MINUTES of the DECEMBER 27th meeting approved.
PROF. H. W. RILEY explained a proposed truck by-pass route
for Route 96B between the Buttermilk Falls area on the Elmira
Road to Danby, and explained drawings of this proposed route
to the Commission, He described the proposed route as having
a 500 foot rise in 9000 feet. This plan was referred to the
CITY ENGINEER for consideration and study.
Motion was made, seconded and carried, that the Commission
express it 's thanks to Professor Riley for his interest in
municipal affairs.
MR. ROBERT ALLEN offered the assistance of the Motor Venicle
Casualty Insurance Companies ' technical staff to improve local
communities ' programs , and explained some of the facets of
their work. MR. LAVERTY moved that the offer of the assist-
ance be made in writing, and the various aspects of the program
and it 's scope be itemized. Seconded by MR . STALLMAN.
APPROVED.
MR. LLOYD SLATER stated that while the relocation of the Route
96B truck by-pass was necessary, interim measures should be
taken such as weighing, checking of truck logs, etc. and
suggested that County and City officials cooperate on a pro-
gram.
MR. H. C. SMITH of ECONOMY MOTORS discussed one-way streets
and illegal parking on Green Street. CHAIRMAN GUARNIE12 re-
quested that Mr. Smith present his views in writing, and for-
ward then to the Commission for consideration.
CFAIR?MAN GUARNIER requested the SECRETARY to list all letters
and communications to the Commission and to make a record of
the reference of these matters ,

ATTERIAL STREETS s MR. WILKINSON. NO REPORT.
TRAFFIC CONTROL - MR. STALLMAN. NO REPORT.
PARKING & METERS - MR. SAPERSTONE.
1 - THE COMMITTEE recommends that the Connon Council be re-
quested to amend Paragraph 120, Article XIII of the
Traffic Ordinance, by defining the Holidays excepted to
be the following six holidays : NEW YEARS ' DAY: DLCORATIuN
DAY: INDEPENDENCE DAY: LABOR DAY, THANKSGIVING DAY and
CHRISTMAS DAY. MR. SAPEkSTONE moved the approval of the
recommendation. MR. LAVERTY seconded, g' PROVED.
2 .- THE C^MMITTEE further recommends that parking on FEki.IS
PLACE be eliminated from STATE STREET to the COLUMBIA
STREET BRIDGE on a 90 day trial basis . MI . SAPERSTONE
moved the approval of the recommendation, MR. LAVERTY
seconded, A: ROVED.
8 - THE COMMITTEE recommends that the requests of MISS EVELYN
STOUT and MR. M.H. RIPLEY for a relaxation of the prohib-
ition of parking on the sidwwalk areas be denied, The
Committee feels that such action would lead to widespread
difficulty, MR. SAPERSTONE moved the approval of the
recommendation, MR. CASS seconded. A 'i'IZOVED.

SAFETY COMMITTEE - MRS . BLACK.
MRS . BLACK requested consideration of the sheet containing
the comparative figures of Injuries and Deaths in certain
cities for the years of 1953 and 1954 as presented to the
Commission.
TRAFFIC CONSULTANT - PROF . LEWIS .
Pi('F. LEWIS stated that the study on WALK SIGNALS had been
completed and a report would be made later.
TRAFFIC ENGINEER » MR. CASS.
MR. CASS stated that he and PROF . LEWIS had reviewed and re-
vised the recommendations of MR. JONES of the Ithaca School
System in regard to signing school areas, confining the sizes
and types to two sizes of two types. MR. CASS recommended that
a total of 64 signs be installed, with 23 to be installed this
year„ and the balance to be purchased and installed within a
three year period. MR. SAPERSTONE seconded. Approved.
MR. LAVERTY read five recommendations resulting from a meeting
of the Commission, State and County Officials and Representa-
tives held at City Hall, January 20th in regard to control of
trucks within the city,
1 - Due to the abrupt change in the speed limit from the open
road limit to the city speed limit at city line, it is
recommended that the State Traffic Commission consider the
establishment of Deceleration Zones on State Routes enter-
ing the city, particularly Route 96 to slow traffic down
to a speed consistant with the change in speed at the city
line to 10 miles per hour for trucks. MR. LAVERTY moved
the approval of this recommendation. MR. SAPERSTONE sec-
oned, Approved,
2 - That the Board of Public Works be requested to erect a
large warning sign on private property beyond city line,
advising drivers of the dangerous hill, and stating the
maximum speed on this hill( South Aurora Street, Route
96B) is 10 miles per hour. MR. LAVERTY moved the approval
of this recommendation, MR.WILKINSON seconded. Approved.
3 - That the Police Department consider the possibility of
weighing trucks to avert conditions caused by overloaded
trucks using the hill streets . MR. LAVERTY moved the
approval of this recommendation. MR. DAHMEN seconded,
Approved.
4 - That the State Department of Public Works and the Tompkins
County Board of Supervisors be requested to consider the
feasibility of relocating Route 96B, or the construction
of an alternate route for trucks via the Sand Bank Road or
Stone Quarry Road, MR. LAVERTY moved the approval of this
recommendation, MR. CASS seconded. Approved.
5 - That the Commission request the State Department of Puhl4c
Works to improve and maintain the route for 96 from Candor
to Spencer to Ithaca, MR. LAVERTY moved the approval of
this recommendation. MR. WILKINSON seconded. Approved.
MI? . LAVERTY made two additional recommendations in this matter
as follows;
1 - That the Mayor be requested to contact the State Traffic
Commission and the State Department cf Highways , requesting
then to enforce the use of the By»*ass by trucks. Seconded
by MR. SAPERSTONE. APPROVED.
2 - That the Commission refer the matter of designating a Truck
Route through the City of Ithaca to the ARTERIAL STREETS
COMMITTEE of the Ithaca Traffic Commission. Setconded by
MR. SCOTT, Approved.
TRUCK TERMINAL.
MR. GUARNIER discussed the matter of a truck transfer point for
Less-than-truck-load deliveries in the business section of the
city. It was moved by MR. LAVERTY that- The large trucking
conpanies be notified of the possibility of this local service,
and a copy of the proposed ordinance in regard to less-than-
truck-load deliveries made in Ithaca be enclosed with the
letter, ATTORNEY DAHMEN was requested to draw up the proposed
legislation, and the Commission Secretary to send the letter.

MR. GUARNIER stated that the Ithaca Chamber of Commerce
Committee had made a recommendation that Parking was of number
one importance in the city. MR. GUARNIER appointed a committee
consisting of MR. LAVEP.TY,PROF , LEWIS and MR. CASS to study the
possibilities of creatingmore parking space within the business
area' and designated MR. RICHARD GRAM to act as Secretary of
this Special Committee. MR. GUARNIER requested a report from
the Committee in 90 days.
MR. WILKINSON suggested the consideration of using Off—Duty
Policemen, paid on an overtime basis to work on Traffic Duty
in rush periods .
TRAFFIC ENGINEER.
MR. WILKINSON suggested that the Commission recommend to the
Board of Public Works that MR. CASS be given a year 's leave of
absence from his duties as City Ehgineer, so that he would be
able to concentrate all his time for that period to the duties
of Traffic Engineer.

