The Parks Commission has discussed the proposal and provided a memorandum of support,
contingent upon the display be installed for only one month and daily monitoring is provided by
the organizers.

for Street Permits, including sidewalk closures, parking lane closures, and street closures.

9A. Award of a Professional Services Contract to Fisher Associates for the Elmira
Road Overlay and Signal Replacement Project — Resolution
WHEREAS, professional services proposals were received on August 10, 2016 for the Elmira
Road Overlay and Signal Replacement project (CP 832, PIN 375592), and
WHEREAS, staff has reviewed the eight proposals received and made recommendations for
award, and
WHEREAS, engineering studies and designs are a Type II action requiring no further review
under the State Environmental Quality Review Act and the City Environmental Quality Review
Ordinance, now therefore be it
RESOLVED, That the City of Ithaca Board of Public Works hereby awards the professional
services contract for the Elmira Road Overlay and Signal Replacement project (CP 832, PIN
375592) to Fisher Associates, of Rochester, New York, for an amount not to exceed $210,000,
and be it further,
RESOLVED, That the Superintendent of Public Works for the City of Ithaca be hereby
authorized to enter into said contracts under the usual terms and conditions.

RE: Proposed Community Altar in DeWitt Park
At its January 10th meeting, the Parks Commission discussed Your Art Club's proposal for a
temporary community altar in DeWitt Park. The group noted that they had made some changes
since their original proposal, including daily monitoring/curating of the installation and a tentative
design. In addition, the group has contacted the Presbyterian Church about the project and will
follow up with the veterans' organization that has adopted DeWitt Park. The Commission's primary
concerns were items being blown around the park; the collection of garbage within the altar; and
inappropriate or offensive contributions to the altar. Commission members felt that daily
monitoring should address these concerns, but City staff will need to follow up with the project
organizers about any complaints or other issues.
While a quorum was not present, all Parks Commissioners in attendance were supportive of the
proposed temporary community altar in DeWitt Park, provided that the installation be for one
month and that Your Art Club monitors the project daily. The project organizers should provide
contact information to City Forester Jeanne Grace so that any issues that may arise can be addressed
quickly.

Re: Street Permit fees
There was a lot of private development in the City this past year, particularly in
Collegetown. Many of the buildings were built on land that offered little in the way of
staging or room to construct the building, and eventually the work spilled out into the
street right of way, closing sidewalks, parking lanes, travel lanes and sometimes the
whole street. In order to occupy the street right of way, people need to get a street
permit from the Engineering office. There is a fee for this permit: $50 for any and all
work except for sidewalk replacement, which is $25. It doesn't matter what you are
doing, whether you are doing a $5,000 roofing job or building a $30 million hotel, the
fee is $50. Also, it doesn't matter what the impact on the traveling public would be,
whether you are putting a scaffold over a sidewalk or closing a street or flagging traffic
in one lane, the fee is $50.
We found this past year that this low fee may have distorted the financial incentives for
development projects. There was no financial incentive to reduce the impact on the
public by occupying less of the street right of way or by accelerating the project
schedule. For example, it is considerably less expensive to close a street and put a crane
there, and all the construction materials, than it is to try to incorporate a crane into the
building itself.
Enclosed is a proposal to increase our street permit fees. We are proposing that the fee
vary based on impact to the street right of way and by the duration of the permission. I
look forward to a discussion with you about this.

Occupancy fees to be charged through Street Permits for use of City right of way. Note:
these fees do not apply to special events permits or to utility work.

require permittees to provide third party engineering inspections or material
certifications at the permittees cost.

I would bring an agenda of the water bill issue on 108 at Fifth street ,Apt 2 .
1: Received two big bill for May $ 538.20 and for Aug $ 456.30 after the new water meter installed in
March.
2: It's a very small Apt, no dishwasher, no cloth -washer, always only one single man lives there and
uses limited water
3: No leak could be seen and heard in that period according to the tenant .
4: It is the meter technic problem .
5: This issue has been. brought to the water department couple of times since the first bill received,
until this month, they gave credit for Aug's bill , but did not agree credit for Mays. So, there is still
$413.13 in balance for the account 3913060401. 1 paid $ 140.40, the basic charge.

To whom it may concern:
I am writing to you again about the issue on water bill of 108 Fifth St, Unit 2 .
Three months ago, when we received a huge amount water bill which more than $ 500 , 1 immediately
contacted your office ,and got the Apartment checked by your staff . I did not see real leak in toilet but
we replaced an old part inside. My husband and I considered the misreading of the new water meter
and did not agree the bill costed by leak, it just as your staff said, such water usage could happen only
someone stands beside the toilet nonstop flushing. How could that be?
Your stuff, I believe is Barbara, she said they would ask the IT group to put date log to monitor the
water consumption .After that ,I called her several times and left message for her. Once she said. still
waiting for the answer from IT person.. I did not get the reply before the due day of water bill payment,
1 paid regular amount. Through rest of three months, I still did not get any writing answer or phone
call from your office . I suppose this issue was gone .
In face , it is not gone but my requests were totally neglected -- another big bill sent to me last Thursday
on Aug 25. Billed $ 865.56 ( includes the balance from last bill). It's unacceptable that keep sending the
huge amount bills without giving any investigation, result report and communication! Anyway, we
went to the Apt checked the toilet, there was no leak. I called youroffice the second morning and
wrote a letter as well on Aug 26" . One week is gone, I did not get any call or information.
My husband and I strong request this issue need to be put in action and resolved as soon as possible .
1: The meter needs to be technically checked or replaced immediately. A report /writing letter of
settlement needs to send to our address at 1504 Elmira Rd, Newfield NY 14867
2: There is only one person lives in the Apt, he confirmed no leak at all the last three months.
(a state from the tenant is attached ) .
3: We do not accept the big bills, as respect law house owner, we will pay the basic, regular amount of
bill .
4 : We ask an apologize from your office that no response, final report giving to us three months after
the apt was checked by your staff
If the situation keeps no change, we have to bring this issue to the law office of the mayor of Ithaca.
