The meeting was called to order by Mrs . R. C. Osborn at 4 :05 P.M.
Mr. Bredbenner made the motion for the acceptance of the previous
meeting' s minutes as mailed. Reverend Sperduto seconded. Carried.
The Director introduced the people who will work in the summer program.
Anthony Barraco will assist the Youth Bureau Director as Boys' Super-
visor and- as a general counselor at the Music Camp. He has an
assistantship at Cornell and has had 5 years of public school teach-
ing.
John Graves said that this will be the 4th summer the Youth Band has
been in operation. About 50 young people participate in the program.
He would like to concentrate on. concerts at Stewart Park. Band re-
hearsals once a week and with a concert once a week for a 6 weeks
period commencing July 14.
Herbert Broadwell said this will be the 4th year for the Tennis pro-
gram which provides for ages 11 through 14 and 15 through 18 for be-
ginning boys and girls plus a number of advanced classes . There are
about 140 a week who attend classes held daily Monday through Friday
from 9:00 A.M. to 1:00 P.M.
Lewis Adesso said that 130 youngsters in the largest Junior Golf class
in the State will meet this Saturday for a tournament and picnic.
Parents have been invited. This is the 4th year of this program for
ages 8 through 10 and 10 through 16. Youngsters can use the Municipal
Golf Course without charge on Saturday-morning. Classes are held on
Saturday mornings for a 6 weeks period. An additional 6 weeks will be
given this year in connection with the Summer Music Day Camp.
Mr. Graves, Broadwell and Adesso stated that about 213 of their classes
are made up of girls . Kiwanis Baseball takes up most of the boys.
Lifeguards - Tommy Decker was introduced. He has just graduated from
high school and has a Senior Lifesaving certificate . Dick Jackson, a
Cornell senior, has a Senior Lifesaving certificate . Jim Ferris, a
sophomore at Yale, has an Instructors certificate. Kenny Flynn, a
senior at Springfield College, has an instructors certificate and will
be in charge as Head Lifeguard. Flynn said the swimming program will

bo set up in accordance with the need s of the Summer Music Camp. The
program will be designed to teach beginners, lifesaving and first aid.
For the first time a first aid station will be set up in the park to
be manned by the lifeguards .
Mr. Gaurnier suggested that an addition should be made to the present
lifeguard sign stating that "Lifeguard not on duty-swimming prohibited."
Chief Simmers said the police will be glad to cooperate with the life-
guards .
Mr. Shipherd moved that consideration be given to opening the water-
front earlier next season. Reverend Sperduto seconded. Carried.
Old Business - The Teen Center report is not ready at this time. It
will be held over until the next meeting.
New Business -
Tompkins County Fairgrounds - Mr. Hill stated that Mr. Joseph Kearney
has started a baseball league made up of Cub Scouts using this property.
There has been quite a bit of interest from people in this area con-
cerning help from the Youth Bureau and the City. Mr. Hill said he had
talked with Mr. William Fields , of G.L.F., who said G.L.F. would
welcome the Youth Bureau setting up a project on it for the company
is still undecided as to future uses of this area. Mr. Hill said that
he had talked with Ben Roberts who is Vice-president of the Southwest
Civic Association to see if the Association would be willing to sponsor
a neighborhood project. Mr. Roberts is going to contact his group and
report to Mr. Hill within a few days , Mr. Hill said that he thinks
we should sit tight until we aro sure what should be done in this
area. There are several possibilities for developing this area as a
family park.
Mr. Gaurnier moved that the Director be impowered to act within his
discretion as to the action to be taken in this matter. Seconded by
Mr. Bredbenner. Carried.
The Director suggested adjustments in the Youth Bureau budget which
will not entail increased state aid.. He suggested the golf instructor
is not adequately paid and in addition has paid for program supplies
out of his own pocket . He suggested that Mr. Adesso be given *250
for the 6 weeks Golf Clinic in connection with the Summer Music Camp
and that in next year' s budget we differentiate between salary and pro-
gram supplies .
Dr. Gragg moved that the transfer of $55.00 from the Tennis, $45.00
from the Insurance allocation and 150.00 from the Girls ' Supervisor
fund over to the Golf program. This will make a total of a $250.00
increase in the Golf allotment. Mr. Shipherd seconded the motion.
Carried.
The Director suggested that the'Advisory Council request the Board of
Public Works to transfer $500.00 to the Youth Bureau budget for the
waterfront program at Stewart Park. This amount to be matched by
$500.00 of State funds allocated to the Part-time Work Project making
a total of $1000.00 additional funds available for the swimming pro-
gram. This will not require additional state aid and should result in