RESOLUTION RE PROPOSED ORDINANCE ON LESS THAN
TRUCK LOAD DELIVERIES .
RESOLVED, that interested trucking companies and
associations be notified by the Secretary of this
commission, that this commission did by action
taken at itss meeting of December 27, 1954 consider
the advisability of legislation to prevent less-
than-truck load deliveries in the business section
of the City of Ithaca unless prior to April 1st,
1955 trucking companies and associations voluntarily
place such a program in operation; and he it further
resolved at this time, that unless a satisfactory volun�ary
.cry program is established by truckers prior to April
1st, 1955, this commission will consider the advis-
ability of recommending the enactment of proper
ordinances to prevent such deliveries in the business
section of the City of Ithaca.

Minutes of the January 24th meeting approved on the motion of
MR. SCOTT. Seconded by MR. LAVERTY.
GREEN & MEADOW STREET INTERSCTION.
ALDERMAN GRAVES presented the opinions of the residents of this
area on traffic at this intersection and locality, CHAIRMAN
GUARNIER referred this matter to MRS . BLACK'S SAFETY COMMITTEE
for report at the March meeting.
ARTERIAL COMMITTEE.
MR. WILKINSON - NO REPORT.
ENFORCEMENT COMMITTEE.
MR. STALLMAN requested additional time for his Committee to
study the mandatory regulations pertaining to trucks on city
streets. Referred back to Committee,
TRAFFIC CONSULTANT.
MR. LEWIS had distributed copies of his report with maps attach-
ed. Refers' ng to his report, MR. LEWIS made the following
recommendations;
1 w Al turns be prohibited at the intersection of State
and Tioga Street from 11:30 a,m. to 530 p.m . daily
(except Sunday) excepting the left turn from the WEST
SIDE of State Street NORTH into NORTH TIOGA STREET.
2 • Remove the N6 F.;: "IM '-,(,+wecn 4x00 and 5:30 p.m.
restriction from the meters cri t:; . :.3T SIDE of
SOUTH TIOGA STREET between the alley to the Bus Term-
inal and STATE STREET.
3 .. At the intersection of STATE AND Anon STREETS ,
LEFT TURNS prohibited from 3:30 P.M. to 5:30 P.M.
each day except Sunday for the following;
(a) Vehicles turning North from the WEST SIDE
of STATE STREET.
('b) Vehicles turning WEST from the SOUTH SIDE
of AURORA STREET.
4 - LANE LINES be painted on the SOUTH SIDE OF SENECA
STREET between TIOGA & AURORA STREETS .
After discussion by Commissioners SAPERSTONE, BLACK, SCOTT,
WILKINSN, CASS & LAVERTY, it was moved by MR. LAVERTY, secon-
ded by MR. WILKINSON. Approved.
PARKING & METERS .
MR. SAPERSTONE referred the presentation of the report to MR.
CASS .
MR. CASS stated that a petition from 32 residents of FERRIS
PLACE was considered in regard to the ban on parking on this
street. Due to the sharp break in line and grade of this
street, it was decided to continue the No Parking rule on a
trial basis and request the Board of Public Works to consider
the widening of this street or possibly rebuilding COLUMBIA
STREET between FERRIS PLACE and QUARRY STREET to permit one-
way operation„ MR. CASS moved the approval of this recommenda-
tion; MR, SCOTT seconded. Approved.

PARKING METER SURVEY.
MR. CASS stated that a survey of the parking spaces in and
around the business area showed that curb space where a two
hour for ten cents limit is in effect is being used less than
35% of the time. Due to a change in time limits at the Corson
Parking area, 40 progressive meters will be available, and
with nine meters from stock, it is proposed that these 1 hour
for 5% to 5 hours for 25% be placed as follows ;
North side, West Seneca Street, Geneva to Albany
Streets - - 6 Meters .
Both sides , West Buffalo Street, Cayuga to Geneva
Streets - - 28 Meters,
Both sides, North Geneva Street, Seneca to Buffalo
Streets - - 15 Meters .
MR. CASS moved that the change be made and a check on the usage
be made later. MR,. LAVERTY seconded. Approved.
CURB MAIL BOX.
MR. CASS stated that Postmaster Shaw has informed him of the
availability of another Curb Mailbox. MR. CASS recommended that
the box be placed on the South curb of Buffalo Street, west of
Tioga Street for a trial period of at least 30 days . This site
would not interfere with parking or traffic. MR. WILKINSON
seconded. Approved.
LOADING ZONES, TAXI STANDS , ETC.
MR. CASS stated that a report on these matters would be ready
at the next meeting,
PARKING METER HOLIDAYS .
This matter was referred back to the Commission by the Common
Council. Further report to wait until more data can be obtained
from the Mayors ' Conference on action taken in other cities.
SAFETY COMMITTEE. SCHOOL GUARDS .
MRS . BLAC1 1oported that as complete returns from various

ready on this matter at this time,
ITHACA COLLEGE VEHICLE REGISTRATION,
MRS . BLACK stated that a suggestion had been received that the
number of vehicles registered to students at Ithaca College be
procured so that it could be included in the total number of
vehicles registered in Ithaca. MRS BLACK moved trio approval of
this auggestion. MR. WILKINSON seconded. Approved.
CENTRAL NEW YORK SAFETY CONFERENCE.
MRS . BLACK moved that Chief of Police Simmers be requested to
permit SGT. WALLENBACK to attend the CENTRAL NEW YORK SAFETY
CONFERENCE at Syracuse, N.Y. on May 17, 1955, and that the
Common Council be requested to finance the expenses of his trip.
MR. WILKINSON seconded. Approved.
ACCIDENT RATIO. TO POPULATION.
MRS. BLACK stated that MR. CASS is in the process of preparing
this item, and will have it completed for the next meeting,

MR, LAVERTY stated that the SPECIAL COMMITTEE ON OFF—STREET
PARKING was not ready to report at this time, but expected to
have a report at the April Meeting of the Commission.

INSURANCE COMPANIES ' PROGRAM.
MR„ LAVERTY read a letter from Mr, Robert Allan detailing the
program of the Traffic & safety Survey offered by the Insurance
Companies. (Copy of this letter attached to these minutes . )
MR. LAVERTY moved that the offer be accepted and that the Mayor
confirm the acceptance to Mr. Allen and offer the assistance of
the Special Committee to assist in the survey. MR. WILKINSON
seconded. After a discussion by the entire Commission, in
which CHAIRMAN GUARNIER stepped down from the Chair and Mk.
POWERS acted as Chairman, the motion was approved, and the
Secretary was directed to have mimeographed copies of Mr. Aliens
letter prepared for distribution to the Common Council, The
Common Council to be advised of the action tak en by the Traffic
Commission on this matter.
On motion the meeting adjourned at 5:20 p.m. Date of the next
meeting was set for MARCH 28, 1955.

