COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. October 26, 2016

CALL TO ORDER: 3:35 p.m.
APPROVAL OF MINUTES:
By Commissioner Rogers: Seconded by Commissioner DaGrossa
RESOLVED, That the minutes of the September 28, 2016 Community Police
Board meeting be approved as published.
Carried Unanimously
COMMENTS FROM THE PUBLIC:
The Board welcomed an Ithaca High School Senior who was attending the
meeting to fulfill his government class assignment. He noted that the
government class is typically for students who are Seniors, so any students
looking to serve as the Youth Member for the Community Police Board would
most likely only want to serve for one year.
REPORT FROM THE POLICE DEPARTMENT:
Deputy Chief Monticello was unable to attend the meeting but submitted the
following report for the Community Police Board:
“At the last meeting, the CPB was looking for stats for calls for service for
previous years and what impact the Community Outreach Worker Program may
have had.
Our records system program can only break calls down by IPD Beat Area and
not the area the Community Outreach Program covers. I am providing the
numbers of calls for service for the Ithaca Commons Area classified as Person
Intoxicated, Disorderly Conduct, Noise, Local Law, disputes, Person Ill - Mental
and Trespass Complaints between the hours of 7AM-11PM.
2013 - 107 calls
2014 - 88 calls
2015 - 120 calls
January 1 - October 6, 2016 - 80 calls
On Monday 10/25/16 five new Officers were sworn in:
Officer Steven Daley - Lateral Transfer from the Elmira Police Department
Officer Tim Holland - Lateral Transfer from the Endicott Police Department
Officer Gregory Herz - Lateral Transfer from the Endicott Police Department
Officer Matthew Braman - Hired off the civil service list
Officer James Davenport - Hired off the civil service list
Officers Braman and Davenport will attend the police academy in Syracuse, NY
next month. The police academy is 6 months long. Officers Daley, Hertz and
Holland are experienced police officers and should complete field training by the
end of the year.”
Commissioner LaFave arrived at the meeting at 3:40 p.m.
REPORT FROM STAFF:
Information Management Specialist Day reported that due to the holidays in
November and December the Community Police Board Meetings have been re-
scheduled to meet on November 16, and December 21, 2016 at 3:30 p.m.
She further reported that the annual report would be due soon and she would
provide the number of complaints and compliments to the Commissioner who will
be completing the report. Commissioner Rogers said that he would be willing to
prepare the year-end annual report again and Commissioner Beem-Miller offered
to assist in the review process.
Commissioner Onyejuruwa arrived at the meeting at 3:45 p.m.
NEW BUSINESS:
Board and Committee Survey Form
The Working Group that was appointed by the Mayor to review the City’s
committee and board structure sent out a “Survey of Current Committee
Practices” to Committee Chairs asking them to work with their committees to
complete it.
Discussion followed regarding the reason as to why the board sometimes has a
problem obtaining a quorum for their meetings. The Commissioners felt that if all
of the seats were filled it would be easier to reach a quorum. Commissioner
LaFave volunteered to contact Ithaca City School District to see if they would be
able to assist the Board in finding a student to serve as the youth member.
MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE
INVESTIGATIONS:
By Commissioner Onyejuruwa: Seconded by Commissioner Rogers
RESOLVED, That the Community Police Board enter into Executive Session to
discuss active investigations.
RECONVENE:
The Board reconvened into regular session with no formal action taken.
ADJOURNMENT:
On a motion the meeting adjourned at 5:15 p.m.
