Chair Gilligan called the meeting to order at 1604 hours.
Awards, Commendations, and Other Recognition Items:
A. Award of Certificates of Commendation to Members of the City of Ithaca Fire
Department Responding to the Cargill Mine Incident in January 2016:
Chair Gilligan read out loud the resolution entitled “City of Ithaca Board of Fire Commissioners
– Commendation to Members of the City of Ithaca Fire Department Responding to the Cargill
Mine Incident” that was approved at the June 14, 2016 Board of Fire Commissioners meeting,
as well as the wording from the Certificate of Commendation. Both were presented to Lt. Scott
Eaton, on behalf of the members of the Ithaca Fire Department responding to the Cargill Mine
Incident. Fire Chief Parsons will distribute the certificates to those who were unable to attend
today’s meeting.
Election of Chair of Board of Fire Commissioners:
Commissioner Hoard nominated Commissioner Gilligan to be Chair of the Board of Fire
Commissioners for the term July 2016-June 2017. Commissioner Sparks seconded the
motion.

Election of Vice Chair of Board of Fire Commissioners:

Mr. Lyman Baker provided the following report on the hours worked in the City of Ithaca
Cemetery:
RE: Work hours
Dear Board,
Raymond B. Wheaton and Lyman E. Baker have worked 6 hours each in the Ithaca City
Cemetery mowing and trimming weeds.
The grass is brown in spots from the lack of rain, but the weeds grow anyway and need to be
trimmed.

Mr. Baker further reported that at last month’s Board of Fire Commissioners Meeting, he
inquired about the balance in the Veteran Volunteer Firemen’s Association fund. Previously,
they received information on the interest the fund had accrued but not the balance.
Chair Gilligan provided a copy of the financial report showing the balance for the Veteran
Volunteer Firemen’s Association fund to Mr. Baker. It was provided by the City of Ithaca
Chamberlain’s Office, and the balance in the account is $9,863.90.
Correspondence:
Chair Gilligan shared a brochure from Old Forge Fire Department announcing their 50th Annual
Fire Drill School.
Chair Gilligan reported that the bank statement from Tompkins Trust Company for the donation
fund dated June 30, 2016 had a beginning balance of $2,651.61, and an ending balance of
$2,651.61 reflecting no activity.
Chair Gilligan stated that there had been activity with the donation fund during the past month
that has not yet shown up on the statement; it should be on the July statement. He shared that
the Veteran Volunteer Firemen’s Association was reimbursed about $90 for the cost of
materials related to maintenance of the Firemen’s Monument in the City of Ithaca Cemetery
(the Board approved that request at the June 14, 2016 meeting). There was also a $500
donation from the organizers of Ithaca’s Half Marathon.
Chair Gilligan further reported that the bank statement from the Tompkins Trust Company for
the rescue squad donation fund dated June 30, 2016 had a beginning balance of $1,846.69
and an ending balance of $1,846.81, reflecting .12 interest earned.

Chair Gilligan shared a thank you note from Retired Asst. Chief VanBenschoten to the Board
of Fire Commissioners. In it he thanked members for attending his retirement celebration on
June 24th at Stewart Park. He wrote that it was gratifying and humbling to be presented with
both the resolution and certificate in recognition of his many years of service to the City of
Ithaca Fire Department. In his thank you note, he shared his thoughts of his time with the
Ithaca Fire Department through more than forty years. He felt that the resolution and
certificate were a very fitting bookend to his career. The beginning book-end was when the
Board of Fire Commissioners approved his hiring in 1975.
Membership Changes: No new information to report at this time.
Miscellaneous Reports:

