ADVISORY BOARD
Minutes of May 13, 1996
Attendance: Jack Sherman, Cathy Currier, David Delchamps, Joan Spielholz, Deb Traunstein,
Gino Bush. Staff: Allen Green, Marilyn Hall
Allen relayed the sad news that Leslie Cohen passed away on May 2nd. Leslie was 53 and had
been ill for some time. Leslie, a talented artist, had taught at Montessori for years. The board
extends their deepest sympathy to Sam and his family. We will inform everyone when a date is
set for a memorial service
I. The meeting was called to order at 7:36 p.m. by Chair Jack Sherman. Approval of
minutes from April 8th meeting were unanimously carried.
H. STAFF AND COMMITTEE REPORTS
1) Director's Report
- Cutia Building Tour- Allen conducted a tour of our renovated space describing the
acoustic tiles, new gym pads, banners and hanging perforated acoustical panels, all
combined with a new window wall in the gym area. Allen explained the costly ground
source heat pump system (23 dug wells, each 300' deep in a closed loop system) that is
projected to cost less for maintaining over a 20 yr. period. Allen also had the privilege of
demonstrating the new computer system which shows a schematic view of the existing
temperature, well fields, heat zones, circulating water system. The high tech calendar
feature allows zones to be set in an occupied or unoccupied mode allowing a high degree
of control for setting the temperature in an energy saving mode during after work hours
and holidays.
- ECHO Update-the Common Council resolution of January 3rd is not intended to
require the City Attorney's signature on individual transactions. A listing of Youth
Bureau trust and agency accounts was distributed.
- Youth Bureau Wish List was distributed. Outside items include: need big signs
indicating IYB building, (suggestion to use inexpensive vinyl letters attached to glass in
gym area near roof), portable sign board to announce programs, a play structure for the
lawn, a gardening area for children, and new bike racks. Inside items include:
storage cabinets with corkboard on front to store supplies and display children's work in
activities room; (question raised if there is a system in place now that protects computers
in offices). A new counter on wheels is being built for the atrium. Atrium will be more
portable with room dividers, rugs, chairs and a sofa to create a waiting room, moveable
meeting and activity spaces; earl*childhood play equipment to create a Tot Spot
programs using the gym on weekday mornings and possibly weekends;
a good lockable piano on wheels; changing tables for the downstairs bathrooms; and a
cart for moving folding chairs. The wish list will be kept on file for future referral.

Cass Park Kiddie Pool - The City Electrician has concerns regarding a potentially
dangerous condition at the kiddie pool. He feels the design of the underground pumps
and electrical equipment enclosed in the stainless steel housing is not safe. A referral will
be made to arrange for an inspection and modification might be costly.
2) Recreation - Alice prepared a handout with information on Spring and Summer programs,
Skateboard Park update, sand volleyball court proposal and the R.M.S. program. (See attached).
3) Youth Development
Delinquency Prevention grant update- Allen distributed an abbreviated segment of the
narrative describing the Delinquency Prevention Board's beginning, the problems this
project addresses illustrating the dropout and suspension rates, and target population.
The goal is to reduce juvenile delinquency through assisting young people to be more
successful in school; dropout prevention and reducing the frequency and nature of out of
school suspension. Primary partners include G.I.A.C., the Ithaca city School District, the
Ithaca Youth Bureau, the Tompkins County Youth Bureau and the Community Dispute
Resolution Center. The next step: staff of the Division of Criminal Justice ranks
proposals and makes recommendation to their Board for programs to be funded. If our
proposal makes it through the first cut, then staff will travel to New York City on June
27th to meet with the DCJS and actually will at the time of presentation know the results.
Allen will be happy to share the full 99 page document with anyone thats interested.
Town of Ithaca Youth Conservation Corps Proposed Expansion - last year the Town
of IthacaNillage of Lansing Youth Conservation Corps built a play structure in the
Village of Lansing. The Town of Ithaca has new ideas for this year and want to hire
additional youth which will involve an amendment to the budget. Allen will keep the
board informed.
- One to One Volunteer Recognition Week- Mayor Alan J. Cohen visited and mingled
at the Youth Bureau's One to One Picnic on May 4th and at this time proclaimed April
29th- May 4th as One to One Friendship week.
- Channel 7 has been airing the following interviews of various people in the community
already involved in One-to-One programs.
1) Talked with adult volunteer local firefighter,Tom Deis, and his Young
Friend.
2) Spoke with 1-Ps Joan Jackson at Southside's Focus Group and Dan
Creskoff, volunteer.
3) Interviewed 2 Young Friends from the same family and their Adult
Friends at Ithaca Youth Bureau.
4) John Bailey, One to One Supervisor, his Young Friend and parent talked
about their experience with 1-1.
"Friends Like You are Hard to Find" posters are available for members to distribute
throughout the community celebrating friendship through the Ithaca Youth Bureau's One
to One Program.
4) Recreation Mainstreaming Services
Camp Iroquois will run July 8 through August 2 this year out of Dewitt Middle School
for children 7-16. Aides will be able to assist children with disabilities at Cass Camp,

Stewart Park, and possibly GIAC and other day camps.
5) Membership
- The Board is still seeking recruitment for the vice-chair position vacancy.
Tom Hanna is still our Common Council laision rep.
- We will ask the Board of Public Works to appoint a new representative to our board.
Alice Miller has resigned. We will write a letter to Alice thanking her for her many years
of dedication, wisdom, and insight shared while on our Board.
