim D'Alterio, Director of Cass Park; and Larry Fabbroni, Jr., Parks Commissioner. The
group met two times and had a series of e-mail discussions. After reviewing the literature on Canada
Goose management, considering public opinion in Ithaca, reaching out to wildlife and management
experts, and examining how other communities have dealt with this issue, the group proposed a 3-5 year
pilot program.
The group also held an initial stakeholder meeting in early January 2016 with a variety of local stakeholders
including NY DEC, Cornell Department of Natural Resources, Friends of Stewart Park, Ithaca College,
Ithaca High School, the New York State Parks, Cornell Plantations, the City's Parks Commission, the City
Forrester (who serves on the Parks Commission and has been very active in the discussion all along), the
Ithaca Youth Bureau, and the director of a national program, Geese Peace. Other local stakeholders
including the Lab of Ornithology and the Cayuga Bird Club were also invited, and are part of the
discussion, but could not attend the meeting. However, the Cayuga Bird Club (CBC) has been quite
involved since then, and Rick Manning and Josephine Martell attended a CBC meeting last year, and gave
a presentation on the topic. The wider stakeholder group is kept updated via a -mail about ongoing City
activities around this issue.

9A. A Resolution to Amend Street Permit Fees for Use of Street or Sidewalk in
Building Demolition or Construction
WHEREAS, Section 342 of the City Code requires a street permit for work within the City right
of way and authorizes the Board of Public Works to set fees for such permits, and
WHEREAS, Section 342-39, specifically addresses use of street or sidewalk space in building
demolition and construction,
WHEREAS, the Board has discussed the imbalance created by having one fee for any kind of
street occupation or street opening, especially related to new building construction, and is
interested in setting new street permits fees related to occupancy of the street right of way for
the purposed of building demolition or construction activities, now, therefore, be it
RESOLVED, That the Board of Public Works the following schedule of fees for street permits
issued for occupancy of the right of way for the purposes of building demolition or building
construction (which includes erection, demolition, repair, alteration or reconstruction of a
building), in accordance with Section 342-39:
PARKING SPACES (a space is defined as a 20 linear foot distance within legal parking or
loading zones
In areas with no meters or pay stations: $5/day/space, plus $20 deposit for use of
DPW signs
In areas with meters/pay stations:$20/day/space
SIDEWALK CLOSURE
Residential area: $100 per week
Commercial area: $200 per week to divert sidewalk into adjacent parking lane (no
additional charge for parking lost)
$500 per week to close sidewalk and detour pedestrians to
the other side of the street
TRAVEL LANE CLOSURE $50/day
STREET CLOSURE $100/day
All days are calendar days and therefore include weekends and holidays.
Days and weeks are not pro -rated for partial occupancy.

Re: Street Permit fees
Please find enclosed a resolution for your consideration to change the street permit fees
that we charge for occupancy of the street right of way related to building construction
or demolition. Based on your discussion at the last meeting, we have modified the fee
schedule to make it more expensive to close a sidewalk (and detour people to the other
side of the street) than to divert people into a walkway in the adjacent travel lane. We
were going to propose an even less expensive option to keep the sidewalk open and
provide overhead scaffolding, but after further discussion with staff, we decided that
there is little inconvenience to the public to keep the sidewalk open with overhead
scaffolding and that we are comfortable with keeping the base permit fee of $50 for this
arrangement.
I've also included some selections from the City Code related to the requirement to get
a street permit (342-7), the Board's authority to set permit fees (342-8), the
Superintendent's right to revoke a permit (342-10), the requirement to comply with the
terms of a granted permit (342-13), and the existing paragraphs related to use of street
or sidewalk in building demolition or construction (342-39).

Chapter 342. Streets and Sidewalks
Article II. Construction and Other Use of Public
Property
§ 342-7• Work requiring permit.
[Amended 5-4-2005 by Ord. No. 2005-o8]
No person shall do any of the following without first obtaining from the
Superintendent of Public Works or his/her authorized representative a written permit
therefor:
A. Construct, remove, replace or repair a sidewalk or driveway within the limits of
any public street, highway or other public property.
B. Open or cause to be opened, by cutting or excavating, the pavement or soil of
any street, highway, sidewalk area or other public grounds.
C. Obstruct, encumber or occupy in any manner any public street, highway or
sidewalk area, except for parades or public gatherings and assemblages permitted
by the Ithaca Police Department.
§ 342-8• Permit application and fee.
[Amended 5-4-20o5 by Ord. No. 20o5-o8]
A. Forms. Any property owner or utility corporation desiring a permit as prescribed
in § 342-7 shall make application therefor to the Superintendent upon forms
provided for that purpose.
B. Contents. Said application shall contain the names and addresses of the applicant
and of the owner of the property in front of which or for whom the work is to be
performed, the nature of the work to be done, the date or dates when the work
is to be done, together with such necessary sketches and additional information
as the Superintendent may require, and a signed statement by the applicant that
said applicant agrees to perform the work for which the permit is granted strictly
in accordance with the conditions of the permit, the provisions of the Charter
and the Code of the City and the applicable rules and regulations of the
Department of Public Works, and that the City is to be saved harmless from any
loss, injury or damage arising out of the granting of the permit or from any
negligence or fault of said applicant or his/her servants or agents in connection
with any of the work done under or in connection with said permit.
C. Fee. No permit shall be issued until the applicant therefor shall have first paid in
cash or by other means acceptable to the City a fee as set, and amended from
time to time, by resolution of the Board of Public Works.