C. Audit: The audit was reviewed and approved by Commissioner Hoard.
Department Reports:
Fire Chief Parsons highlighted the following items from his monthly report, which will be
attached to the minutes, for the Board:
Chief Parsons reported that also included with his monthly report is a six month statistics
report. There is one report not included that breaks down the statistics by election districts of
the City. He is not sure if it is of any value to anyone; the Board can let him know if they would
like to see it. He has also included information on what triggers certain responses to calls and
types of alarms that the department responds to. The number of calls year-to-date, are down
right now from previous years, probably related to the recent good weather.
There are no staffing changes to report. The two new Fire Fighters should complete their
training and be ready to be assigned to a specific shift at the end of this month; they are
currently being evaluated.
Tompkins County received a grant to provide two Mobile Data Terminals in each of the
County’s sixteen fire departments. The Ithaca Fire Department will install one in their reserve
ladder truck, and the new duty chief’s vehicle.
All the new self-contained breathing apparatus arrived in May, and firefighters are being fit
tested and trained on the new units this month.
No update on the two grant applications submitted in March to the Staffing for Adequate Fire
and Emergency Response Program (SAFER). One grant would fund a volunteer and bunker
program, the other requested funding for four career fire fighters.

Kingsbury Architects submitted their draft study to the City regarding the possibility of another
location for an East Hill fire station on Maple Avenue. They also reviewed the building
conditions at Central Fire Station. He is currently reviewing it along with Planning Department
and Engineering staff. The report should be complete available for the Board’s August
meeting.
Common Council and the Town Board approved the replacement of a pumper truck for this
year. The original order approved earlier this year has been amended to include a second
engine.
The Fire Department is currently awaiting the delivery of a new motor for the Heavy Rescue
Truck. Last month, the motor in the truck lost a main bearing. It was recommended by the City
of Ithaca Fleet Manager to replace the motor rather than try to repair it. The two newest
engines and their reserve ladder truck were sent out to have their frames cleaned and
repainted. As a result of the older engines suffering structural problems from corrosion, he has
decided to have regular cleaning, inspections, and repainting of the frames for their heavy
apparatus done in an effort to help extend their useful lives.
The Mayor distributed 2017 budget guidelines; it will not necessitate any cuts to staffing or
programming, and will include increases in staff salaries as per contract requirements.
Chief Parsons recently received an e-mail that a Firefighter 1 Class would be starting in
Tompkins County at the end of August. This information is being communicated to members
of the fire department who need it. One of the two new members cannot begin orientation until
they pass their physical examination, and Asst. Chief Tracey is working to get the other
scheduled for training.
Bids for the department’s protective clothing were received, and are still being reviewed. The
award of the bid should be ready for placement on the Board’s August meeting agenda.
Chair Gilligan asked, in terms of Fire Station 9 and the study conducted by Kingsbury
Architects, whether any of that information would be included in upcoming budget discussions
for 2017 or whether any capital expenditures are being considered in relation to them.
Chief Parsons responded that some decisions have yet to be made. Right now, staff is in the
process of gathering information so that they can make a recommendation. He does not see it
moving forward quickly or a decision being made as to what way to go being made soon.
Chair Gilligan requested that the Board of Fire Commissioners be provided with a copy of the
Kingsbury Architects study. Chief Parsons responded that he would, and noted that the report
includes information on a smaller size station located on a smaller site (which will now is no
longer available); the report will at least provide what the costs would have been.
Vice Chair Sparks asked what sort of information would be available to staff on the mobile data
terminals being provided by Tompkins County? Is there a vision of floor plans for more
complicated structures being available to access through the terminals?

