COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. June 22, 2016

CALL TO ORDER: 3:35 p.m.
APPROVAL OF MINUTES OF THE May 25, 2016 MEETING:
By Commissioner Beem-Miller: Seconded by Commissioner Wright
RESOLVED, That the minutes of the May 25, 2016 Community Police Board
meeting be approved as published.

REPORT FROM COMMON COUNCIL:
Common Council Liaison Kerslick reported that the quarterly report for January 1,
2016 – March 31, 2016 was available for review for the Community Police Board
members. The report did not show any changes in the total number of individuals
that Outreach Worker Tammy Baker encountered despite the winter months.
Ms. Baker has successfully created a word of mouth referral system with the
people she has assisted in the past and they have been sharing information with
others in need. The steering committee has been monitoring the Community
Outreach Worker program closely as it is a one-year pilot program.
The Steering Committee has discussed conducting a survey to gather input
regarding the effectiveness of the program and services offered. They would also
like to visit Burlington, Vermont to learn more about their program and the
obstacles they’ve faced since its inception.
The Board voiced their intention to invite Ms. Baker to attend the September
Community Police Board meeting and provide another update.
REPORT FROM THE POLICE DEPARTMENT:
Deputy Chief Monticello reported that Officer Greg Firman has retired and
interviews have been taking place to fill the open positions. On July 11, 2016, the
Department will be swearing in a new Officer who is a lateral transfer from the
SUNY system. In years past, lateral transfers from the SUNY schools were not
eligible but that has since changed. Lateral transfers save time and money on
training requirements.
A policy has been prepared for the Ithaca Police Department regarding
interpreters for people in need of assistance. Commissioner Kane asked that it
be put into the Community Police Board notebook so Commissioners could have
access to it in the future.
The 2nd Annual Community Barbeque will be held on July 16, 2016 at the
Southside Community Center.
OLD BUSINESS:
Discussion was held regarding an article that was written by the Ithaca Voice
which reported that the Board was working on a particular case. Board members
believe that the context of that statement could have been taken from a previous
article in which the Mayor had stated that the Board was working on case;
however, the Board was not engaged with a complaint as one had not been
submitted. Complaints are confidential and discussion is held in executive
session. Everyone was reminded that the Co-Chairs will speak on behalf of the
Board, for all media inquiries. If members speak with the media, they should
make it clear that they are not representing the Board, only themselves. It was
also noted that a correction can be sent to the media when something has been
reported incorrectly.