I tare pleasure in providing the following information
on the New Yoric State community assistance program. in
compliance with the request of the Ithaca Traffic Comm-
ission,
The New York State community ass .stan ce program has been
made available by the caaualty Thsurance Industry to New
York State corn:iur.ities , in ex:.ees of 10,000 population,
to provide technical guidance to communities in the devel-
opment of an integrated traffic safety program. It is
an experimental program offered at no cost to the connen-
ities .
Basically, the program consists of an analysis by qualified
traffic specialists of a community 's existing traffic
safety program and the developnent of practical recommenda-
tions designed to improve the program in those areas of
endeavor needing immediate attentive, To be effective, n
traffic safety program must be wet eeounded and provide
for proper emphasis in each and all of the areas of )oliee
traffic law enforcement, traffic engineering, '-raffic
ordinances, traffic courts, safety education and organized
public support for traffic safe -:.j , Therefore our analy. is
covers all areas and appropriate recommendations are de-
velope>d for communities in each phase.
This program ap^roach is significantly different from all
previous assistance programs in that a single comprehen-
sive report is not presented to the community at any one
time , Instead; recommendations are offered a few at a
time with the priority of presentation determined by the
critical needs in terms of traffic accident prevention
and by the feasability of irnediate practical application,
As a community indicates a sincere interest in reducing
traffic accidents by taking appropriate action, addition.'.

local government.

In the two most complex areas of traffic accident pre-
vention -- police traffic law enforcement and traffic
engineering -- the following items represent some of
the factors that have been considered in various commun-
ities where individual conditions so warrant:
1 - Police Traffic Law Enforcement - Organization,
accident records , equipment, personnel, train-
ing, traffic administration, enforcement pro-
grams and scientific enforcement devices°
2 Traffic Engineering - Organization, administra-
tion, personnel, budget, responsibility designa-
tion, traffic control devices, traffic control
measures , parking, main arteries of travel and
arterial routes.
I would like to emphasize that we alone cannot reduce the
traffic accident experience in a community. We can, however,
provide information on practical ways and means of reducing
accidents , and guidance in the development of an integrated
traffic safety program. With this technical assistance, a
community can reduce accidents if there is a sincere interest
and desire to do so„ This has been borne out already in
various New York State communities Such as Port Washington,
Plattsburgh, Elmira; Binghamton, Hornell, Auburn and James-

Your attention is called to the fact that we are currently
working with 38 communities in New York State that have
thus far indicated a desire to attack their local traffic
accident problems . Accordingly, due to these prior committ-
ments, it would be a minimum of at least four months before
staff activity could be started in a major new community:,,

Minutes of the February 21st meeting approved on the motion
of MR. SAPERSTONE, seconded by MR. CASS.
COMMITTEE REPORTS.
PARKING & METERS COMMITTEE • MR. SAPERSTONE.
FERRIS PLACE • The restriction of all parking on Ferris place
appears to be working a hardship on property
owners, The accident record of 7 property
damage accidents in 4 years is not too severe.
MR. SAPERSTONE moved that parking on the WEST
side of the street be replaced EXCEPT at the
curve, MR. CASS seconded, APPROVED .
HEIGHTS COURT ...This street is 22 feet wide with parking now
allowed on both sides leaving room for only one
lane of traffic. Numerous complaints have been
received lately about this parking condition.
MR. SAPERSTONE moved that parking be prohibited
on the SOUTH SIDE of heights court between
HIGHLAND AVE. and WYCKOFF AVE. on a 90 day
trial basis. MR. CASS seconded.API'ROVED�
UNIVRSITY AVE.This street between STEWART AVE , and WEST AVE.
is 30 feet wide with parking now allowed on both
sides leaving room for each lane of traffic of
less than 9 feet. The volume of parking is
heavy due to the new University dormitories,
MR. SAPERSTONE moved that parking be prohibited
on the SOUTH SIDE of University Ave, between
STEWART AVE. and WEST AVE. on a 90 day trial
basis , MR. CASS seconded, APPROVED.
MR. SAPERSTONE further stated - I wish to report that a re-
survey of parking in and around the business section shows
the possibility of the recovery of 27 parking spaces as
follows :
Reduction of truck-loading zone spaces - - - 9
Reduce the restricted space at 3 churches
to conform with the average 60 ' space now
allowed at other churches 9
Experimental parking strip to be built by
the Board of Public Works on Greon Street. - 6
Move bus stop on the NORTH SIDE of the 200
block of EAST STATE STREET 1
Recover space in the 100 block of WEST GREEN
STREET formerly needed for truck turning
clearance 2
TOTAL SPACES RECOVERED
This is a report only to the Traffic Commission, and I do not
believe any action is necessary, -
On the motion of MR. LAVERTY, seconded by MR. SA -ESONE, the
report was accepted by the Commission.
MR. SAPERSTONE recommended the procuring of an up-to-date
list of parkers on State Street. MR. LAVERTY stated that such
a survey is to be made in the near future.
SAFETY COMMITTEE - MRS . BLACK.
MEADOW & GREEN STREET INTERSECTION, Petition from residents
requested steps be considered to reduce accident
hazards. The following recommendations were approved
by the Committee -
a - The present STOP signs be replaced with the 30
inch standard STOP sign.

CAYUGA-CASCADILLA-FARM STREET INTERSECTION. This was discussed
and referred to Engineer CASS and Consultant LEWIS for
study.
Upon the suggestion of Consultant Taylor Lewis, the Committee
recommended that Chief of Police Simmers write the International
Association of Chiefs of Police regarding the possibility of
securing their services on traffic study, as the Insurance
Industry Committee has advised they will be unable to initiate
their project until the latter part of May.
MRS. BLACK moved the acceptance of the Committee Report by the
Commission. MR. SAI'ERSTONE seconded APPROVED.
ROUTE 96B -AURORA STREET BY-Pass,
MR. CASS distributed copies of a letter from Consultant TAYLOR
LEWIS to TRAFFIC COMMISSION CHAIRMAN, GUARNIER in regard to
four proposed by.-pass routes„ MR. CASS moved that the report
be accepted by the Commission and placed on file, MR, LAVERTY
seconded, APPROVED.
MR. CASS stated that he had no report at this time on the
ACCIDENT RATIO.
MR. SAPERSToNE stated that the matter of legal holidays affect-
ing parking meters was still under consideration
MRS . BLACK - NO REPORT on SCHOOL GUA ZDS .
CHIEF OF POLICE SIMMERS stated that the STATE CIVIL SEkVICE
was opposed to the designating of SCHO1L GUARDS AS SPECIAL
OFFICERS .
MR. LAVERTY stated that the new sign for the crest of the
SOUTH AURORA STREET HILL was ready for erection at the approval
of the location by Dr, Job of Ithaca College.
On motion, the meeting adjourned at 41-35 p.m.

