HomeMy WebLinkAboutMN-HRC-1999-08-23 HUMAN RESOURCES COMMITTEE Regular Meeting August 23, 1999 Members Present: Paulette Manos, Pat Vaughan, Tracy Farrell Staff Present: Schelley Michell-Nunn, Denise Malone Others Present: Diann Sams, Dan Higgins (WHCU) Paulette Manos called the meeting to order at 7:10 p.m. A. Agenda Review &Approval of Minutes Pat Vaughan made a motion to approve the minutes from the July 26, 1999 meeting. Seconded by Tracy Farrell. Motion carried 3-0. B. Employee Comments. None. C. Committee Members Response to Employee Comments. None D. Chairperson's Report. None E. Sub-Committee Reports 1. Managerial Compensation The managerial compensation consultant has been selected. The amount approved was $24,000. 2. Sexual Harassment Policy The Sub-Committee has not met. The composition of the committee is not complete. The committee will consist of Joan Spielholz, Paulette Manos, Schelley Michell-Nunn and two City employees. Notices will go out to get employee participation. Copies of Sexual Harassment Policies from other agencies have been received. F. Work Environment Task Force Update. (P. Manos) The Task Force has met twice with Zelda Lockhart. They continued to discuss words such as affirmative action, diversity, etc. and the differences in definitions among the group. Even though the meeting was difficult and very tense, it was productive. The Task Force members are looking forward to the next step. Schelley will check with Bob Rich about the status of the employee assessment surveys. Surveys will not be mailed to employees. Sites will be setup for employees to come in during work hours to complete. Human Resources Committee Meeting August 23, 1999 Page 2 The Committee discussed the makeup of the survey team; the lack of resolution of the racial discrimination piece becoming diluted and the lack of questions needed to address this issue G. Human Resources Director's Report. None. H. Mayor's Report. None. I. Old Business 1. 1999 Picnic Update (P. Vaughan) The picnic is scheduled for Friday- September 17, 1999. RFPs to cater the picnic were sent out. Reponses were received. Due to the shortness of time, the Clerk's Office will handle this process. 2. Red Cross Disaster Leave Proposal Update (P. Vaughan) Ms. Vaughan stated that she talked to Mike Thomas. Mike Thomas is the only City employee who currently takes leave to assist during disasters. To participate in this program, Mike's supervisor had to sign a statement. Marcia Fort signed a statement allowing Mike to participate in this program as long as it does not affect his job. Mike uses his own leave time. If unavailable, Mike has his name removed from the list. Pat mentioned the different places Red Cross volunteers may be sent. Red Cross pays the expenses and is willing to provide in-house training. Pat stated that no other municipality participates in this program. The proposed legislative bill is giving municipalities the ability to treat this similar to military leave. After discussion, the Committee decided to look at other policies where employees volunteer (i.e. Volunteer Firefighter, etc.) Pat will check to see if other employers offer this type of leave to their employees. J. New Business (S. Michell-Nunn) 1. Police Officer Exam Date for the Police Officer exam is currently unknown. Announcement to come out soon. A meeting has been scheduled to discuss recruitment. Schelley mentioned that there maybe a question and answer session with Police Officers at either Southside Community Center or GIAC. A prep course will be advertised prior to the exam. Announcement Diann Sams mentioned that there would be an anti hate-anti crime demonstration at Caroline School on Monday—August 30th at 6:30 pm. Everyone is invited. K.
