Commissioner Richardson called the meeting to order at 10:00 am.
APPROVAL OF MINUTES
Commissioner Richardson made a motion to approve the minutes from the February 25,
2015 meeting. Seconded by Commissioner Thompson. Motion carried 3-0.
NEW BUSINESS
New Position Duties Statement: Youth Bureau – Recreation Program Administrator
The Commission reviewed and discussed a New Position Duties Statement from the
Youth Bureau. Commissioner Thompson made a motion to classify the position as
Recreation Program Administrator. Seconded by Commissioner Abrams. Motion carried
3-0.
Update of Job Description: Youth Bureau - Recreation Program Administrator
The Commission reviewed and discussed proposed updates to the Recreation Program
Administrator job description. The updates reflect current programs and activities of the
Ithaca Youth Bureau. Commissioner Thompson made a motion to update the Recreation
Program Administrator job description as proposed. Seconded by Commissioner Abrams.
Motion carried 3-0.
New Position Duties Statement: DPW – Fiscal Manager
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works. Commissioner Thompson made a motion to classify the
position as Fiscal Manager. Seconded by Commissioner Abrams. Motion carried 3-0.
Update of Job Description: Fiscal Manager
The Commission reviewed and discussed proposed updates to the Fiscal Manager job
description. The classification is currently in use in the City Chamberlain’s Office and the
Youth Bureau, and a new position is being created in the Department of Public Works.
The job description is being updated to incorporate specific work activities that will occur in
the Department of Public Works. Commissioner Thompson made a motion to update the
Fiscal Manager job description as proposed. Seconded by Commissioner Abrams.
Motion carried 3-0.

Physical Fitness Testing for Police Officer Candidates – Report
Deputy Director Saul reported that IPD conducted the Police Officer physical fitness test
four times in the past year. All test sessions went well. The IPD staff are well-trained and
administer the physical fitness tests with professionalism. The environment was
welcoming and informal, as requested by the Commission. There were both male and
female instructors for all sessions. Deputy Director Saul recommended that IPD be
authorized to continue administering the physical fitness tests for Police Officer
candidates. Commissioner Abrams made a motion to authorize the Ithaca Police
Department to continue to conduct the pre-employment physical fitness tests for Police
Officer candidates. The Commission will review the program again in three years.
Seconded by Commissioner Richardson. Motion carried 3-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Abrams. Motion carried 3-0.
During executive session, the Commission took the following actions:
CONTINUING BUSINESS
Approval of Rosters of Candidates for Examination
Commissioner Abrams made a motion to approve the Roster of Candidates for Firefighter
Examination #66-847. Seconded by Commissioner Thompson. Motion carried 3-0.
Addition of Candidates to Continuous Recruitment Eligible Lists
Commissioner Abrams made a motion to add candidates to the continuous recruitment
eligible lists. Seconded by Commissioner Thompson. Motion carried 3-0.
Approval of Personnel Transactions
Commissioner Thompson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Abrams. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, May 6, 2015 at 9:45
am.
With no further business, the meeting was adjourned at 10:42 am.