§ 342-10. Revocation of permit.
The Superintendent shall have the right to revoke or cancel a permit at any time
should the permittee fail to comply with any of the terms, agreements, covenants and
conditions thereof.
§ 342-13• Compliance required.
All work performed under any permit issued pursuant to this chapter shall be
performed at the permittee's expense and in accordance with the provisions of the
City Charter, this Code, rules and regulations and specifications applicable thereto and
to the satisfaction of the Superintendent.
Article V. Obstructions
§ 342-39• Use of street or sidewalk in building
demolition or construction.
A. Superintendent to establish limits. In the case of a permit issued by the
Superintendent for a street obstruction related to the erection, demolition,
repair, alteration or reconstruction of a building, the permissible area of the
street, highway or sidewalk to be obstructed, encumbered or occupied shall be
determined and specified by the Superintendent. No sidewalk vaults, gratings or
areas will be permitted.
B. Portion to be free from obstruction. Unless otherwise authorized by the
Superintendent, the permittee shall conduct his/her operation under the permit
for street obstruction in such a manner that no less than 2/3 of the total width of
a street or highway pavement or surface shall at any time remain free of any
obstruction.
C. Access to facilities required. The permittee shall keep clear and unobstructed at
all times and shall in no way interfere with prompt access to or adequate
operation of all manholes, catch basins, hydrants, valves or fire alarm boxes that
may be situated in or near the area obstructed or occupied in accordance with
the permit.
D. Use of metered zones. The use of any metered zone or area for a period of more
than five days must be approved by the Board of Public Works, which will
establish the amount of reimbursement.

RE: Proposed Community Altar in DeWitt Park
At its January 10th meeting, the Parks Commission discussed Your Art Club's proposal for a
temporary community altar in DeWitt Park. The group noted that they had made some changes
since their original proposal, including daily monitoring/curating of the installation and a tentative
design. In addition, the group has contacted the Presbyterian Church about the project and will
follow up with the veterans' organization that has adopted DeWitt Park. The Commission's primary
concerns were items being blown around the park; the collection of garbage within the altar; and
inappropriate or offensive contributions to the altar. Commission members felt that daily
monitoring should address these concerns, but City staff will need to follow up with the project
organizers about any complaints or other issues.
While a quorum was not present, all Parks Commissioners in attendance were supportive of the
proposed temporary community altar in DeWitt Park, provided that the installation be for one
month and that Your Art Club monitors the project daily. The project organizers should provide
contact information to City Forester Jeanne Grace so that any issues that may arise can be addressed
quickly.

Additional questions
I sincerely thank the board of public work spent time in board meeting on Jan 23d
to talk about the issue of water bill at 108 Fifth St, Ithaca .
Below I would like add couple of questions to support the agenda which I did not
get chance to speak out last meeting. 41 unit (100cubic feet)
1 : Why many years the toilet was in same condition, the water usage in the
apartment was always lower than basic unit number before the new meter was
installed ?
2: After the new meter installed, consumption of 41 unit ( 100cubic feet) through
32 days . it means someone stands beside the toilet constantly flushing, how
could be possible, the tenant did not see and hear nothing at all ?
3: Why such huge water consumption was not tracked, monitored by water
department ?
4: If it was indicated to the service system , why we were not informed by a
phone or a mailing note ?
I hope those questions can bring attention to the board before the final decision
being made.

timeline graphic which clearly shows the issue was resolved by Fred Young, Meter Technician when noted toilet tank
overflow was constant and made adjustment to correct leak by on May 27, 2016.

