9:30 Project:Ithaca Plaza Retail Expansion
Location:222 Elmira Rd.
Applicant:Marx Realty &Improvement Co.,Inc.
Anticipated Board Action(s)in November:Declaration of Lead Agency
Project Description:The applicant proposes to construct a onestory,3,400SF retail building with 49
parking spaces and associated landscaping,walkways,and other site improvements.The 6.1acre project
site contains an existing retail mall with 258 parking spaces.The project site is predominately paved;
however,development requires removal of 0.2 acres (8.712 SF)of existing vegetation along the north
property line and contiguous to the drainage area.The project is in the SW2 Zoning District,which allows a
maximum building setback of 34 feet from the curbline.The project requires an Area Variance for the
proposed 70’setback.The applicant has proposed a 4’tall architectural wall along a portion of the
frontage.This is an Unlisted Action under the City of Ithaca Environmental Quality Review Ordinance and
the State Environmental Quality Review Act,and is subject to environmental review.

Project Description:The applicant proposes to construct a 3story apartment building,with a footprint of
1,974 SF and containing three 3bedroom and three 2bedroom units.The project site contains an existing
apartment building and a 13space parking lot with 7 spaces in the backyard (to remain)and 6 spaces in the
frontyard (to be replaced by new building).The project also includes removal of one curbcut.The project is
in the CR4 Zoning District,which requires either:(1)offstreet parking in accordance with §32545.5 F;or
(2)full compliance with the NYS Building Code or Residential Code for new construction and a TDM Plan
approved by the Planning Board.This is an Unlisted Action under the City of Ithaca Environmental Quality
Review Ordinance and the State Environmental Quality Review Act,and is subject to environmental review.
The project requires DESIGN REVIEW.

Project Description:The applicant is proposing to subdivide the parcel and construct one singlefamily
home and two duplexes.The proposal is to subdivide the 16,352SF (0.375acre)parcel into two.Parcel I
will measure 3,686.9 SF with 37.5’of frontage and will contain a new singlefamily home.Parcel 2,
measuring 4,389 SF and with 46 feet of street frontage,will contain the existing singlestory singlefamily
home.And Lot 3,measuring 8,276 SF with 182 feet of street frontage,will contain two new duplexes.The
property is in the R2b Zoning District,which has a minimum lot size of 3,000 SF for twofamily dwellings,
minimum width atstreet of 35 feet,and minimum front,side,and rearyard setbacks of 25 feet,10 and 5
feet,and 25%or 50 feet,respectively.The project includes eight offstreet parking spaces,one driveway,
sidewalks/walkways,and landscaping.This is an Unlisted Action under both the City of Ithaca
Environmental Quality Review Ordinance and the State Environmental Quality Review Act,for which
environmental review was completed on September 23,2014.The project has received Area Variances for
an existing frontyard deficiency,as well as new front and rearyard deficiencies and parking location.

Attached please find updated plans and elevations for the 128 West Falls Street project.
Plans have been updated to include one less parking space which has been moved to the
rear of Building #3 on the plans (near the garden plots) - and has allowed for additional
green space behind Building #1. This is of course subject to approval of the necessary
variance, which will be presented to the BZAin January.
Changes to the elevations were minimal,however some small adjustments to window size
and location have been made as we've been developing floor plans and building design.
The drawings now include elevations for all sides of all buildings.
A revised landscape Plan will be provided at the meeting.

We have received the material regarding the above-referenced proposal. The Region has no objections to
the City of Ithaca Planning and Development Board assuming lead agency status for State Environmental Quality
Review (SEQR)purposes.
We've reviewed the Traffic Impact Study (TIS) scope that we received from SRF Associates and have the
following comments:
1. More precise information should be given for the different developments within the site (specific land use
codes rather than just saying industrial,office space, etc.) if this is possible at this early stage. we
ran our own trip generation numbers, we came up different numbers, but there are quite a few
different uses in the general categories.
2. following intersections should be included in the TIS report in addition to what was already included:
Route 13 southbound and northbound (Fulton Street and Meadow Street) at Route 96B (West
Clinton Street)
Route 13 southbound Street) at State Street
Route 13 northbound (South Meadow Street) at Route 79 eastbound (Green Street)
Route 13 (North and South at State Street - since is coordinated
signals to the north
Route 13 northbound (North Meadow Street) at Route 79 westbound (Seneca Street)
3. We don't believe Saturday needs to be analyzed.
