COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. December 21, 2016

CALL TO ORDER: 3:50 p.m.
Commissioner Onyejuruwa arrived 3:55 p.m.
APPROVAL OF MINUTES OF THE NOVEMBER 16, 2016 MEETING:
By Commissioner Rogers: Seconded by Commissioner Wright
RESOLVED, That the minutes of the November 16, 2016 Community Police
Board meeting be approved as published.

REPORT FROM COMMON COUNCIL:
Common Council Liaison Kerslick reported that Council voted to re-appoint
Commissioners Beem-Miller, Wright and Rogers with a term ending 12/31/2019.
He further reported that the Mayor’s Gorge Safety Task Force is considering
legislative changes regarding the use of the City’s natural areas which may also
include additional enforcement responsibilities for the Gorge Rangers. He
explained that the Gorge Rangers face many challenges such as dealing with
large groups of people using the waterways. Staff and the Task Force have
been working with local law enforcement agencies in an attempt to resolve some
of those challenges. The Task Force is considering asking Common Council to
give the Gorge Rangers the authority to ticket and/or tow away vehicles in the no
parking areas at the entrances of the trails leading to the waterways. The Task
Force is also reviewing whether the placement of the Gorge Ranger unit should
be in the Ithaca Police Department instead of the City Forester’s division.
NEW BUSINESS:
Police Chief Search Committee
Common Council Liaison Kerslick reported that Chief Barber will be retiring in
March of 2017. The Search Committee for his replacement will begin meeting in
the spring and will consist of 3 members of Common Council: Alderpersons
Kerslick, Fleming and Murtagh; along with 3 members of the Community Police
Board. He stated that if Commissioners are interested in serving on the Search
Committee and have time available during the day, they should submit their
names to him or the Mayor.
Co-Chair Rogers reported that he would be interested in serving on the Search
Committee. Commissioner Onyejuruwa stated that he would also be interested if
evening appointments were available. Common Council Liaison Kerslick noted
that he would ask Commissioner DaGrossa if she would be interested. He
stated that he would report to the Mayor that the majority of Community Police
Board Members are not able to commit to daytime meetings.
Co-Chair Kane asked if there was a way that the Board could address some of
the questions for the interview if members were not able to participate in the
meetings.
MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE
INVESTIGATIONS:
By Commissioner Beem-Miller: Seconded by Commissioner Kane
RESOLVED, That the Community Police Board enter into Executive Session to
discuss active investigations.
RECONVENE:
The Board reconvened into regular session with no formal action taken.
ADJOURNMENT:
On a motion the meeting adjourned at 4:40 p.m.