On March 31, 2016 the sending unit (transponder) was replaced due to dead batteries. On April
2Bth readings were taken for the May billing (41 HCF). Theresa Moore from the Chamberlains Office
asked to have the reading rechecked due to the high reading and a leak alarm. This was done on May 6th
(5089 cf) and a leak letter was sent.
Ms. Zhou contacted our office and made arrangements to meet on May 27th at 7:30 a.m. Both
the radio and visual reads where 7495 cf. and on a leak alert. Meter tech Fred Young did a walk thru
with the tenet. Fred found the toilets tank water level so high the water was going down the overflow.
Fred made adjustments and lower the level.
While Fred did the walk thru I talked with Ms. Zhou and explained the numbers. She was
adamant that it was the meters fault. Immediately after Fred adjusted the fill valve readings returned to
normal.
We could not do a data log at the time because the new sending units programing was updated
and would not communicate with the receiver.
On the June 16th mid -cycle read it was no longer on leak alarm. The reading was 78 HCF.

I would like to point out that on December 2"d a credit was issued on this account in the amount of
$315.90. This was issued under the June, July and August issues. Yet the time line clearly shows the high
consumption was before June.

Hello Kathy,
I've attached a detailed summary from Barb Frycek, Senior Meter Technician. Barb also has account information screen
shots and log book entries which are available if needed for further detail but are not attached here.
In brief, a new meter was installed for this customer in November of 2010. All the data was entered into the billing
software at the Chamberlains office to initiate the account and billing. However, under the account maintenance tab an
inactive date (from previous meter) was not deleted from the date field. This resulted in the account not populating the
read file download for the automated field meter read collection. So, not only was the meter not read, but no account info
was present to flag the null read. About three weeks ago this was discovered. Upon discovery the technical issue was
corrected, the meter was read, and we sent out a bill for all the usage since the meter was installed. Having only the initial
zero and the current read, We divided up the bill uniformly across all the years with the corresponding billing rates for the
consumption during those time periods.
The customer used the water and sewer services. How, the customer was not aware that they were not receiving a water
and sewer bill i have not a clue. I would recommend to the Board of Public Works that the bill stand.

On January 13th I was discussing various accounts with Carol Howard (Supervising Customer
Service Rep). She showed me a screen shot of an account that showed a balance due from November of
2010 that had not been posted (billed).
In researching this I found that on 10/14/2010 this account was temporarily inactive due to renovations.
A larger meter was installed on 11/17/2010 and the water turned back on. Paper work was turned in to
the Chamberlains Office.
At this point there are seventeen (17) different data entry steps. Five are crucial for billing. Three in
"Service Maintenance" water, sewer and fire line. This area also covers on -off fees and since 2015 the
storm water fees. All were activated.
In "Meter Maintenance" the status box needs to be made active, this was done.
Then there is the "Account Maintenance" which has a box for the inactive date. Once the meter is back
in service any dates in this area should be deleted. Unfortunately this did not occur.
As a result this account would not down load to the read file and was not known to be missing.
It was brought to our attention when Govern was running a system analyses for Ms. Howard.
The second attached page shows how I broke down the 3,210 HCF of use.

Resolution by the Planning & Development Board Recommending to Board of Public Works that
Funding be Approved for Design & Implementation of Sidewalks on both sides of Worth Street to
Connect the Maplewood Graduate and Professional Student Housing Project to Belle Sherman
Neighborhood and School
January 24, 2017
WHEREAS: the City of Ithaca and the Town of Ithaca recently approved the Maplewood Graduate and
Professional Student Housing Project, and
WHEREAS: the project will redevelop the existing 170-unit and 372-bedroom Maplewood housing
complex into a new project with 500-600 units and up to 975 bedrooms. The units are to be a mixture of
townhomes, stacked flats, and multi -family apartment buildings. The project will include a community
center, some neighborhood -scaled retail, and internal circulation network, including connections to
adjacent East Hill Recreation Way, landscaping, lighting, and other amenities. The project site is
approximately 17 acres — 0.75 of which is in the City of Ithaca and is proposed to contain a road,
landscaping, and a plaza with a covered TCAT bus stop, and
WHEREAS the project site is adjacent to the East Hill Recreation Trail and spans from Maple Avenue to
Mitchell Street, and
WHEREAS: the project has three connections to the East Hill Rec Way, one of which is midway between
Maple Avenue and Mitchel Street which could feasibly be extended to Walnut Street in the Town, then
connecting to Worth Street in the City, and
WHEREAS: such a connection would knit the development into the urban street layout and provide
residents of the development with safe pedestrian passage between the project and Belle Sherman
School, both of which are desirous urban planning goals, and
WHEREAS: this connection, if achieved, would require a crosswalk and sidewalks to be installed on both
sides of Walnut Street in the Town and sidewalks to be installed on both sides of Worth Street, now,
therefore, be it
RESOLVED: that the City of Ithaca Planning and Development Board recommends to the Board of Public
Works that funding be approved for the design and implementation of a sidewalk on Worth St, and that
City engineering staff workwith the Town to encourage the above referenced improvements in the Town.