a considerable saving to the City.
Mr. Gaurnier moved that the Youth Bureau request the Board of Public
Works to transfer 0500.00 from the Stewart Park Waterfront allocation
over to the Youth Bureau budget . This amount to be matched by $500.00
of State Youth Commission funds reallocated within the Youth Bureau
budget. Mr. Flynn seconded. Carried.
The Director said that the funds available for the Belle Sherman Play-
school will not be used this year since this area is under construc-
tion. The Ithaca Public Schools are willing to make this amount avail-
able for the operation of the Summer Music Camp at Stewart Park. Mr.
Hill suggested that the title of Youth Bureau project E-17 "Belle
Sherman Playschool" be changed to that of "Day Camp for Music and
Sports ."
Dr. Gragg moved that the name and uses of the Belle Sherman Playschool
project be changed to that of Day Camp for Music and Sports. Mr.
Gaurnier seconded the motion. Carried.
Chairman Osborn said that the Youth Bureau Advisory Council seldom
meets during" July and August, therefore there will be no regular meet-
ing until the 4th Thursday of September.
At the close Of the mooting Mr. Gaurnior asked to be recognized by the
Chair in order to make what he felt was a pertinent comment at this
time. He said he was happy to be able. to serve on the Youth Bureau
Advisory Council for he feels that they are doing a very worthwhile
work. He is glad that he had a part in selecting Mr. Hill as Director
of the Youth Bureau.
The meeting was adjourned at 5:00 P.M.

DIRECTOR'S REPORT
Kiwanis Baseball 55 teams with over 1000 boys enrolled ages 7 - 17.
Sam MacNeil, Tom McGory and Frank Spadaro are the
Directors .
Cop' s, 21.1 Over 1000 youngsters ages 8 through 11 at Percy
Field, Saturday, June 25. The Police Benevolent
Association furnished the prizes .
Junior Golf 130 boys and girls from May 21 to June 25. Lewis
Adesso in charge of the program.
Tennis Clinic Will begin July -5 for 8 weeks . Herbert Broadwell
to be in charge. Usually over 100 boys and girls
enrolled.
Fourth of July Program set for July 2 or 3. Contracts have been
signed.
Junior Music Club 0123.00 check for scholarship mailed to State
Federation Headquarters . Over $900.00 in scholar-
ships made available to local youth by the
Federated Junior Music Clubs .
Waterfront Four lifeguards - Ken Flynn - Chief Lifeguard,
Jim Ferris, Dick Jackson and Tommy Decker. Two
of these guards have Rod Cross Instructors
certificates . The other two have Senior Life-
saving certificates. The guards have been uni-
formed and a first aid station has been estab-
lished at the beach.
Summer Music Camp, About 100 youngsters registered - 2/3 High School;
2/3 girls . John Graves , Clayton Weber, Vito
Mason and Frank Battisti will teach music . The
use of the park--facilities has been assured
and they will be readied. Golf, tennis and
swimming to be available for campers .
Bergholtz Tract Another portable backstop is being completed
which provides backstops on four of the five
diamonds in this area.
Part-time Help, Anthony Barraco is assitant director as boys'
supervisor and will be a general counselor in the
camp. Joseph Bannon will take care of Bergholtz
Tract during the Kiwanis Baseball season. Renee
Kirsch will be employed as a girls' counselor
for the Music Camp.
