COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. April 27, 2016

CALL TO ORDER: 3:30 p.m.
APPROVAL OF MINUTES OF THE FEBRUARY 24, 2016 MEETING:
By Commissioner DaGrossa: Seconded by Commissioner Wright
RESOLVED, That the minutes of the February 24, 2016 Community Police
Board meeting be approved as published.
Carried Unanimously (6-0)
Commissioner Onyejuruwa absent from vote
APPROVAL OF MINUTES OF THE MARCH 23, 2016 MEETING:
By Commissioner Beem-Miller: Seconded by Commissioner Rogers
RESOLVED, That the minutes of the March 23, 2016 Community Police Board
meeting be approved as published.
Commissioner DaGrossa noted that she would be abstaining from this vote as
she was not present at the meeting and did not receive a copy of the minutes.
A vote on the Resolution resulted as follows:
Ayes (5) Kane, Rogers, Wright, Beem-Miller, LaFave
Nays (0)
Abstentions (1) DaGrossa
Carried (5-0-1)

COMMENTS FROM THE PUBLIC:
There were two Ithaca High School government class students in the audience
along with a student from Lansing. The Board introduced themselves and
provided an overview of their duties. Co-Chair Rogers noted that the Board has
a vacancy for a Youth Commissioner and encouraged the young women to share
this information with their government class teacher, friends and classmates who
might be interested in serving on the Board.
REPORT FROM COMMON COUNCIL:
Common Council Liaison Kerslick reported on the following:
The quarterly Community Outreach Worker report has just been released. He
will share the report at the next meeting.
There is a Special Common Council meeting tonight at 6:00 pm to confirm the
appointment of Dan Cogan as the City’s Chief of Staff. Immediately following
that meeting there will be a presentation on The Ithaca Plan: A Public Health and
Safety Approach to Drugs and Drug Policy. The meeting will be televised for
those who are not able to attend.
Co-Chair Kane noted that she and Co-Chair Rogers have been interviewed by
Ithaca Journal reporter Kelsey O’Connor as part of her 4-part series on The
Ithaca Plan.
Discussion followed on the floor regarding the proposed LEAD (Law Enforcement
Alternative Diversion) Program. Co-Chair Kane raised questions about the
criteria that will be used to determine how people will be selected to participate in
the program vs. incarceration. Further questions arose regarding training, timing,
and other logistics and it was decided that this topic warrants further discussion
with the leadership of the Ithaca Police Department.
Commissioner LaFave reported that the Implicit Bias training for the Ithaca Police
Department will occur on October 25-27, 2016 or in mid-September, noting that
the details are still being worked out. There will be seats for 25 people and the
Police Chief is looking to have higher ranking officers participate in the training
first. There will be a few spaces reserved for Board members who also wish to
participate. The second training will have more seats available and may also be
open to other law enforcement agencies such as the Cornell University Police
Department and Ithaca College Public Safety. On May 18, 2016 officers from
SUNY Cortland will make a presentation on the impact that the training has had
on their operations.
REPORT FROM THE POLICE DEPARTMENT:
There was not a representative of the Police Department present at the meeting
but the Board wished to congratulate the following people for their
accomplishments:
Officer Lewis Morse was sworn in on April 18, 2016.
Officers Matt Cowen and Theodore Schwartz were promoted to Sergeant.
Sergeant Jeffrey Cole was promoted to Lieutenant.
Acting Deputy Chief Vincent Monticello was promoted to Deputy Chief in charge
of Professional Standards.
MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE
INVESTIGATIONS:
By Commissioner Rogers: Seconded by Commissioner DaGrossa
RESOLVED, That the Community Police Board enter into Executive Session to
discuss active investigations.
Carried Unanimously (6-0)

Commissioner Onyejuruwa arrived at the meeting at 4:15 p.m.
RECONVENE:
The Board reconvened into regular session with no formal action taken.
ADJOURNMENT:
On a motion the meeting adjourned at 4:30 p.m.
