Attendance at the February 4 meeting included Pete Novelli,
Buzz Levine , David Buether, L artin Sampson, Beth Mulholland ,
Edna Clausen, Dick Fischer, Peter Lovi , Carolyn Peterson
The Committee looked at two maps , both very good ones. Pete
Novelli had a 1950 map of the watershed that included -DPW
features and property lines . Peter Lovi successfully en-
larged 1978 topo maps of the watershed . Me" Committee agreed
on a 400 scale for all maps . Pete T'ovelli said that the Com-
mittee could probably rely on his staff to perform some of
the transfering of lines from map to map since the City could
use a good base map anyway. Pete and Peter will discuss the
best methods of combining the different maps .
Gorge research guidelines
Above 60 foot dam, permission is required for research acti-
vities . Below the dam, the area is open but notification of
a project and any additional input is requested in order to
develop future appropriate guidelines .

Bud Gerkin will continue to monitor the progress of signage
for the preserve through his role as a BPW commissioner.
Pete Novelli reported that the size of the sludge lagoons has
been reduced by 15% and will have a fall construction date in
order that the insect study could be completed . The lagoons will
be on the flat area and not on the banks. The old 20" raw water
line will be used instead of new pipe . . A discussion on addition-
al parking at the lagoon site or at VanNatta 's pumphouse followed .
Buzz Levine mentioned that the new Burns Road bridge would be
si?- il ar to the Giles Street bridge .
Peter Lovi made a presentation on the new configuration of
buildings at Commonland. Members brought up points of visual
intrusion from the gorge ,more buildings near the slide area,
and drainage .
The next meeting is on March 4 at 7 :30 p.m. in the third floor
conference room of City Fall . Letters have been sent to law
en"orcement agencies for a discussion on the ranger 's communi-
cation problems .to take place at this meeting. Cther agenda

Summary of March 11 meeting

Radio communications for the gorge ranger were discussed . Chief
Reeves said that he had spoken with County Disaster Coordinator
Jack riller about this issue . They felt that the best solution
would be a :otorola UHF portable radio with charger. The radio
would operate on the fire department frequency with direct links
to fire control, police and sheriff, and the rescue squad. There
is a transmitter at Ithaca College . Direct communication to DPW
could be a little more difficult but possible through messages
or phone patches . The radio could be purchased through the County
on their contract. The following resolution was moved by Buzz
Levine and seconded by David Ruether:
The City should pursue purchase of a Motorola UHF radio with
charger and compatible with fire control . The purchase should
be made through the County Disaster Coordinator. A pre-test of
the equipment should be performed in Six Mile Gorge before
purchase . Passed unanimously
Bud Gerkin will bring this resolution to the Board of Public Works .
The Gorge ranger job specifications were amended to reflect Civil
Service regulations . ':Moved by Fischer, seconded by Sampson, Passed

flexible schedule , carrying a first aid 'cit, etc .- should be

been completed . Circle Greenway has written a letter to the Superin-
tendent of Public Works that lists concerns about the youth con-
struction project in Six Mile Gorge Circle Greenway feels that
the plans are too vague and that more details need to be worked out
before construction starts. Circle Greenway asked for the 6MCCC 's
support for the letter. Support was given unanimously.
Circle Greenway has completed the maps for existing trails.
Peter Lovi presented a report on Possible new gorge entrances . (A
list was handed out at the committee meeting. ) Therewere discussion
and questions regarding the development of landlocked property on
Slaterville Road . This subject will be continued at the April meeting.

Gerkin :
The gorge ranger should start as soon as possible but cer-
tainly by the weekend of Pia;; 4 . The ranger should work week-
ends only until traffic calls for fulltime attendance.

Beth :°ulholland will draft a list of ranger requirements that are
necessary to the job but do not appear on the job specification list.
Bud Gerkin reported' success with the UHF radio in Six Mile Gorge . He
will bring a resolution supporting purchase of the radio to the
Board of Public Works on April 10.
The maps are still being worked on. After trails are completely
marked in on the Circle Greenway maps they can he transferred to
the DPW 's base map. Beth will check air photos as a resource .