MINUTES of the MARCH 28th meeting approved on the motion of
MR. LAVERTY, seconded by MR. DAHMEN,

were welcomed by CHAIRMAN GUARNIER.
COMMUNICATIONS .
The Secretary read letters from MRS . CHARLOTTE ORNSDORFF of
7 MITCHELL PLACE, NEW YORK CITY: MR. FRED A . BENNETT of the
FIRST METHODIST CHURCH, ITHACA, MR. G. E. CROSS. Copies of
Mrs . Ornsdorff 's letter and Mr. bennett 's letter had been
referred to MR. SAPERSTONE 'S COMMITTEE for report and he
stated that he would discuss them in his report. MR. CROSS 's
letter was referred to the PARKING & METERS C;)MNIITTEE.
PARKING & METERS COMMITTEE - MR. SAPERSTONE.
MR. SAPERSTONE stated that the Committee recommended the
denial of Mrs. Ornsdorff 's request for a "owner 's parking
space" at the curb at 802 East Seneca Street. This would set
a precedent that would bring demands for the allocation of
such space to all property owners, and would be almost im-
possible topolice . MR. SAPE:.iSTONE requested the Secretary to
inform Mrs. Ornsdorff of the Commission's decision.
HI-Y REQUEST ON SCOUT PATROL OF METERS ,
MR. SAPERSTONE stated that the Committee recommended the
denial of this request to allow Boy Scouts to place coins in
meters for cars that were overparked and in violation. As
this "repeat parking" is prohibited in Article XIII, Section
125 OF THE TRAFFIC O:LDINANCE, The Secretary was requested to
so advise Mr. Conta, Project Chairman, Taughannock Boy's HI-Y,
COURTESY STICKERS FOR CONVENTIONS.
MR. SAPERSTONE discussed the issuing of Courtesy Stickers for
Delegates to Conventions, Jurisdiction was found to have been
placed in the hands of the Chief of Police, and the Secretary
was requested to so advise MR. BENNETT.
ENFORCEMENT COMMITTEE - MR. STALLMAN,
MR. STALLMAN requested that he be allowed to continue his
study and investigation of the Trailer Truck Regulations.
CITY ATTORNEY - MR. DAHMEN .

CITY ENGINEER - MR. CASS.
PARKING - ELM STREET.
MR. CASS stated that due to the width of Elm Street being in-
adequate for parking and a clear vehicular lane for traffic,
he moved that parking be prohibited on the WEST SIDE OF ELM
STREET from STATE TO CHESTNUT STREET on a 90 day trial basis,
MR. STALLMAN seconded. APPROVED.
CHIEF OF POLICE - MR. SIMMERS.
CHIEF SIMMERS reported on the program of the Utica Conference
on Traffic. Acting City Judge Dicker, Supt. of Public Works
Laverty, Sgt, Wallanback and Chief Simmers attended.
SUPERINTENDENT OF PUBLIC WORKS •. MR. LAVERTY.
WARNING SIGN ON SOUTH HILL - AURORA STREET.
MR, LAVERTY stated that the large warning sign was ready to
erect; the site had been selected and permission had been
granted for it 's placement. The erection of the sign was
being delayed awaiting action by the State on a 20 mile per
hour zone approaching the location of this sign,

STOP SIGN - EASTWOOP & WOODCREST.
MR. LAVERTY read a request from MR. HASKELL DAVIDSON for a
STOP sign at the intersection of Eastwood and Woodcrest,
CHAIRMAN GUARNIER referred this matter to the SAFETY COMMITTEE
MRS . BLACK, CHAIRMAN.
REPORT OF SPECIAL COMMITTEE ON OFF-STREET PARKING.
MR. LAVERTY distributed copies of the Committee 's Report to
the Commission, CHAIRMAN GUARNIER requested no action be taken
at this meeting due to the many items in the report that should
be carefully studied by the members of the Commission, He de-
ferred any discussion until the May 23rd meeting so that all
members would have adequate time to thoroughly go into this
report, He stated that this report would be the main item of
business at the May 23rd meeting,
MR. SAPERSTONE discussed the extent of the Chairman 's power
in appointing a Committee to investigate Off-Street Parkinga
stating the possibility of this matter being under the juris-
diction of the Board of Public Works, CHAIRMAN GUARNIER
stated that as Chairman he had the right to appoint committees ,
and that the recommendations of these committees had to be
evaluated by the Commission and passed on to the Planning Board,
Board of Public Works and/or the Common Council for such action
as they might deem to take, On a question to the CITY ATTORNEY,
MR. PAHMEN stated that there was no section of the Traffic Or-
dinance that regulated the appointment of Committees by the
Chairman, MR. GUARNIER stated that there being no section of
the Ordinance denying the power to the Chairman, he considered
such power implied, and the appointment acceptable.
PARKING LOT TIME LIMIT.
MR, LAVERTY also stated that there was no contemplated change
being considered in the time limit on city metered parking lots
at this time. A maximum 5 hour limit is now in effect,
CURB PARKING SURVEY.
On question from MR. SAPERSTONE, MR. LAVERTY reported that the
survey on curb parkers was between 90 and 95% completed.
TRAFFIC CONSULTANT - MR. LEWIS.
MR. LEWIS discussed the NO TURN (except left into North Tioga
Street) regulation at the intersection of State and Tioga
Streets, He stated that the congestion had been moved from
this intersection to Tioga & Seneca; Tioga & Buffalo, and
Aurora & Seneca Streets. He advised tha Commission that no
definite findings couldbe made until all the facts were in
and considered. However, he felt that the State & Tioga inter-
section had been made safer, MR SAPERSTONE advanced the
possibility of WALK SIGNALS making the intersection safer yet.
TRAFFIC SURVEYS*
MR, LEWIS stated that CHIEF SIMMERS had been in contact with
the Association of Police Chiefs , and their suggested survey
cost was quite large, However, the Insurance Representative
would be in Ithaca early in May to set up their program,. A
Mr. Ray Ashcroft of the Association of Police Chiefs would
also contact Chief Simmers at a later date,
MR. MORRISON - NO REPORT,
MR. WHITE - NO REPORT,
MR. SAPERSTONE requested the CHAIRMAN to releive him of the
duties of Chairman of the Parking & Meters Committee, but
requested that he maintain his membership on this committee.
Chairman Guarnier accepted MR. SAPERSTON&'S resignation as
Chairman and appointed MR. MORRISON as CHAIRMAN OF THE PARK-
ING & METERS COMMITTEE. MR. SAPERSTONE maintains his member-
ship on this Committee.
CHAIRMAN GUARNIER advised the Commission that the main order
of business on MAY 23rd would be the OFF-STREET parking Report,
MAYOR COOK welcomed the new members of the Commission.

