BY-LAWS
I. NAIL -
The nFne of this Bureau of the Municipal Government shall be "City
of Ithaca Youth Bureau".
II. OBJECT
The object of this bureau shall be to coordinate, foster, and supplement
the activities of public agencies and programs devoted in whole or in
part to the welfare of youth in and about the City of Ithaca which may .
wish to come under Its auspices, and to cooperate with other agencies
working toward this goal.
The activities of the Ithaca Youth Bureau shall conform with the state
law supporting this activity and be subject to such rules and regulations
as may be imposed by the government of the City of Ithaca.
III. YOUTH BUREAU BOARD
The Youth Bureau Board shall be made up of the following:
A. President of P.I .A. Council or his appointed representative,
Family Court Judge or his appointed representative, a delegate
from the Ithaca Ministerial Association, a representative from
the Superintendent of Ithaca Public Schools, Tompkins County
Medical Society, United_ Way, Chief of Police and Town of Ithaca.

C. There shall be in addition, an Advisory Group made up of the
Youth and Recreation Committee of the Common Council and the
Buildings and Grounds Committee of the Board of Public Works.
IV. POWERS AND DUTIES
The Youth Bureau Begird shall have the power and it shall be its duty
t.o adopt a program of activities designed to promote the welfare of
youth in end about the City of Ithaca. It shall be responsible for
the observance of these By-Laws, and for the change thereof to meet
changing needs or statutory obligations. It shall prescribe rules
in keeping with these By-Lave and all other pertinent lamas and
make such other provisions which are necessary to the efficient
and satisfactory operation of the Youth Bureau. It shall devise
and establish policies, provide advice and assistance, and in other
democratic ways aid t'.■e Director in administering the program of the
Youth Bureau. It shall adopt budgets, recors nd employment, transfer,
and dismissal of personnel, and make recommendations to the Common
Council necessary for the operation of the Youth Fureau. The Board

shall further be respcnsible for enccureging .'hol.esome youth
activities in Ithaca and aid in the development of cooperation
between the Youth Bureau and other agencies and institutions
working toward this end.
v. SELECTION OF 1,T.11BERS
Appointed members for the Youth Bureau Board stall be appointed by
the Mayor, January 1st. Vacancies in the unexpired terms of Board
members shall be filled by appointment by the Mayor.
VI. TENURE OF MEMBERS

A. The terms of appointed members of the Youth Bureau Board
shall expire on December 31st, each year, beginning on December
31st, 1952. The term for regular members shall be for three (3)
years. Initial appointments should be made so one-third
of the members will serve a one year term expiring December
31st, 1952, one-third of the members a two year term, and
one-third a three year term. Appointed members may serve no
nore than two consecutive terms and must be absent from
membership for a period of one year before again being
eligible for appointment.
B. If any appointed member of the Youth Bureau Board shall be
absent from three consecutive, regular meetings, without notice
to the Director of the Youth Bureau, such absence shall auto-
matically terminate membership on the YouthBureau Board and
a successor shall be approved by the Youth Bureau Board and
appointed by the Mayor at a subsequent meeting.
VII. OFFICERS
The officers of the Youth Bureau Board shall include:
A. Chairman - term of one year, to be elected at December meeting
and will take office in January.
B. Vice-Chairman - who shall be a representative from the Youth
and Recreation Committee of the Common Council.
C. Nominations for Chairman will be submitted at the regular
November meeting.
VIII. DUTIES OF OFFICERS
A. The chairman of the Youth Bureau Board shall preside at all
meetings, appoint all comittees subject to appointment, shall
call special meetings, act as Chairman of the Executive Committee,
be an ex-officio member of all committees of the Bureau and per-
form any other duties generally considered the responsibility of
the chairman or President of an organization.

B. The Vice-Chairman shall assume the duties of the Chairman
in the absence of the Chairman.
IX. STAFF
A. The Director of the Youth Bureau shall be a salaried employee
of the City of Ithaca, appointed by the Mayor of the City of
Ithaca upon recommendation of the Youth Bureau Board. Be shall
direct and supervise all projects of the Bureau as authorized
by the Common Council of the City of Ithaca and under the
direction of the Board may lend whatever assistance he can to
any projects involving the general objectives stated in

Paragraph II.
B. The Secretary shall send notices of meetings and shall be
responsible for keeping the minutes and other records of the
Board. (The paid stenographic assistant to the Director shall
perform the duties of the Secretary of the Board under the
supervision of the Director.)
C. At each November meeting of the Youth Bureau Board, the Director
shall prepare and present for approval, a budget of Youth Bureau
project proposed for the ensuing year. The approved budget
shall be submitted to the December meeting of the Common Council
for their approval and then forwarded to the New York State
Youth Commission for their approval.
X. STANDING COMMITTEE
Executive Committee: There shall be an executive committee consisting
of two officers and three members of the Youth Bureau Board appointed
by the Chairman of the Youth Bureau Board at the January meeting. The
Executive Committee shall have power to act on all matters which cannot
be readily deferred until the regular meeting of the Youth Bureau Board.
XI. QUORUM
A. A quorum of the Board shall consist of one-third (8) of
the voting members of the Board.
B. A quorum of the Executive Committee shall consist of a majority
of the members of the Executive Committee.
C. All members named in Paragraph III, Section A and B shall have
voting privileges at all regular meetings, as shall two (2)
members designated by the Advisory Group spelled out in
Section C.

XII. MEETINGS
A. Regular meetings shall be held once each month throughout the
year at a time and place approved by a majority of the members
of the Board except as the Board may properly act to suapeRd
regular meetings during any summer months.
B. Special meetings may be held at the call of the chairman er
by written request of one-fourth (6) of the members of the Board.

These By-Laws may be amended by a majority vote of members present at

any regular meeting, provided that the proposed amendment has been
presented for consideration of the Board at the preceding regular
meeting.