Notes from the May 6 meeting
Present : Peterson, Lovi, yovelli, Clausen, Fischer, iuether, Gerkin,
Mulholland , Levine
Bud. Gerkin reported that the purchase order for the UHF radio is in.
It will take 12 to 14 weeks for delivery. The County Disaster office
is loaning the City a radio until then. A holster is neededto carry
the radio and it was noted that the radio must be carried at all times.
Bud reported that no youth project work has started . Pete Novelli
will look into the project 's status .
Route 79 access - A lengthy discussion on access from Route 79 fo-
cused on the merits of an idea to map a highway and small subdivision
on the Guidi property in order to control development. Peter Lovi
proposed this idea because the Town will try to prevent landlocking
and because it was felt that development is inevitable and properly
planned development that includes open space agreements or conservation
easements would better protect the watershed . The proposal also names
thrEe potential Circle Greenway trails to Route 79 .
?eterson, Ituether, and :' ovelli strongly- felt that no develop-
r nt should be encouraged . The city n Rinser noted strong objections
to the nor.d and re-orientation of bi: dings at Commonland , especially
it relation to the proximity to the water3hed bourdaries , and also to

Route 79 access should be approached in two stages . The Committee
should explore with Sweet, Baker, etal . , through survey and informa-
tion rathering, what they would like to see done with their land in
relation to Circle Greenway access , development, and watershed protec-
tion. The second stage would be to eventually obtain a conservation
easement, working with the City Attorney. Passed unanimously.
Peter Novi requested that the following motion be kept "on hold
Resolved that the bI;'COC feels that lands north of the existing water-
shed owned by Sweet, etal . , are sensitive and important. and that any
development should be considered carefully. Recognizing that, we re-
quest that the Town Planner work with Circle Greenway, the City Attor-
ney, and others to investigate instruments such as conservation ease-
ments , open space agreements , and highway mapping to provide for the
preservation of valuable scenic qualities of this area in a manner that
doesn 't unduly compromise development rights of existing landowners .

Present : Peterson, Mulholland, Sampson_, Clailsen, Levine, Baker,

The Committee unanimously seated Steve Baker, Chief Filtration Plant
Operator, on the committee .
Bud Gerkin, proposed to place "pooper scoopers" at the gorge entrance
to encourage people to clean up after their pets . After discussion
on excessive regulations, misuse of the utensil, and high rate of
loss, a two month trial period was agreed to by the committee.
The gorge ranger reported that swimming was the predominant viola-
tion, especially below Van Natta 's day , and that most violators were
first time offenders . She stated statediiiat her presence is enough
to keep people out of .the water. She now has the small first aid kit.
Concern was raised over all night parking ir_=the Giles Street lot.
Signage against parking alinight should probably be erected. It is
difficult to know if someone is in danger if anyone can park there at
all hours. It was suggested that if anyone wants to know Munna 's
hours that a good response would be that she is on duty always from
noon to 4 on Saturday and Sunday and has flexible hours the rest of
the week.
The Committee unanimously moved to amend the 2/4 and 5/6 minutes to
include more detailed remarks about Common_land development as made
by Pete '"ovelli. (see enclosed )
Initial responses to the 6i;-COO survey were shared . :uestionnaires
will eventually be distributed to all neighbors of the gorge .
The memo from Peter Lovi regarding the planning proposal on Route 79
was shared . The committee felt that the proposal was considerably
changed and that the 6 "COC did not have the chance to review the
substantive change of elimination of the conservation component from

to the Town Board outlining our concerns.
Steve Baker stated that the old watershed law needs updating and that
he would. be walking through the area with environmental health direc-
tor Andersson. _
Circle Greenway is holding back on a path request . They received poles
from the Belle Sherman playground project.
Andrea Lazarski, the neighborhood plenner, has completed some initial
work on private properties within Six rile Creek 's trail system.