MR. LEWIS moved the approval of the Minutes of the April
25th meeting as received, MR. LAVERTY seconded. Approved.
CHAIRMAN GUARNIER announced the deviation from the regular
order of business so that the Report of the OffasStreet
Parking Committee could be discussed and action taken.
CHAIRMAN GUARNIER RECOMMENDED and the Commission approved
the continuance of the Committee to Study Off-Street Park-
ing,
SECTION 2 (a) of the Committee 's recommendations was read
and MR. LAVERTY moved that the Commission recommend the
purchase of one of the lots ( a deviation from the Committee
Report) to the Common Council, MR. MOIL ISON seconded,
Approved.
SECTION 2 (b) MR. LAVERTY moved that the Commission recommend
to the Common Council that additional lots be established
when financing is possible from meter and other receipts in
accordance with the priority established by the Committee,
MR. CASS seconded, Approved,
SECTION 3 was read and MR, CASS moved that the Commission
recommend to the Common Council that during the construction
of the Tuning Fork, consideration be given to the acquisition
of remnant properties suitable for parking. MR. LAVERTY
seconded. Approved,
SECTION 4 was read and MR. LAVERTY moved that a recommendation
be made by the Commission for an increase in present and pro-
posed parking lot fees from five to ten cents per hour be
established for lots within the critical business district,
contingent upon the purchase of additional parking lot or
lots, MR. DAHMEN seconded. Approved.
#3 OF THE REPORT - ENFORCEMENT,
A check of parked cars disclosed many repeat parkers, cars
parked at a meter over an hour, but with money in the meter
so that no violation was evident. Commissioners LAVERTY,
CASS , BLACK, LEWIS, SAPERSTONE and STALLMAN discussed this
matter with Chief Simmers. Chief Simmers stated that it was
impossible to check repeaters other than by marking tires,
and with the present number of patrolmen, it would impair
the efficiency of his department to detail men for this duty
as vacations were now coming up in the department. MR.
MORRISON moved that the Chief of Police notify by letter, the
owners of the vehicles found to be parked over an hour in the
survey, advising them that this practice is in violation of
the city ordinance and would no longer be tolersted. MR.
SAPERSTONE seconded, Approved, with MR. DAHMEN voting in
the negative.
TRIAL PERIOD OF RESTRICTED TURNS AT THE INTERSECTION OF
STATE STREET WITH TIOGA & AURORA STREETS .
After discussion, it was moved by MR. LAVERTY that the trial
period as originally stated not be renewed. Seconded by MR.
SAPERSTONE. Approved.
MR. LEWIS stated that the restriction on turning movements
at these two intersections did two things, increased pedes-
trian safety at these points and decreased delay for traffic.
However, at other intersections, it increased the hazard for
pedestrians and increased delay. He stated that he thought

that two turns could be allowed at these intersections.
MR. AVERTY moved that a RIGHT HAND TURN from SOUTH TIOGA
STRE T into STATE STREET be allowed, and a LEFT HAND TURN
from STATE STREET into NORTH TIOGA STREET be allowed. MR.
PAHM N seconded, Approved, with MR. STALLMAN voting in the
nega ive,
MR. AVERTY moved that all turns be permitted at the inter-
sect on of STATE & AURORA STREETS EXCEPT a LEFT TURN FROM
SHUT' AURORA STREET INTO STATE STREET and a LEFT TURN FROM
STAT . STREET INTO NORTH AURORA STREET, Approved with MR.
STAL MAN voting in the negative.
PARK NG SPACES, SOUTH TIOGA STREET.
MR. AVERTY moved that three parking spaces on the EAST SIDE
of SOUTH TIOGA STREET from Rudolphs Jewelry Store to State
Street be eliminated, MR. CASS seconded. Approved.
TRUCK DELIVERY REGULATION.
MR. STALLMAN stated that two trucking companies were using
the Truck Terminal facilities full time, and one company
part time. He discussed the enforcement of the regulation
and suggested a possible solution to the problem might be
found in enforcement of the double parking ban. He stated
that he would like to discuss this with the City Attorney.
SAFETY COMMITTEE - MRS . BLACK,
MRS. BLACK moved that due to the poor visibility and child-
ren pedestrian traffic at the intersection of EASTWOOD and
WOODCREST AVENUES, that EASTWOOD AVENUE be designated as a
STOP STREET for a 90 day trial period. MR. LAVERTY seconded.
Approved.
WILLOW AVENUE - ONE WAY.
MRS. BLACK moved that the first block of WILLOW AVENUE, on
the WEST SIDE of the park, be designated as one-way SOUTH
for a 90 day trial period. MR. LAVERTY seconded. Approved,.
TRUCK WEIGHING.
MRS . BLACK moved that the Commission request the Common
Council to establish a policy or jurisdictional powers of
checking truck weights twice monthly, MR. MORRISON seconded,
Chief Simmers stated that arrangements had been made with
the Wallace Steel Co, to use their scales to check over-all
weights of trucks from 8:00 a.m. to 4pOO p,m. week-days and
until 12:00 noon Saturdays. Motion Approved
PARKING & METERS COMMITTEE. MR. MORRISON,
PARKING ON PARKER PLACE.
MR, MORRISON moved that a No Parking restrictio# be placed
on the upper level of Parker Place for a 90 day trial period.
MR. LAVERTY seconded. Approved,
WAIT AND WYCKOFF INTERSECTION.
MR. STALLMAN recommended that parking be prohibited for a
distance of 30 feet on the N.E. Corner of Wait & Wyckoff
Avenue intersection, on the Wait Ave. side. MR. LAVERTY
stated that no formal action was necessary by the Commission
for this matter.
SEARS STREET.
CHIEF SIMMERS asked that consideration be given to the des-
ignation of Sears Street as one-way Northbound to Cascadilla
Avenue.

of MR. WILKINSON seconded by MR. MORRISON.
COMMUNICATIONS.
A letter from Alderman Graves in regard to placing street
boxes for the collection of traffic fines , water bills,
taxes, etc. was read and referred to MRS WILKINSON'S
COMMITTEE on ARTERIAL STREETS.
A letter from the residents of East Spencer Street in
regard to placing a "Children at Play" sign on Spencer
Street was referred to MRS . BLACK'S SAFETY COMMITTEE.
A letter from MR. TREMAN in regard to parking at the
Belleayre Apartments was referred to MR. MOPJISON'S
PARKING & METERS COMMITTEE.
A letter from MR. ARLINTON CULVER in regard to parking
restrictions at 501 Dryden Road was referred to MR,
MORRISON'S COMMITTEE ON PARKING & METERS.
A telephone request from MR. ED. EASTMAN in regard to
shrubbery and parking close to intersections was refer-
red to MR. CASS.
A telephone request from the RED a WHITE LAUNDROMAT on
College AV.enue for the installation of one-cent progress-
ive meters was referred to MR. CASS.
A letter from MR. WALTER GEE of the Ithaca Hotel in refer-
ence to all night parking on alternate sides of the street
for hotel guests was read, and CHAIRMAN GUAkNIEII asked
Mr. Gee to discuss the matter, After discussion, it was
moved by MR. WILKINSON, seconded by MR, LAVEIRTY that the
matter be referred to the PARKING & METERS COMMITTEE to
meet in a joint meeting with the HIGHWAY COMMITTEE OF the
BOARD OF PUBLIC WIRKS with power. APPROVED.
MR. HUNT, a student at Ithaca College requested the Comm-
ission to designate a parking space for him near Ithaca
Collgge due to his disability. MR. LAVERTY stated that
he would confer with Rev. Dodds for permission to park in
the rear of the Presbyterian Church for Mr. Hunt.
COMMITTEE REPORTS.
ARTERIAL STREETS - MR. WILKINSON. NO REPORT.
PARKING & METERS - MR. MORRISON. Due to the assignment
of the parking matter to he Joint Committee, No report.
SAFETY COMMITTEE p .MRS . BLACK. The following are the
recommendations of the Committee made at it 's meeting
1 - The Committee discussed the safety hazards inherent
in the present location of the Greyhound Bus Terminal at
the rear of the Ithaca Hotel, with particular reference
to the exit on South Aurora Street and the factor of run-
away trucks on South Hill, It is recommended that a study
be made by the Committee on Taxis, Trucks and buses with
relation to moving the bus terminal to a better location
from a standpoint of traffic congestion and safety,

MR. WILKINSON discussed the matter of the TRAFFIC OFFICER
being absent from the Commission meeting, and no represent•
ative of the Police Department being present. After discuss-•
ion, it was moved by MR. WILKINSON, seconded by MR. LAVERTY
AND APPROVED, that the Secretary write MR. ARTHUR STALLMAN,
POLICE COMMISSIONER advising him of the concern of the Comm.
ission in this matter, and requesting a Police Department
representative at all meetings of the Commission.

