Commissioner Richardson called the meeting to order at 11:35 am.
APPROVAL OF MINUTES
Commissioner Abrams made a motion to approve the minutes from the October 29, 2015
meeting. Seconded by Commissioner Thompson. Motion carried 3-0.
Addition of Minimum Qualifications and Special Requirement: Receptionist (Ithaca
Housing Authority)
The Commission reviewed and discussed the proposed addition of a high school
graduation (or high school general equivalency diploma) requirement and Class D driver
license requirement to the Receptionist job description used by the Ithaca Housing
Authority. Commissioner Abrams made a motion to add the proposed educational
requirement and driver license requirement. These requirements will only apply to the
Receptionist positions at the Ithaca Housing Authority, not the Receptionist positions with
the City of Ithaca. Seconded by Commissioner Thompson. Motion carried 3-0.
Change of Title and Update of Job Description: Motor Equipment Maintenance
Supervisor to Fleet Manager
The Commission reviewed and discussed a proposed title change and proposed revisions
to the Motor Equipment Maintenance Supervisor job description. The position’s
responsibilities have been broadened to include responsibility for implementing and
advancing the City’s Green Fleet initiatives, managing the City motor vehicle pool, and
serving as the City’s certified Fuel Site Operator. Due to the broader scope of the
position, a title change to Fleet Manager is recommended. Commissioner Thompson
made a motion to change the title of Motor Equipment Maintenance Supervisor to Fleet
Manager, and to revise the job description as proposed. Seconded by Commissioner
Richardson. Motion carried 3-0.
New Position Duties Statement: DPW – Building and Grounds Maintenance
Workers (3)
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works for three new positions. Commissioner Richardson made a
motion to classify the positions as Building and Grounds Maintenance Workers.
Seconded by Commissioner Thompson. Motion carried 3-0.

Request to Expand Residency Requirement
The position of Database Specialist in the Planning Department was advertised with a
Tompkins County residency requirement. Only one qualified application was received.
The Planning Department has requested that the residency requirement be expanded.
Commissioner Thompson made a motion to expand the residency requirement to the
contiguous counties. Seconded by Commissioner Abrams. Motion carried 3-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0.

Commissioner Abrams made a motion to approve the Rosters of Candidates for
Examination listed below. Seconded by Commissioner Thompson. Motion carried 3-0.

Establishment of Eligible List
Commissioner Abrams made a motion to establish Deputy Youth Bureau Director Eligible
List #70-131 for a one year period. Seconded by Commissioner Thompson. Motion
carried 3-0.
Authorization to Establish Eligible Lists During December 2015
Commissioner Thompson made a motion to authorize Executive Secretary Valerie Saul to
establish eligible lists during the month of December 2015 immediately upon the receipt of
examination marks. This will facilitate the immediate appointment of provisional
candidates. Ms. Saul will report the establishment of any such eligible lists to the
Commission at their January 2016 meeting. Seconded by Commissioner Richardson.

Addition of Names to Continuous Recruitment Eligible Lists
Commissioner Richardson made a motion to add candidates to the continuous recruitment
eligible lists. Seconded by Commissioner Abrams. Motion carried 3-0.
Approval of Personnel Transactions
Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded
by Commissioner Thompson. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, January 13, 2016 at
9:45 am.
With no further business, the meeting was adjourned at 12:10 pm.