Chief Parsons responded that staff will be able to see more detailed information about a
particular call on the screen that will provide them with more situational awareness of the
larger department. For example, where everyone is and what they are doing at that moment.
He stated that if there is a desire to get floor plans in the terminals that there is quite a bit of
work involved. First, the plans have to be collected, then scanned in, and loaded in a format
that is accessible. Already, there is an ongoing and constant effort to get updated Knox Keys;
he is concerned that because floor plans are constantly being updated that the most up-to-date
plans won’t always be in the system. The system does have the location of all fire hydrants in
the City, which is helpful in relation to an event that they may be responding to.
Chair Gilligan asked whether the staff of the Fire Department would be the ones getting the
information into the terminals or would assistance from the City’s Information and Technology
Department be available. Chief Parsons responded that any data already generated
electronically like GIS mapping information from the City and County has already uploaded to
the system. It is not a simple process to upload the information since it has to be in the correct
format in order to access it, and the time involved in that work.
Fire/Police Report:
Mr. David Cornelius expressed his thanks and appreciation for the City of Ithaca Fire
Department’s active involvement in the Coast Guard Auxiliary’s public education event last
Saturday. It was very much appreciated.
He then provided the following written monthly report for the Board of Fire Commissioners:
Fire Police training was held on June 21. The topic was Basic first Aid, the instructor was
Chris Hamilton. The following people participated: Dave Cornelius, Gary Bordoni, Jim
Rogers, Andrew Adams, Rob Longo, and Bill Gilligan.
July Fire Police Training will be held on Tuesday July 19, 2016 starting at 1900. The topic is
the ERG’s Emergency Response Guide Book.
The past month was a busy one for the Fire Police Unit. On June 15th the following members
provided two hours of traffic control safety for the Ithaca Twilight Race Event: Jim Rogers,
Jack Gould, Dave Cornelius, Gill Gilligan and Lyman Baker.
On June 18th the following members provided 4 ½ hours of traffic control safety for the Ithaca
Gorges half marathon: Jim Rogers, Rob Longo, Gary Bordoni, Lyman Baker and Bill Gilligan.
On July 3rd, the following members provided 5 ½ hours of scene safety for the Ithaca
Fireworks; Lyman Baker, Gary Bordoni, Anthony Hayton, Jack Gould, Alex Karandeyev and
Dave Cornelius 2 ¼ hours. Dan Maas of Company 9’s provided manpower on the standby
safety engine.

Old Business:
Volunteer Recruitment Items/Issues/Committee Update:
Chair Gilligan asked whether, since there will be a Firefighter I Training that has been
scheduled by Tompkins County for August, whether there was any information about any
upcoming Fire/Police training being offered. Chief Parsons responded that the last
communication he received from Tompkins County was that they were trying to schedule
something. Chair Gilligan noted that it might be helpful if members of Company #9 whose
primary interest might not be the fire/police unit receive the training as it would be useful to
have additional resources for that purpose.
Role of Board of Fire Commissioners: No new information at this time.
Discussion of Format and Topics for Department Presentations:
Chair Gilligan suggested, possibly in the Fall (Oct), at the Fire Department Training Center,
that a larger demonstration of an event such as a rope rescue or initial response to vehicle
accidents be held that would be open to Common Council, the Town Board, and general
public. This event would provide people with a feel of exactly what the Fire Department does,
and the work and manpower that goes into these types of rescues. For example, there was a
rescue in the gorge a few weeks ago; it would be good for the public to understand what
exactly is involved from a first-hand perspective.
Chief Parsons stated that he has nothing new to report, and asked that anyone who has items
that they are interested in or useful topics to have for a future presentation to let him know.
He further asked if anyone had thoughts/suggestions on the information included in his
quarterly reports. Are Board members interested in seeing any other statistics?
Chair Gilligan responded that he feels the current format of the report is a good way to have all
the statistics in one place as a historical record/reference.
Vice Chair Sparks suggested the addition of an equipment list or inventory of the Fire
Department’s vehicles and tools. Where they are in their expected life span, instead of one at a
time as they currently come to the Board when new ones are needed. For example, if all of
the apparatus are at 80% of their useful life, then it would be good to see that as far as long
range planning is concerned. He thinks it would be helpful for the Board to see all this
information in writing.
Chief Parsons responded that currently the City doesn’t have a schedule, budget or plan for
maintenance of the Fire Department’s apparatus and equipment. It started back in the early
1990’s; when the economy is good purchases get made and when it’s bad they get deferred
until they have to be repaired or replaced. He did note, as a point of information, that in 2020
the Fire Department will need about $2.5 million to pay for the cost of all the vehicles and
apparatus that will need replacement. He stated that this was actually a question at the last
Common Council meeting was how can the City start to spread of the cost of maintenance and
replacement schedules so that it can get back on a more manageable schedule for both?
What would need to happen in order to accomplish that goal?