Dear Commissioner,
At the regular meeting of the Traffic Commission held
Monday, September 26th, the problem of losing the services
of the Traffic Officer during the vacation period in the
Police Department was discussed.
The Commission felt that the loss of the Traffic Officers '
designated duties placed the Traffic Division at a disad-
vantage, and he is not available in his advisory position
to the Commission. They feel that other personnel are
available for the Desk Sergeant 's duties during the vacat-
ion period, and that the Traffic Officer should not be
taken from his work in the Traffic Division to man the desk.
In a formal motion, duly seconded and approved, I was direct-
ed to write you, explaining the concern of the Commission
in this matter, and requesting that the Traffic Officer be
permanently assigned to the Traffic Division, except for
emergency duty. It was also recommended that the Commission.•
er have a representative of the Police Department at all
Traffic Commission meetings.

SAFETY COMMITTEE REPORT (continued)
2 - Attention of the Committee was called to the safety
hazard from the lack of visability at the Titus Avenue
and Albany Street bridge intersection and the increased
traffic from South Hill with the closing of Aurora Str-
eet bridges Traffic counts and studies of possible engin-
eering improvements are underway and a report will be
made to the Commission at the October meeting.
TRAFFIC CONSULTANT-MR. LEWIS . NO REPORT.
SUPT. OF PUBLIC WORKS 4 MR. LAVERTY stated that he would
advise *he Board of Public Works Committee of the joint
meeting with the Parking & Meters Committee.
CITY ENGINEER - MR, CASS REPORTED on the actions taken
since the May meeting of the Commission -
Due to the closing of the South Aurora Street bridge,
(1) Installed No Parking" signs in the following locations •»
a - West Clinton Street, south side between Albany &
Meadow Streets.
b - South Aurora Street, west side, between Prospect &
Pleasant Streets.
c - Prospect Street, north side, between Aurora & Hudson
Streets .
d - Ferris Place, west side, between State Street and
Columbia Street bridge.
e - East State Street, north side, between Stewart Ave.
& Quarry Street.
MR. CASS moved the approval of the Commission on a 90 day
trial basis. MR. LAVERTY seconded. APPROVED.
(2) A 50' Childrens ' Loading Zone established from 8:30 A.M.
to 12:30 P.M. with a 10 minute parking limit on the North
side of Oak Avenue opposite Summit Avenue for a Children's
Day School. No action necessary by the Commission.
(3) Further restrictions on Detour Routes -
COLUMBIA STREET AURORA TO HUDSON.. This street is 21 feet
wide; parking is now allowed on the north side with two
passing areas on north side. A motorist can not see the
length of the block due to a sharp break in grade about
the middle of this b],ock. Traffic has increased. MR. CASS
moved that parking on the north side of this block be pro-
hibited for the duration of the Aurora Street bridge job,
and that it now be prohibited on a 90 day trial basis,
MR. LAVERTY seconded, APPROVED.
MR. CASS stated that in the absence of the Chief of Police
he was bringing to the attention of the Commission, the
following requests;
MRS. HARRY FRANKO requested the stationing of a School
Guard at the corner of Stewart Avenue & Buffalo Street.
Referred to MRS . BLACK'S SAFETY COMMITTEE.
PROFESSOR COOPER of 123 Roberts Place requested that the
NO PARKING regulation be changed to the opposite side of
Roberts Place. Referred to MR. MORRISON'S PARKING & METER
COMMITTEE.
ITHACA RAILWAYS requested that there be NO PARKING at the
first meter on the Northeast corner of STATE & CAYUGA
Streets to facilitate the turning of buses going north.

MR. MORRISON reported on the request of MR. WALTER GEE,
Manager of the Ithaca Hotel, that all night parking be
permitted on some streets of the business area adjacent
to the Hotel on the same basis as now permitted on other
non-metered streets in the city. The construction of the
arterial streets has removed off-street parking spaces
previously available to hotel guest3.

be extended to include the following streets on a 90 day

MR. SIDEL, proprietor of the FO' D KORNER at 238 South
Cayuga Street spoke on behalf of the operator of the
Televison Repair Shop and himself in asking relief from
the parking ban in front of their places of business.
After discussion, this matter was referred to the Chief
of Police and the TRAFFIC ENGINEER with power, on the
motion of MR. MORRISON, seconded by MRS . BLACK.
REPORT OF THE PARKING & METERS COMMITTEE.
MR. MORRISON made the following recommendations on the
matters referred to the PARKING & METERS COMMITTEES
BELLEAYRE APARTMENTS. Request for a limited time
parking space.
At present there is unrestricted parking allowed on
Stewart Avenue in front of this apartment building.
Similar requests have been granted in front of Cayuga
Apartments and the Thurston Court Apartments „ The Comm---
itte recommended, and MR. MORRISON moved the approval
of one parking space nearest to the UNIVERSITY AVENUE
intersection to be marked for a ten minute time limit„
MR. LEWIS seconded, Approved,
ROBERTS PLACE. Request that parking be moved to the
opposite or North Side of the street.
At present the parking is on the South Side of Roberts
Place. This is a very narrow, curving street. Parking
is now on the outside of the carve where it restricts
visibility the least, The Committee recommended and
MR. MOR ISoN moved that the request be denied but that
the parking on the South Side be restricted opposite
driveways upon request. MRS . BLACK seconded., Approved.

METER REMOVAL ON NORTH CAYUGA STREET.
The Ithaca Railways requested that the first peter on the
East Side of North Cayuga Street be removed to permit bus
turning movement. This meter has been removed as the bus
was frequently unable to complete it 's turn which blocked
the flow of westbound traffic on State Street,
NO PARKING RESTRICTION ON STEWART AVENUE ,
Ithaca Railways requested a "NO PA-1KING" restriction on one
side of Stewart Avenue between University Avenue and South
Avenue as their buses now have difficulty in passing in this
area,
Between South Avenue and University Avenue parking is now
allowed on both sides , However, within this 1500 feet length
of street there are now four places where parking is re-
stricted, The exit from the Cemetary at Pine Drive; the inter-
section of Cornell Avenue; a current parking restriction of
about 75 feet in length at a driveway from #630 Stewart Ave-
nue on the west side of the street, and the present bus stop
at University Avenue, Each of these areas affers a widened
area for passing.
The Committee recommended and MR. MOR _ISON moved that the
request be denied and a suggestion made to the Ithaca Rail-
ways that their drivers adjust their speed so that the buses
manage to meet and pass in some one of these four areas .

