Meeting Minutes

Meeting called to order at 6:02 p.m.by Shannon Terry
Review and approval of Minutes:
Introduction of Eloise Barrett was made as well as the newly appointed Common Council Liaison,Steve Smith to
the Board Members.
The Minutes from October 9,2012 were approved unanimously—Bill Murphy made the motion and Eric Nichols 2nd
the motion.
Eloise Barrett gave 2 great slide presentations,gave a brochure of her program as well as a wonderful detailed
description of the Paul Schreurs Memorial Program(PSMP). Eloise Barrett is the Coordinator of the Paul Schreurs
Memorial Program and has two staff members,Amanda Melendez,Program Assistant and Jhakeem Haltom,Youth
Program Leader. Currently the program is serving 42 kids in the"core"program, with 10-20 kids in the after school
program and 8-12 kids in the IthaKids Program. Their program does a variety of things from trips,outings and
college visits and uses the following as their mission: Mastery,Independence,Belonging and Generosity. They
also do a SAT prep program in the spring in collaboration with Cornell call the Let's Get Ready Program. Allen
Green gave everyone a history of Paul Schreurs and how the program originated. The PSMP starts with students in
the 6th grade and works with them through high school graduation and the program offers scholarships/stipends for
up to four years of college after they graduate. They do a number of fundraisers including bakes sales,Congo
Market and their biggest fundraiser is the Hip Hop Dance Competition in which they collaborate with GIAC and this
year it will be at the State Theatre in April. Currently they have 15 of their students in college. They did a variety
of events this year including performances at the Kitchen Theatre and Camp McCormick of the play Between a
Rock and Hard Place which was written by the Jhakeem Haltom,Youth Program Leader. Eloise has worked with
the Youth Bureau since 1988. Some of their past college graduates have come and spoken at their family dinners
and is very inspiring to the kids that are in the program currently.
Allen gave a quick update regarding the Budget. The Mayor,for the most part,has included the IYB recommended
budget. There were a few changes on some lines that mostly effect the administrative line. One area that was a bit
of a surprise was the reduction in the administrative line that includes the director's salary. The Stewart Park and
Cass Park Pavilion fees have been raised and it was approved by the Board of Public Works. Also the purchase of a
new Zamboni under capitol projects was approved.
Nancy Bower was given a big"shout out"by Steven Thayer for her work on the budget including the summary
sheet!!!

Shannon stated that the meeting between the Mayor,IYB and GIAC will be on November 28th at City Hall. Allen,
Liz,Shannon and Chris will be going from the IYB. Shannon will give us a detailed follow up of this meeting at the
next month's Board Meeting.
The Board reviewed the proposed dates for 2013 and there were no changes.
Nominations for 2013 officers were as follows:
Chair: Shannon Terry—Patrick Hollister made the motion and Bill Murphy 2 1'd the motion.
Co-Chair: Chris Milner—Bill Murphy made the motion and George McGonigal 2nd the motion.
George McGonigal-Patrick Hollister made the motion and Bill Murphy 2nd the motion.
These will be voted on at next month's meeting.
Shannon asked about recruitment for board members and Jen stated that she had been working on draft to go out
next week.
Jen announced that the Friends of the IYB have been able to provide,so far, $22,000 to the Youth Bureau for
program,RSS camp inclusion aides and also for camp scholarships. There is also talk about a campaign for some
remodeling of Cass Park. There were approximately 725 letters that went out from Friends for their annual support
campaign and also emails. Also advisory board members can help Friends by volunteering for an event,not
necessarily being on the Friends Board but just helping out,even if it's a one time thing.
Bill asked how the Supervisors/Coordinators here at the IYB were feeling regarding their fundraising goals—there
was some brief discussion that most were still feeling a bit"anxious".
A list of 2013 IYB Events will be given out at next month's meeting so that the board knows of events and can plan
on attending or possibly helping out.
Bill Murphy asked about the name of PSMP and how do people know what it means and what it is. There was some
talk of changing the name possibly the"Memorial"part to include something of what the program is about. Allen
stated that he will speak with Eloise regarding this.
Steve Smith the newly appointed Common Council Liaison stated that the Board Members should feel free to email
him any time with questions.
