I have.looked through the old files on GIAC and have been able to pull out
some of the old documentation. These files are quite extensive and I have
not done a complete search regarding all past agreements and documents.
Of course, the files are open to you. I have found and am enclosing here-
with the following:
1. Lease between the School District and the City from January 1980 - the
City agreed to use and occupy the premises for a "youth and adult recreation,
cultural and educational service or other projects authorized by the State
Division of Youth or the State Department of Education."
2. Agreement between the City .and GIAC on December 31, 1973 in which, on page
3, the City agreed to continue the Central School Building's use as a multi-
purpose community service center. The various programs and projects were to
be more particularly described in Schedule B which was not in the file.
3. A letter from Kathe Evans to Richard Backer of February 11, 1980 regarding
improvements to the building in which the building is referred to as a "commu -
nity center."
4. Draft of an agreement between GIAC and the Ithaca Youth Bureau from June 12,
1980. This is a draft only. I could not find the actual agreement.
5. Purchase offer for the building from the City to the School District.
6. Letter from Kathe Evans to Bill Clark at HUD dated February 13, 1981 in
which the building is referred to as a multi-purpose neighborhood center.

If you have further questions regarding this, of course get back to me.
WHEREAS, the City of Ithaca will consider appropriating a portion
of its 1993 general operating funds for support of local human
service agencies, and
WHEREAS, the Human Services Coalition is funded in part by the City
of Ithaca to provide an objective overview of human services needs
and provision, and to evaluate requests for City support; now,
therefore, be it
RESOLVED, that all 1993 requests for city funding from private
agencies seeking to provide non-mandated human services shall be
submitted to the Human Services Coalition for review by their time
deadlines, and be it further
RESOLVED, that the Coalition shall report its findings to the Human
Services Committee of Common Council by September 1, 1992, and be
it further
RESOLVED, that the following criteria shall be used by the
Coalition in its review of requests :
A-1 . The application shall be received by the Human Services
Coalition by Friday, May 22, 1992 and the applicant must
complete the Human Services Coalition review process in a
timely manner.
A-2 . An application may be reviewed either through the Human
Services Coalition review for human services proposals, or
through the process review for other types of proposals, but
not both.
A-3 . Applicants must also demonstrate that they have requested
funding from the County and from any town( s) where 5% or more
of the population to be served by the proposal reside.
A-4 . Applicant must submit the following materials : budgets for
1992 and 1993, financial report for 1991, and enumeration of
other funding sources .
A-5 . If the applicant received city funds in 1992, the applicant
shall have demonstrated that they performed effectively under
the contract.
B. The Coalition shall award points for the degree to which the
proposal meets the established criteria, on a scale of 1 to 5, 5
being the most desirable rating, for each criterion; if applicant
does not supply sufficient information for Coalition to make a
judgment, the proposal receives zero points in such case.
B-1 . Applications from agency programs in operation prior to
January 1991 shall be evaluated according to the following
criteria:
a. Proposal will serve city residents in proportion to city
funding requested compared to total program.
b. The proposal will serve an identified need which does not
duplicate another service, with higher points allocated
in proportion to the severity of the problem in the city.
c . The proposal demonstrates that the service has
effectively met the needs of its clients; proposal
includes measurable objectives .
d. The agency has been effective in managing needed fiscal
resources and in containing costs, e.g. developed
internal controls, invested reserves, reduced overhead
expenses, instituted cooperative efforts .
e. Population to be served by proposal can be shown to be a
population in financial need (i.e. federal poverty
guidelines ) .
f . Agency has thoroughly sought and secured other sources of
funding.
g. Agency has demonstrated extreme financial need for itself
due to increased caseload or loss of funding.
h. The request for city funding is less than half of that
requested for county funding.
B-2 . Applications from agency programs that began operating after
January 1991 shall be evaluated according to the following
criteria:
a. Proposal will serve/target city residents in proportion
to city funding requested compared to total program
budget.
b. The proposal addresses an identified need which does not
duplicate another service, with higher points allocated
in proportion to the severity of the problem in the city.
c . Agency has the expertise and a realistic plan to meet the
identified client needs .
d. Proposal includes measurable objectives developed to
demonstrate the effectiveness of the service.
e. The agency has plans and policies in place to manage
needed fiscal resources and to contain costs, e.g. is
developing internal controls, seeking other funds,
minimizing overhead expenses, instituting cooperative
ventures .
f. Population to be served/targeted by proposal is in
financial need.
g. Agency has thoroughly sought and secured other sources of
funding.
h. The request for city funding is less than half of that
requested for county funding,
and be it further
RESOLVED, that the Human Services Coalition shall review all
proposals that meet criteria A-1 through A-4, shall recommend
whether each request should be fully or partially funded, and shall
consider both new and previously funded agencies, and shall inform
the applicant of the Coalition' s recommendation and make a copy of
such report available to the applicant, and be it further
RESOLVED, that the Human Services Coalition will evaluate and
update its plan to reduce by 20% the total time and money agencies
must spend on local review by funders for the 1993 funding cycle
and to continue to reduce time and money agencies spend on review
in the future.