NATI°NAL BRANDS GROCERY STORE - NORTH CAYUGA STREET,
A request was received for two parking spaces on North
Cayuga Street, restricted to a one-hour parking limit,
At present, all day parkers are using all available spaces
in this block, A similar request was granted to a grocery
store on West Court Street,
The Committee recommended and MR. MORRISION moved that the
first two parking spaces on the West Side of North Cayuga
Street south of Cascadilla Street be restricted to one hour
parking on a 90 day trial basis . MR, CASS seconded. Approved
501 DRYDEN ROAD ,
A request for parking restriction opposite the driveway to
this address was referred to the Committee. The driveway
to this address is on Fairmount Avenue which is 24 ' wide
and where all day parking is allowed on both sides . Parked
cars opposite this driveway undoubtably cause difficulty in
getting in and out of this driveway, The Committee reco-
mmended that the curb opposite this driveway be painted to
restrict parking, This action does not require action by the
Traffic Commission,
PARKING RESTRICTION CHANGE ON N $ MEADOW STREET BETWEEN SENECA
AND BUFFAL° STREETS ,
At present parking is allowed in this block on the East side
of the street, and on the same side South of Seneca Street
to Six Mile Creek, North of Buffalo Street to Cascadilla St.
however, the parking is allowed only on the West side , The
parked cars in the block in question cause poor visibility
for west bound cars on Seneca Street making an exit into or
across Meadow Street ,
The Committee recommended and MR. MORRISON moved that the
present "Nn PARKING" restriction on North Meadow Street be-
tween Seneca Street and Buffalo Street be changed from the
WEST SIDE to the EAST SIDE on a 90 day trial basis. MR.
SAPERSTONE seconded. Approved,

of the Gas & Electric Company which has a material yard
around the corner. The available width for traffic use is too
narrow for any amount of truck traffic, The Committee reoo<'
mmended that a "NO PARKING" restriction be placed on the WEST
SIDE of North Albany Street between Court and Esty Street on
a 90 day trial basis, After discussions this matter was refer-
red to the TRAFFIC ENGINEER for consideration with other park-
ing restrictions recommended in this report

A request from Dooley 's Grocery Stthre was considered in regard
to a limited time parking on the store side of Hudson Street,

In addition, MR. MORRISON stated that he believed the present
conditions warrant the following actions ;

An unfortunate parking situation has developed
on the remaining South Hill streets which at
present have no restrictions on parking. These
streets are all abnormally narrow and parking
on both sides of the street is relatively heavy
in the evening hours , It is doubtful if fire
or emergency equipment could get through these
streets during these hours, For this reacon I
feel that a "NO PARKING" restriction should bc
placed on the following streets ? on a: 90 day
trial basis ,

SAFETY COMMITTEE REPORT,, MRS . BLACK, CHAIRMAN
The Safety Committee submits the following for recommendation
to the Common Council,
1 - In regard to a request for more adequate safeguards for t'Ic
thirty-eight pupils of the East Hill Elementary School having
to cross Buffalo Street at Stewart Avenues the Corimitteers
findings are as follows :
a - The steep grades at this intersection prevent the use
of a traffic control signal.
b «. School sign and restricted parking approved by the
Committee while perhaps improving the situation, do not
offer a satisfactory solution in View of the increased
traffic and rate of speed oh Buffalo Streets
c n The Committee was unanifious in the opinion that the
best solution from the Safety standpoint would be the
/ stationing of a crossing guard at this intersection. The
V Chairman moves that the Traffic Commission recommend to the
Common Council the appointment of an additional crossing
guard for this intersection) requesting immediate action
by the Common Council, MR. SAPE-:STONE seconded. Approved,-.
2 - INTERSECTION OF SENECA AND MEADOW STREETS.
With the high accident rate at this intersection, the neee
for a traffic control signal was referred to TRAFFIC ENC.:'_.
EER CASS for study. In addition, the Chairman moves that
the Traffic Commission recommend to the Common Council
v' that SENECA STREET be made a one-way street west from N.
TIOGA STREET to the intersection of SENECA STREET and W ,
STATE STREET on a 90 day trial basis , MR. MORRISON secon
ded. Approved.

1 - INTERSUTION OF STATE STREET AND MITCHELL STREET .
A letter from Pr* J.f , MICHAEL of 810 EAST STATE STREET refer
red to the Committee , cited the number of vehicles that are
jumping the curb, going over the sidewalk and up on their lawnr
presenting a hazard to pedestrians and children playing on the ,
property as well as property damage* The Committee approved
the installation of metal reflectors between the curb and the
sidewalk and later the erection of a metal guard railing if
conditions warrant. The Secretary to notify Pr, Michael-.
2 - DEWITT PLACE AND PINE STREET.
A request for an appropriate sign warning of children in the
area was referred to ENGINEER CASS *
3 - HECTOR STREET AND HOPPER PLACE.
The danger of this crossing for school children was noted at
the October meeting. Investigation showed that of the sixteen
children using this crossing, the majority were small children
and an excessive speed was used by some motorists , An educa-
tional program has been initiated through the school and
through the press and radio , This was referred to the CITY
ENGINEER for conference with the CITY ATTORNEY.

4 - HILLVIEW PLACE .
A letter from the South Hill Civic Association called
attention to the hazardous condition of Hillriew between
Aurora & Hudson Streets because of the railroad tracks veer-
ing into the street, forcing one lane of traffic to go over
into the tracks to avoid oncoming traffic. A suggestion was
made that this condition could be alleviated by filling the
tracks in with blacktop at this point, The Committee reco-
mmended that this matter be referred to the Board of Public
Works , It was so ordered.
5 AURORA STREET AND PROSPECT.
The slippery condition of the southwest corner of this inter-
section was cited because cmf the resurfacing„ The Committee
recommended that this be referred to the Board of Public Works
It was so ordered,
6 - TITUS AVENUE AND ALBANY STREET BRIDGE,
A letter from the Titus Area Civic Association requested the
Traffic Commission consider the installation of a traffic
control signal at the Albany Street bridge at North and South
Titus Avenues because of the lack of visability for vehicular
traffic approaching this bridge, Engineer Cass was requested
to have vehicular counts made at this intersection in October,
MR„ CASS stated that a traffic count had been made by MR. LEE:
and asked a continuance of this mat*er until the next meeting;,
TRAFFIC ENGINEER. MR. CASS
MR, CASS stated that after inspecting the meter at the RED &
WHITE LAUNDROMAT he found it was a one cent progressive meter,
and that undoubtedly the request was for a one-cent- 12 minute
only meter, He stated that the matter would be discussed with
the owners of the Laundromat by phone,
STOP SIGN - NORTH PLAIN AND ESTY STREET INTERSECTION,
MR. CASS moved that a STOP SIGN be placed on ESTY STREET at
this intersection; making PLAIN STREET the through street for
a 90 day trial basis , MR. WILKINSON seconded, Approved,
MR. LEWIS, TRAFFIC CONSULTANT,
MR. LEWIS stated that the PARKING DEMAND STUDY was completed
and would be in the hands of the Commission shortly,
CHIEF OF POLICE SIMMERS
CHIEF SIMMERS requested that the NORTH SIDE of DRYDEN ROAD
from the CITY LINE to the CASCADILLA CREEK BRIDGE be desig-
nated as a NO PARKING area on a 90 day trial basis . MR,
WILKINSON seconded, APPROVED.