Re: Minutes of Meetings of February 4, 1985 and May 6, 1985

I wish to correct the minutes of the above meetings to include my
statements regarding proposed changes in the configuration of buildings
at Commonland. -
At the February 4 meeting, Mr. Lovi requested comments from the
committee concerning the changes at Commonland; these were to have been
presented to the Ithaca Town Planning Board on February 5. I stated
that the close proximity of the buildings and the pond to the slope (and
the associated disturbance caused by this development) could aggravate
the natural process of soil slides in this area. I expected this concern
to be conveyed to the Town Planning Board. Of course, the proposal sub-
sequently received pat approval from the Planning Board.
At the May 6 meeting, I again stated that the occurrence of slides is
a natural process along the Six Mile Creek gorge, and that the Commonland
development as presently being built would almost certainly aggravate
these processes and could cause additional failures.
Inasmuch as dwellings are now being constructed on this potentially -
unstable area and this could affect not only the safety of the inhabitants
but the integrity of the City's raw water transmission main below, I would
have hoped that my comments had been conveyed to Town officials for con-
sideration. After all , the Six Mile Creek Overseer Committee is the
appropriate forum for discussion of matters such as this, and the Town has
its own representative on the committee.
If the Town had performed even a cursory review of the Commonland
development as now proposed (especially as regards the siting of buildings
and a pond in close proximity to the slope) one would think that revisions
to the plan would have been required by the Town.

Dear Town Board member,
The Six Mile Creek Overseer Committee is submitting the follow-
ing comments for the record on the planning proposal regarding
Private properties on Slaterville Road( titled "Planning Report :
Slaterville Road Highway Plan, June 10,1985 , Peter Lovi, Town
Planner" ). The Committee had extensive discussions on this issue
with Peter boy! at several consecutive Six Mile Creek Overseer
Committee(6r:'COC ) meetings. The Committee 's comments were not re-
laye . to the Town Board . More importantly, the proposal was con-
siderably changed from what we were told would be presented to
the Board., notably the omission of any plans for preserving the
valuable natural amenities of Six Mile _Gorge .
Peter Lovi himself worded the folloirg=resolution and told
the 6::`COC that its content would be essentially unchanged in his
proposal to you.

that , we recuest that the Town Planner work with Circle Greenway,

Peter asked the 6".'CGC to keen this resolution "on hold" for
future consideration. The Committee suuported a different resolution
instead, that is , to proceed first with a general survey of the
landowners (see enclosed ) with the view of obtaining conservation
easements in the future . -

space at the backland. This committee and City officials feel
grossly misled by the Town planner, who is your official repre- I
sentative to the Committee . All attempts at coordinating City
and Town efforts in this area were fully ignored. We strongly
feel that the "problem statement" should also include that the
planning concern is not only access to the back lands, but to
preserve the watershed area from uncontrolled development by
cooperatively working with landowners, the Town, and the City
to obtain conservation easements or other such instruments.
This too should be added to Staff 's directives on working in
this planning area.

The June 10 minutes were accepted unanimously.
Streambank project- Plan #2 is underway,—with some temporary de-
lays due to materials request beyond budget. There were a number of
strong reservations over the feasibility and environmental impacts of
the project, especially with regard to disruption of the trail system,
disturbance of forest vegetation, and the strong possibility of floods
tearing it out anyway. It was suggested that rail ties already near the
site be used as tie-ins to the bank. There should also be more money
allocated in the 1986 budget for such work.
Gorge ranger- The new radio is in. The 4th of July weekend saw
an increase in camping, litter, and partying, with swimming and jumping
less of a problem than the parties . Fore time is being spent below Giles
Street. During discussion, it was suggested that the new landslide area,
which now has running water coming down it, needs stabilization.
The committee returned briefly to dicussion of streambank pro-
jects . The following motion was made by Levine , seconded by Ruether
and passed 7-0-1 .
It is recommended that Plan 2 use pressure treated
materials that are deposited at the parking area
in place of deadfalls if at all possible to ensure
a far superior project . Consultation with Circle
Greenway on this matter is necessary.

floor conference room. Agenda items include report from the gorge

Com- ittee 's focus for the rest of 1985 .

Tinutes of the July meeting were accepted .
The gorge ranger reported that more cards are needed and that
parking areas should be listed . There was an increase in camping
and night use , especially Thursday through Saturday and at 30
foot and Van Natta 's dams . Signage is needed to indicate that the
area is closed at night. Munna will arrange a walkthrough for law
enforcement and safety agencies to familiarize them with the gorge.
Signage should read "No bicycle riding" in addition to "No ve-
hicles" . The "No swimming" sign at Van Natta 's is still obscured.
There should be a major sign down to Van Natta 's and below. Steve
Baker discussed the slide area, the foot bridge on the upper Giles
Street path, and the gatehouse at 30 foot dam. He and the City
P'ngineer are working on these problems .
Peter Lovi is currently collecting data on the Slaterville Road
plan and will continue on it throurh the month of August. The sub
co=ittee workinT on the survey of that area will try to collect
more responses in preparation for a report .