Chief Parsons stated that staff put together requests for Capital Projects on an annual basis,
but not all of them get funded. There is no Capital Project fund that is set aside for building
maintenance, and things just wait until they become an emergency and then the City finds a
way to cover the cost. Currently, there is a city committee that is reviewing all city facilities to
determine their condition, usefulness, what repairs/maintenance is needed and whether they
actually meet the needs of their intended use or current use. They hope to develop a 50 year
long-term plan for what should happen in the future to these facilities. If vehicles need to be
replaced every five years then that should be something included in the department’s
operating budget instead of deferred until it becomes an emergency which results in a Capital
Project being established to cover the cost. However, he noted, that with different elected
officials priorities get changed so that has been something that has been difficult to complete in
the past.
The Fire Department has been fortunate in obtaining grants to cover some of the equipment
and apparatus costs/replacements. If not for the grant funding, the compressor would have
ended up in the Fire Department’s operating budget or in a Capital Project. All of the Fire
Department’s new equipment lately has been funded through grants and not city money.
Chair Gilligan wondered if there was any salvage value in the old self-contained breathing
apparatus that might be used to help fund the department. Chief Parsons responded that in
August there will be a resolution on the Board’s agenda approving the disposal of the surplus
equipment which will then be sold by the City. He noted that the apparatus does have some
useful components that someone will want, but he cannot tell what value they might have. He
stated that the department will have to purchase some extra pieces and parts to have on hand
in case the new apparatus needs repair and the proceeds from the sale of the old equipment
will be used for that. In some cases, New York State Department of Transportation has certain
life time requirements for certain pieces of equipment which have to be followed and when
they reach the end of that time frame, they can’t be repaired or replaced necessarily.
Update on 911 Memorial and Display of Steel from the World Trade Center Building:
Chief Parsons stated that he has no new information, and noted that he has not had time to
work with the involved people to put any information together. He spoke with the Director of
the History Center about it and they are interested in being involved with the display.

Budget Report
a) 2016 Budget: Budget Summary - see accompanfng report
County Communications and 9l I Programs:
a) Tompkins County has received a grant to provide two Mobile Data Terminals in
each of the County's sixteen fire departments. The Mobile Data Terminals will
be installed in our reserve Ladder Truck, and our new Duty Chiefs Vehicle.
Grants and Donations4)
a)In May, we took delivery ofsixty-five new SelfContained Breathing Apparatus
Units that were purchased from funding provided in the 2014 Assistance for
Firefighting Grant Program. The AFG grant provided $413,000 in funding
towards the $455,000 cost ofthe new units. Firefighters are being fit tested and
trained on the new units this month.
b)No Update: On May 201h, 2016, I received word from U.S. Senator Charles
Schumer's Office that the Ithaca Fire Department was the recipient of a grant
under the 2015 Assistance for Firefighting Grant Program In January, I
submitted a grant application to fund the replacement ofthe fire department's
breathing air compressor. The current compressor is l5 years old and nearing its
end ofuse. We are approved to receive $45,455 towards the replacement ofthe
compressor.
c)No Update: On March 25th, 2016, I submitted two grant applications to the
Staffing for Adequate Fire and Emergency Response (SAFER) program.
5) Collegetown Fire Station
The frst grant application requested funding for a volunteer and bunker program.
The grant would pay for equipment, physicals, and training for up to 20 new
volunteer and bunking members over four years. If awarded the grant would also
fund a part{ime program administrator. The total arnount requested is $256,744.
The second grant application requested funding for four career firefighters. If
awarded, the grant would fund salaries and benehts for four career firefighters for
two years. After the grant period, the City would either pick up the cost for the
four additional firefighters or eliminate the positions. The total amount requested
is $634,016. There can be no reductions in staffing during the grant performance
period. On May 4tllCommon Council approved a resolution authorizing the
Mayor to submit a letter of commitment to US FEMA outlining the City's
understanding ofthe terms and conditions ofthe FY 2015 SAFER grant.

The City has contracted with Kingsbury Architects to look at another location for
an East Hill fire station on Maple Ave. They also reviewed the building
conditions at Central Fire Station. The have investigated the feasibility of
expanding the station to accommodate the apparatus, people, and program storage
from the Collegetown Fire Station for a short or possibly longer term. Kingsbury
has provided a draft report that is currently under review by the Planning
Department, Engineering Department, and by me. A final report should be ready
by August.