MINUTES of the NOVEMBER 28th meeting approved on the motion
of MR. LAVERTY, seconded by MR. CASS .
RESOLUTION OF COMMISSION TO MRS . GUARNIER.
MR. SAPERSTONE read the following resolution, moved that the
resolution be made a part of the minutes of this meeting, and
a copy of the same be sent to Mrs, Guarnier by the Secretary.
Seconded by MR. MORRISON. Approved.
WHEREAS , death has removed from our midst our esteemed friend
and Chairman, Larry J . Guarnier, who has served for
three years as a member of the Traffic Commission, and
WHEREAS , he has worked tirelessly in behalf of the cause of
good government; and
WHEREAS , the members of the Traffic Commission feel a deep
sense fo personal loss in his passing and desire to express
the same,
NOW, THEREFORE BE IT RESOLVED, that we, the members and asso-
ciates of this Traffic Commission extend our sympsthy and con-
dolence to the members of his family and,
BE IT FURTHER RESOLVED, that as a tribute to his memory, the
foregoing be entered in the minutes of this Commission, and
that a copy be presented to his widow.
RAILROAD CROSSING OF WEST STATE STREET.
The Secretary read the item in the minutes of the Common Council
meeting of December 7th in which consideration of some action
was requested by ALDERMAN GRAVES in correcting the situation
resulting from the blocking of this crossing by railroad trains .,
The Council requested that this matter be studied by the Traffi^
Commission, Planning Board and the Board of Public Works . Mayor
Cook referred this matter to the TRAFFIC CONTROL AND SAFETY
COMMITTEES jointly.

PARKING & METERS COMMITTEE - MI'. MORRISON.
NO REPORT.
MR. SAPERSTONE stated that the Parkin&Lot on Green Street at tl,Q
rear of the 5 & lop Stores shows progress with the new is
parking, and stated that other parking space in the much used
parking area should be ch©cked for possible changes .
TRAFFIC CONTROL COMMITTEE - MR. STALLMAN.
NO REPORT.
SAFETY COMMITTEE - MLR . BLACK.
MRS . BLACK stated that her Committee had net and made the follow-
ing recommendations ;
FERRIS PLACE AND STATE STREET INTERSECTION ,
The Gommittee appreved the following;
1 Use of a portable warning sign, approximately 4i
feet above the pavement to warn on-coming traffic
from 3,30 p.m. to 5130 p.m.
2 - That lighting in this area be increased if possible
from 6000 to 10,000 lumens .
3 - Placing of pot flares on State Street prior to the
turn at Stewart Avenue to slow down and keep east-
bound traffic in line.
MRS . BLACK moved the approval of these recommendations ,
CHIEF SIMMERS seconded. Approved.
SENECA AND MEADOW STREET INTERSECTION.

hRS . MAC'.. Stated that ENGINEER CASS recommended that no a.ctior
be taken at this time on the repositioning of the STOP S.=GNS
from COLUMBIA STREET to HUDSON STREET, since there would be a
three months transitional period of a four-way stop, ty which

The Committee recommended changing the Yellow caution signal
to a 24 hour operation schedule and removing the School sign„
MRS . BLACK moved the approval of the recommendations. MR,

FARM. CASCADILLA, CAYUGA STREET INTERSECTION.
MRS . LLAC'C stated that this matter was originally referred 1
ENGINEER CASS and CONSULTANT LEWIS in March for study. Lacki .

.em for further study along with the intersections of HANCOCK
STREET, IA KE AND WILLOW AVENUES .
ALBANY STI.ZEET BRIDGE INTERS CTION WITH TITUS AVENUE.
The TITUS AREA CIVIC ASSOCIATION requested a traffic control
signal at this intersection due to the increased traffic and
: ack of visability over the bridge. This matter was referred
to ENGINEER CASS and CONSULTANT LEWIS in September. Their
studies show that -
1 - The traffic volume from 3000 to 4000 p.m, 436 cars
4=00 to 5000 p.i, 600 cart,
An average would put this figure below the 750
cars fequirefd to warrant a traffic signal. A
traffic operated signal would cost approximately
$3000.00 A regular three way signal with controll-
would cost approximately one-half this figure*
2 - Visibility is admittedly bad, but since there has
been no bad accidents at this intersections the
Committee recommended no action at this time,
MRS , BLACK stated that although this was a majority recommenda-
tion of the Committees she wanted to state her minority view-
point on this matter, She stated that the residents of this
areAhad requested relief at this intersection back as far as
1950 The TRAFFIC ENGINEER and CONSULTANT admitted the visibil-
ity at this point was bad butcited the absence of serious acci-
dents* MRS , BLACK said that as CHAIRMAN of the SAFETY COMMITTE!,
she felt that the duty of the COMMITTEE was to correct situations
before any serious accident should occur.
MP_. MOIYISON suggested the placement of Large SLOW signs to advice
traffic of a bad condition. MRS . BLACK stated that TITUS AVENUE
was a STOP STREET but it was necessary to pull into the inter-
section after stopping to see across the bridge.
MRS . BLACK suggested large holes be cut in the *web of the girder
to allow the motorist to see across the bridge, MR. CASS AND Mk.
LAVERTY AND MR, LEWIS stated that this would weaken the bridge
structure toa point of possible failure,
MAYOR COOK stated that his personal findings on this matter
definitely showed a necessity of some corrective measure at this

intersection, and referred it back to the SAFETY COMMITTEE
with ENGINEER CASS and CONSULTATNT LEWIS for further consider-

MR. CAS referred the •;ommission to his mimeographed report
at each of the Commissioner 's desks ,
MR. CASS stated that the 90 day trial periods have expired on
the various locations noted under NO PARKING AT ANY TIME, and
asked the Commission to request the Common Council to pass
the necessary legislation to include them in the Traffic Ordin-
ance. The following locations were cited;
South Cayuga Street - Spencer Street to the D.L.& W. R,R
West Side.
Schuyler Place - State Street to Buffalo Street.East Side.

TWO HOURS RESTRICTIONS have been established on -
NO RTH GENEVA ST, Court Street southerly for three car
{ spaces on the West Side.
NORTH GENEVA ST. Court Street southerly for four car
spaces on the East Side.
Also the following locations where STOP signs have been estab-
lished to create through streets;
TOMPKINS STREET and/or HANCOCK STREET at it 's intersection
with Auburn and Dey Street,
WOODCREST AVENUE at itis intersection with Eastwood Avenue

MR. CASS stated that the 90 day trial periods have expired on tt
following streets where NO PARKING AT ANY TIME restrictions have
been made, and recommended that each of the restrictions be
continued on a new 90 day trial from this date as each of these
restrictions is either of a temporary nature due to the closing
of the S , Aurora Street Bridge, or is related to recent modifica-
tions.
