HomeMy WebLinkAboutMN-CPB-2016-11-16CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. November 16, 2016 Present: Co-Chairs: Kane, Rogers Commissioners (4) Wright, DaGrossa, Beem-Miller, LaFave OTHERS PRESENT: Common Council Liaison – Kerslick Deputy Police Chief Monticello Information Management Specialist - Day Lieutenant Scott Garin EXCUSED: Commissioner Onyejuruwa CALL TO ORDER: 3:30 p.m. APPROVAL OF MINUTES OF THE October 26, 2016 MEETING: By Commissioner Rogers: Seconded by Commissioner Wright RESOLVED, That the minutes of the October 26, 2016 Community Police Board meeting be approved as published. Carried Unanimously REPORT FROM COMMON COUNCIL: Common Council Liaison Kerslick reported that the 2017 budget process has been successfully completed. Common Council was able to reduce the tax rate; however property assessments increased, so most property owners will only see a small reduction in their tax bills. The Police Department requested funding for 4 - 5 vehicles as the fleet is aging. He further noted that Commissioners Rogers, Wright, and Beem-Miller have terms expiring December 31, 2016 and asked if they would like to be re- appointed as he will be speaking to the Mayor regarding committee appointments. He stated that he knows of someone who may be interested in serving on the Board and they may come to the December meeting to observe. Discussion followed on the floor regarding the position of Chair for 2017 as the co-chairs have asked for a change of leadership so others could hold the position. REPORT FROM THE POLICE DEPARTMENT Deputy Chief Monticello reported on the following: An arrest was made on the Nazaire homicide. It took a lot of team work and coordination with many other agencies. The case will be going to the Grand Jury. Many Officers participated in a “No shave November” fundraiser for brain cancer research and awareness in honor of Honorary Police Officer Colin Toland Haywood. Donations can be made through the PBA or any Officer. The Officer who raises the most money will get to keep the beard through December. Honorary Officer Colin will be honored at the Cornell Hockey game. 2016 marks the 20th anniversary of the death of Investigator Mike Padula who was killed in the line of duty. There will be a service held at Immaculate Conception Church and Calvary Cemetery. Implicit bias training was held last month. Officer Jennifer Olin who was a lateral transfer to the department has returned to her former department. There are currently two vacancies. One new Officer will be sworn in soon. Commissioner Beam-Miller arrived at 3:50 p.m. NEW BUSINESS: Commissioner DaGrossa reported that she will not be able to attend the December meeting and Deputy Police Chief Monticello stated that he will not be able to attend either. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner Beam-Miller: Seconded by Commissioner Rogers RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. Carried Unanimously Commissioner LaFave arrived at 4:05 p.m. RECONVENE: The Board reconvened into regular session with no formal action taken. OLD BUSINESS: Commissioner LaFave reported that she has not heard back from the Ithaca High School Principal regarding any potential applicants for the Youth Commissioner position.