Minutes of September 9, 1985
Present : Peterson, Clausen, Ruether, Mulholland , Sampson, Levine,

Gorge ranger report
runny stopped working full time after Labor Day and will
work weekends only through September. Very few people had been
out until the past weekend. (Sept . 77,8). Assistance from the
City Police was required to disband a large Party below Van
Natta's . The situation was cleared UP and the next day was more
calm. Thirty foot dam was calm with its usual responsible crowd .
Another incident that apparently involved-life safety officers
occurred and the ranger was not notified of the event. The Com-
mittee urges consistent two way ^om-nunication between the ranger
and life safety agencies to make sure each party is always up to
date on problems in the gorge . A scheduled walk through with the
police and sheriff departments did not occur because they did not
show UP. The vine covered sign on the mill building at Van Fatta
was attempted to be cleared but it did not succeed .

The 6z CCC urge: the Public Works Department to secure the
Van `"a.tta 's pumphouse and the 30 foot dam gatehouse to Pre-
vent access. Sent to Board of Public Works
Signage- Beth and Bud stated that they have been talking with
the sign shop and have made aplan for placement of new signs,
removing old signs , and improving existins signage .New No swim-
ming signs will be placed at the two entrances to Van Natta 's
and at the pool 's edge.
Water System report- Steve reported that the silt in 30 foot
dam err more problematic this year and that (DO foot dam may be
dredged in t o `years . The new lard Slide area was surveyed and
core samples taken. The leaking pip_ e was .repaired , but since it
a -nears that the pipe is retain nr the hill , stabilization of
the area will be need; d in the future . The lagoon construction
bids are in. Cne lagoon must be operational by the end of 1985 .

Present : Ruether, Levine , Baker, Gerkin, Sampson, Vulholland,
Clausen, Gorge ranger Fubaii, Karen Anderson, Peterson

The minutes of September were approved unanimously.
Karen Anderson, from the Ithaca Youth Bureau, explained the cur-. _
rent activities with youth in the gorge area. These include new
games, hiking, ropes activities , rapelling, and tag. There are
three groups of 6 to 8 kids and a group of 15-20 kids from the.
Alternative Community School. The entire gorge area is used. Bud
asked that items that are placed in the gorge be removed. Karen
explained that the,rope ladder is removed daily and that the log
balance .beam is removed at the end of the season. Peterson requested
that the Committee be informed of the activities and where they
tae place. The youths access the area differently_ each time. Beth
was concerned that Ric Dietrich does not abide by passive gorge use
regulations. Karel distributed copier of a plan for future gorge
activities.
'urea Rubaii reported a quiet September. She recommended bike racks,
lire safety tours, and noted that as the lone ranger, she felt
overburdened in July and August. I7unna is willing to assist a new
ranger with training. A thank you letter will be sent to Munna.
A letter from the Department of the Interior regarding full recrea-
tional use at 60 foot dam was discussed . Helen Jones is in the pro-
cess of rebutting this request. It was noted that hydro construc-
tion doesn 't change our recreational uses in the area and that the
1936 watershed law is very pertinent.
Steve Baker reported that our watershed law is outdated . Laws pre-
ceding 1970 are considered ineffective. New problems and pollutants
now exist and old problems are no longer present . Discussion over
who should draft the ordinance was varied . Steve will ask Peter
ITovelli and the BPW for guidance on this is sue . The lagoon con-
struction has commenced and could be done by the end of the year.
Ruether raised the issue of landscaping. Steve noted that the 30'
gatehouse is now secure. -
Beth suggested that the City be notified that Munna is now off duty
and that the area needs attention on weekends . She supports the bike
rack idea. Bud and Beth will be clearing areas for new signage to
be erected . She noted that the new trail embankment is losing its
ton stones again_.
Buy. Gerkir_recorted that the acquisition of the property on Route
7� above Potters Falls was discussed at the PP ;. Jack Dougherty
will look into it prior to turnin_- it over to the Planning Board .