contract between the City of Ithaca and G.I .A.C. which contract has
been approved by the Ithaca Common Council and signed by Ben
Nichols as Mayor. I would appreciate your reviewing this and if
this contract is acceptable to your organization, signing the
contract and returning it to me at City Hall.
Of course, if you have any questions or concerns regarding
this, please contact me or have your attorney contact me to discuss

THIS AGREEMENT is made the of 19 between the CITY OF
ITHACA and its YOUTH BUREAU and the GREATER ITHACA ACTIVITIES
CENTER, hereinafter referred to as "GIAC. "
WHEREAS, GIAC, a not-for-profit corporation was formed for the
purpose of providing a wide variety of educational and
recreational and human service programs for the greater Ithaca
community, and
WHEREAS, the Youth Bureau is the agency of the City of Ithaca
formed for the purpose of operating and maintaining recreational
and youth service programs for the community, and
WHEREAS, the City of Ithaca purchased the former Central School
building at 318 North Albany Street, Ithaca, hereinafter referred
to as "GIAC building", for the purpose of continuing to house
recreation, youth service, and other community programs, and
WHEREAS, the Board of Directors of GIAC and the City of Ithaca
and its Youth Bureau share the common objectives of jointly
providing these services to the community;
NOW, THEREFORE, in consideration of the mutual promises and
covenants herein contained, the parties agree as follows:
1. The City of Ithaca and its Youth Bureau are:
a. to be the employer of record of GIAC employees,
including the coordinator, abiding by Civil Service
rules and any applicable Union contract, issuing pay
checks, and maintaining appropriate City benefits;
b. to operate and maintain the GIAC building;
c. to continue representation on the Board of Directors of
GIAC as called for in the Constitution of that
organization;
d. to accept an assignment of all fees or rental income
due GIAC, by reason of any contracts or agreements, or
rents concerning the use of the GIAC building. All
such sums shall be applied against the sums GIAC agrees
to pay the City of Ithaca under Paragraph 2c of this
Agreement. The Board of Public Works shall review all
contracts for rental income from use of GIAC building;
e. to be responsible for handling all operating income and
payment of bills, including salaries of employees, in
connection with the operation of the GIAC building
through normal procedures of the City" of Ithaca;
f. to meet major facility maintenance and renovation needs
of the GIAC building;
g. to continue the GIAC building's use as a multi-purpose
and multi-cultural center.
2. The GIAC Board is:
a. to establish policy for the operation of GIAC programs,
and to work with the Center Coordinators and Youth
Bureau Director in the implementation of the programs.
b. to contribute toward annual operations all sums
received from the United Way and the New York State
Division for Youth, and any other major revenue
sources;
c. to assign and transfer to the City of Ithaca, all of
its rights, title, and interest in and to any and all
fees or rental income now due or to become due GIAC by
reason of any contracts or agreements which make
reference to or concern the use of the facility;
d. to continue to solicit funds from the United Way Board
and other sources;
e. to have a representative of the GIAC Board on the Youth
Bureau Board of Advisors;
f. to set the fees and dues structure for GIAC activities;
g. to set policies for the use of the GIAC building,
assignment of space, and rental contracts which shall
be consistent with city policies;
h. to prepare and submit annually to the City through City
processes, a proposed budget including recommendations
for staffing levels.
3. The City of Ithaca and its Youth Bureau and. the GIAC jointly
are:
a. to select, hire and discipline the Coordinator,
consistent with the provisions of 1(A) .
b. to operate, administer, and maintain recreation, youth
service, multi-cultural, and other community programs
in the GIAC building.
c. to plan major capital improvement projects involving
the GIAC building and grounds, taking into account
program continuity.
d. to share full use and enjoyment of all equipment owned
and controlled by both parties necessary to the
operation of the programs. In the event of the
termination of this agreement, all equipment purchased
by GIAC with non-City funds will remain with GIAC.
(All other equipment will remain with the City. )
e. to carry out the program as approved in the budget for
the budget year. Any changes desired to be made by
either the City of Ithaca or GIAC must be approved by
both the City of Ithaca and GIAC.
4 . Nothing in the agreement between the Greater Ithaca
Activities Center and the City of Ithaca shall be construed
to limit the Youth Bureau's mandated obligation to review
all expenditures of the Greater Ithaca Activities Center
relating to City of Ithaca Funds.
5. This agreement shall be effective until December 31, 1990
and shall automatically be renewed annually thereafter
unless either party notifies the other in writing of an
intention to terminate six months prior to December 31 of
that year.
6. The parties hereto agree to comply with all laws,
governmental regulations and rules applicable to the use of
the premises as described.
7. The parties may at any time modify this contract by mutual
consent.
In Witness Whereof, the parties have caused this instrument to be
signed by duly authorized officers and seals affixed the day and
year first written above.
