Minutes

I. Meeting was called to order at 7:08 p.m. March minutes were corrected to read
..the Ad Hoc Evaluation Committee has met four times including once with
Nelson Berigtold A motion was made,seconded and carried
unanimously to approve the minutes subject to the above change.
II. Special Presentation of Cornell On Top Video
Youth Employment Services Coordinator Jackie Merwin showed a video about the
Cornell Occupational Non-Traditional Opportunities Program, ONTOP, which is going
into its 10th year. The program is a collaborative effort between YES,the Learning Web,
and Cornell University. Each summer the program matches 12 high school students with
mentors in various trades at Cornell. The focus is to reach groups who have been
previously underrepresented in the trades: youth of color in general and young women.
Some of the trades area that students have apprenticed in are: carpentry, sheet metal,
painting, electrical, masonry, controls, etc. Several students, past participants of the
program appeared in the video: Collie White,Mary Ownes, Jose Martinez and Josh
Antrum. Each gave various perspectives on their work in the program and how it helped
the focus on career directions. Antrum has become a bona fide electrician;Martinez is
completing an apprenticeship in the painters' union; Owens is studying construction
technology at TC3; and White works at Channel 7 News Department. Some of the
mentors discussed the rewarding aspects of the program for them.
YES and the Learning Web are gearing up for recruitment for this summer's program.
III. STAFF AND COMMITTEE REPORTS
1) Director's Report
• City Youth Services Planning—meetings have taken place with YB, Southside,
Cooperative Extension, and GIAC and a proposal in draft form will come to the board
in six to eight weeks for their review and recommendations before submission to
Common Council. Tony Scott,who did work for the Dispositional Alternatives
Program and intern work with the Youth Bureau,will be involved with this effort.
Patrick Walkinshaw, of the Teen Community Center has also attended several of the
meetings.
• City/County Youth Merger
Questions arise periodically if there are ways to combine the City and County Youth
Bureaus. The County Youth Bureau is more involved with planning while City

Youth Bureau is involved with direct services. A flow chart would be helpful
itemizing County Youth Bureau functions. Nancy Zook volunteered to present a flow
chart and describe what the County Youth Bureau does at a future meeting.
• Ithaca City School District -Ithaca High School Site-Based Management
Team is looking for volunteer leaders to examine institutional racism at I.H.S.
Volunteers will have intensive training and develop a plan to address the issues
during the summer of 2000 to begin the action plan in September 2000. A follow-up
study at the end of 2001 school year will provide a basis for evaluating progress and
making any necessary adjustments to the plan.
Ellen Baer came to the Paul Schreurs Memorial Program Board today to describe her
proposal to develop a new charter school here in Ithaca..
2) Youth Development
• We're working with staff in the Paul Schreurs Memorial Program on evaluation and
outcome objectives. This grew out of the program review process. We know that
this Academic Support Program has been extremely helpful to many students. We
now need to better document and track their progress.
3) Recreation
• Our Summer Days brochure has been distributed to area schools and summer
registrations are underway.
• Recreation Partnership Update—Municipal Officials Recreation Committee continue
to meet every 2 weeks to review the current partnership and specific key elements to
identify areas to be re-negotiated. The Recreation Partnership is also talking about
serving adults.

VL Board Comments
• Joanne Kingsley-Wells reports the Community Wellness Center has given the Mayor
a proclamation to read at the May 5th Common Council meeting naming May as
Community Wellness month.
• The Tompkins County Health Department and Health Planning Council of Tompkins
County(a program of the Human Services Coalition) is sponsoring Imagine Action, a
6 week incentive program for keeping track of your physical activities while earning
points that qualify for a prize drawings.
• There is an organizational meeting Tuesday, April 20th, at 7 p.m. in the Center Atrium
at the Ithaca Youth Bureau for interested people to become involved as a member of
an Advisory Board for the new Children's Garden. Those people that might be
interested should contact Lara Kimber at 844-3954 or e-mail at

• News on the Street—Earlier this morning a tractor-trailer loaded with garbage lost his
brakes and careened down East State Street rolling over three vehicles and damaging
a fourth car parked on Aurora Street. Fortunately there were not any serious injuries,
however the streets remained closed the larger portion of the day while over 71,000
pounds of garbage was cleared.
• Jim raised the issue of the Youth Bureau's image, and expressed some concerns
related to taking full advantage of volunteers who are willing to donate their time and
giving outlying municipalities adequate opportunity to discuss and deliberate
Recreation Partnership costs, etc.
